The Ministry of Education and Science of Ukraine (MES) has presented new rules for allocating subventions to arrange a safe educational environment in educational institutions. He noted that more than 900,000 children are currently studying online, including more than 200,000 abroad, which affects the quality of education, socialization, and competence development. As part of the project, we analyzed data sets using Palantir technology to assess the region's security situation and identify priority areas where we can return to safe face-to-face learning. After all, high-quality data is the basis for making effective management decisions. We continue to implement Palantir in education. In particular, to analyze data on children's academic progress and their correlation with the security situation, - said Mykhailo Fedorov. Today, there are communities in Ukraine where students study remotely. Still, if there is a shelter, they can return to full-time education if the security situation allows. After all, the Covid pandemic has caused significant educational losses to Ukrainian education, and the full-scale invasion only exacerbates this trend. According to the international PISA study results, Ukrainian students are 1.5 years behind the required level. Our task is restoring access to quality education, not deepening educational losses. We also need to work together to ensure the safety of our children. We have already developed policies to facilitate the return to full-time education, - emphasized Oksen Lisovyi. This year, the state budget has allocated UAH 2.5 billion for significant repairs and shelter construction. Previously, subvention funds were allocated to regional budgets, after which local authorities decided which communities and educational institutions would receive funding for shelters. The main requirements include<ul><li>the availability of design and estimate documentation for the construction or overhaul of the shelter;</li><li>the educational institution must have at least 200 children enrolled;</li><li>the project must be completed by the end of 2024;</li><li>confirmed co-financing from the community of at least 10% of the total project cost.</li></ul>After submitting a project, the DREAM system automatically calculates points according to specific criteria. Also, during the event, eight typical shelter construction projects were presented, which the Ministry of Education and Science developed jointly with UNICEF and the Buffet Foundation. These are design estimates that can be adapted to the specifics of each educational institution and reused. - To ensure a safe learning environment for children, UNICEF has developed project specifications and design documents for new shelters in kindergartens and schools. We have adapted these designs for educational institutions with different student numbers, considering children's needs, well-being, and compliance with state standards. The reuse projects will reduce the time to 1-1.5 months and save money spent only on geological work concerning a specific area. All projects are created according to new standards and meet modern challenges. Hromadas will be able to adapt them to the needs of educational institutions and use them to apply for the DREAM system. Each community will be able to use them free of charge.

Offline school: subvention for shelters to be allocated using the DREAM ecosystem

They discussed DREAM regulations, benefits, and opportunities for implementing the ecosystem. Currently, 16 communities of the Mykolaiv region already have their DREAM profiles. According to the public analytics module <a target="_blank" rel="noopener noreferrer" href="https://bi.dream.gov.ua/">https://bi.dream.gov.ua/</a>, 87 projects initiated in the Mykolaiv region have been registered in DREAM. The ecosystem allows communities to build their investment portfolio and attract funding for restoration and development projects.- The overall structure of the DREAM ecosystem and its principles and tools ensure accountability and transparency of the restoration and modernization process. At the same time, we are building an ecosystem that will be convenient for all participants in Ukraine's restoration. Project initiators already working in DREAM receive ongoing technical support from the Project Office and cooperate with support teams in the regions. DREAM ecosystem was presented to communities of the Mykolaiv region

The renovated Lithuanian-Ukrainian Lyceum No. 1, designed for 700 students, was officially opened in Borodyanka. The school, damaged by rocket and bomb attacks and shell hits at the beginning of russia's full-scale invasion of Ukraine, was restored and modernized thanks to Lithuanian investments. In gratitude for the support, Borodyanska's Lyceum No. 1 changed its previous name. A unique autonomous underground shelter equipped with an elevator was built as part of the project. It can comfortably accommodate up to 800 people at a time. -Since the beginning of the large-scale invasion, Lithuania has provided comprehensive support to Ukraine, particularly in restoring educational institutions. Modern, safe, comfortable schools and kindergartens are not just education for children; they are an opportunity to restore life in the affected communities. The Lyceum in Borodyanka is a vivid example of such projects added to the DREAM ecosystem, ensuring its implementation transparency and accountability. I am grateful to our Lithuanian partners for their support, which will only grow, - said Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine - Minister for Communities, Territories and Infrastructure Development of Ukraine. The reconstruction budget of the Lithuanian-Ukrainian Lyceum No. 1 amounted to almost EUR 8 million (UAH 365.5 million). The Central Project Management Agency (CPVA) implemented the project, which was funded by the Lithuanian Development Cooperation and Humanitarian Aid Fund. According to the Lithuanian Minister of Economy and Innovation, Aušrinė Armonaitė, Lithuania is helping to rebuild Ukraine's destroyed cities without waiting for the end of the war and has already allocated more than €14 million for the reconstruction of a temporary settlement, rebuilding of schools, kindergartens, and other projects. In addition, the B2Lithuania platform has enabled Lithuanian businesses to actively participate in Ukraine's infrastructure reconstruction projects by registering and contributing to Ukrainian reconstruction projects. - Together we will rebuild Ukraine, and together we will achieve victory for all of us, - the Minister said at the opening ceremony of the Lyceum. - Children cannot be targets of war. Attacks against children are terrorism. The newly opened Lithuanian-Ukrainian Lyceum signifies hope and Ukraine's imminent victory. When Ukraine wins against Russia's barbaric aggression, the graduates of this school will be the creators of a new Ukraine. The DREAM Project Office team and the Ministry for the Restoration of Ukraine continue a series of regional presentations on the digital restoration ecosystem for accountable management. The DREAM ecosystem: presentation for communities of the Kharkiv region

An updated report on the Rapid Damage and Needs Assessment (RDNA3), compiled by the Government of Ukraine under the coordination of the Ministry for Restoration in cooperation with the World Bank Group, the European Commission, and the United Nations, has been published. According to the report, the total cost of Ukraine's restoration over the next decade is estimated at USD 486 billion, approximately 2.8 times Ukraine's nominal GDP for 2023. This year's figure is also 18% higher than the previous RDNA2 estimate of USD 411 billion as of February 24, 2023. - Working with international partners allows us to picture losses and restoration needs accurately. We clearly understand the priorities and cost of restoration in 2024. The assessment results will form the basis of planning documents and prioritization methods. In particular, the priorities identified in the RDNA3 report will be integrated into the State Strategy for Regional Development (SSRD) action plan. In addition, the state digital restoration ecosystem DREAM will label projects that meet the needs according to the RDNA. That will allow for better prioritization of critical restoration projects, and provide them with priority support, - said Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine - Minister for Communities, Territories and Infrastructure Development of Ukraine. The RDNA3 assessment covers the damage caused during the nearly two-year period since russia's full-scale invasion of Ukraine on February 24, 2022, through December 31, 2023. According to the report, direct losses in Ukraine have reached nearly $152 billion, with housing, transportation, trade and industry, energy, and agriculture identified as the most affected sectors. As in last year's report, the regions of Donetsk, Kharkiv, Luhansk, Zaporizhzhia, Kherson, and Kyiv were most affected. Across the country, 10% of the housing stock was damaged or destroyed. The destruction of the Kakhovka hydroelectric dam in June 2023 led to catastrophic environmental consequences. It deepened the problems already faced by Ukrainians struggling to access housing, water, food, medical services, etc. Ukraine's critical needs for 2024 include restoration in the following areas:<ul><li>housing and utilities - $3.1 billion</li><li>transportation and logistics - $2.3 billion</li><li>energy - 2.7 billion dollars</li><li>social infrastructure - 2.4 billion dollars</li><li>industry and services - $3.6 billion</li><li>cross-sectoral priorities - $1.2 billion</li></ul>According to the updated estimate, Ukraine will need $15.3 billion in 2024 for critical restoration projects, focusing on supporting the private sector and restoring social infrastructure and utilities, energy, transportation, and housing. About $5.5 billion of this funding was provided by Ukraine's international partners and from Ukraine's resources. At the same time, about $10.5 billion has yet to be funded.An efficient restoration demands reforms that align with EU policies and standards and support the "build back better" principle. In addition, the priorities set out in the RDNA3 will be integrated into the medium-term budget planning process. That will ensure timely and predictable funding and capacity building for the public sector. RDNA3. Ukraine's restoration needs amount to $486 billion

The eighth meeting of the Multi-Donor Coordination Platform Steering Committee was held with the participation of Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine - the Minister for Communities, Territories, and Infrastructure Development of Ukraine. The Republic of Korea, Sweden, the Netherlands, and Norway have now officially joined the platform, alongside representatives of the G7 countries and the European Commission. The results of Ukraine's restoration efforts in 2023 and priorities for 2024 were presented at the meeting. Mr. Kubrakov noted that Ukraine continues to fulfill its commitments to joining the EU. Reforms under the Ukraine Plan associated with the Ukraine Facility program of the European Commission were prepared. Transparent and accountable restoration is ensured through the implementation of digital tools, including the DREAM restoration ecosystem for accountable management, which already contains 2000 projects from different regions of the country. DREAM creates a single "digital path" for all projects, with the ability to receive data at each stage of implementation, allowing civil society and donors to monitor restoration projects in real time according to the "everyone sees everything" principle. -I am grateful to all the members of the Multi-Donor Coordination Platform for their support and assistance in rebuilding Ukraine. I want to welcome our new members and observers. Expanding this platform is an essential symbol of our partners and neighbors' broad support for restoration. We are working on implementing critical restoration projects that will increase economic resilience and our infrastructure, expand our export potential, and improve the quality of life of Ukrainians, - emphasized Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine. The key results of the restoration include:<ul><li>more than 3,800 apartment buildings and 19,000 private houses;</li><li>more than 400 schools and 200 kindergartens;</li><li>400 medical and social protection institutions;</li><li>9200 critical infrastructure facilities;</li><li>about 450 heat supply facilities and more than 200 water supply and sewage facilities.</li></ul>In addition, over 2,000 km of roads have been repaired, 115 road bridges, about 26 km of railroad infrastructure, and 46 railway bridges have been restored. An unprecedented 145-kilometer-long water pipeline is nearing completion to provide drinking water to the areas affected by the Kakhovka hydroelectric power plant dam explosion. The meeting identified priority areas for Ukraine's restoration and modernization in 2024. These include:<ul><li>construction and restoration of damaged and destroyed housing, family orphanages, social assistance homes, etc;</li><li>restoration and expansion of Ukraine's export potential through the development of roads, railways, river, and sea routes; decentralization of the energy system, and its protection, increasing its resilience and productivity;</li><li>providing financial incentives and access to finance for the business sector, our farmers, and entrepreneurs; increasing the demining capacity;</li><li>restoring and modernizing medical facilities, with a focus on rehabilitation and mental health support;</li><li>ensuring conditions for safe and quality education, adequate school meals, construction, and repair of shelters, etc;</li><li>providing equipment, resources, and communications for civil protection and emergency response services.</li></ul>Each of these areas also requires the implementation of appropriate reforms in each of these sectors and the attraction of funding. Deputy Prime Minister Oleksandr Kubrakov also called for close cooperation in the use of the russian federation's frozen assets to restore Ukraine. This issue is important both from the view of fairness and considering the total cost of the needs for the restoration and modernization of Ukraine.

Multi-Donor Coordination Platform: Restoration Priorities for 2024 

The DREAM ecosystem is integrating the data from 9 state IT registers and systems to create a single digital path for every restoration and modernization project. Now the data from the state e-procurement system is already available to be added in the Cabinet &nbsp;of project implementer and is seen &nbsp;on the project profiles on the DREAM public portal <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/">https://dream.gov.ua/</a>.The integration is provided through the Purchase plan number: implementer adds the number to the project card in the cabinet and the data from Prozorro automatically integrates into the cart and on the portal, in Contracting processes Section on project card. &nbsp;The Contracting processes Section contains the description of the Category, &nbsp;CPV-Class, Estimated and Contracted value, Status. On the separate tabs one can dive into the details of Procurement procedure including &nbsp;Procedure plan number (with the active link to Prozorro portal), type, Contract number with the date of conclusion, supplier, etc. The contract implementation tab contains the Categories of works and general dynamics of contract execution.&nbsp;<meta charset="utf-8">The financial closure tab shows the delivery and payment dynamics with the Events Calendar.&nbsp;Also, from now on, the justification for procurement of projects funded by the European Investment Bank in the Prozorro system must include a link to the DREAM project.Prozorro data integration helps the project implementers to fill the project cards. At the initiative of the Ministry for Communities, Territories and Infrastructure Development of Ukraine, the government adopted a resolution amending the Procedure for the Use of the Fund for the Liquidation of the Consequences of Armed Aggression. From now on, communities can submit regional recovery projects directly to the relevant ministries through the DREAM system. The procedure for allocating funds from the Fund to overcome the consequences of emergencies and finance other important projects has also been simplified. "The priority is to rebuild housing, and social facilities and protect critical infrastructure. Financing of transitional projects at the expense of the Fund for the Liquidation, the list of which was approved by the government in 2023, will continue in the new budget year, provided that the earmarked funds are used in a timely manner," said Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine - Minister for Communities, Territories and Infrastructure Development of Ukraine.All projects of the Fund for the Liquidation are included in the DREAM system, allowing for public control over project implementation. &nbsp;In 2023, the total amount of funds allocated by the fund amounted to UAH 61.8 billion. UAH 25.1 billion was allocated to 418 local and regional recovery projects and activities. Among them, the vast majority of projects are aimed at restoring social infrastructure and arranging shelters. Full transparency and access to data on recovery projects allow us to assess the progress of their implementation. And most importantly, communities can submit projects to DREAM themselves, taking into account their own needs and development strategies.Thanks to the Fund for the Liquidation, the eVidnovlennia program was also successfully launched, under which Ukrainians whose homes were damaged by the war received almost UAH 3 billion in compensation. After the Russians blew up the Kakhovka hydroelectric power plant dam, the construction of a main water supply system was launched, for which UAH 8.5 billion was allocated from the Fund for the &nbsp;Liquidation under a separate procedure. So far, 1590 restoration and development projects have been added to the ecosystem with confirmed funding of UAH 78.52 billion. These include all projects funded by the Fund for Liquidation of the Consequences of Armed Aggression, the European Investment Bank, the World Bank, and the governments of Lithuania, Estonia, and the United Kingdom. Namely, a high administrative burden on local authorities, a lack of human capital, experience and expertise in reconstruction and work with investment projects, excessive reporting, duplication of project information, etc. &nbsp;- Training and community support are among the key tasks in implementing DREAM. In this regard, we have ample opportunities to interact with international partners and representatives of technical assistance projects. I mean training and strengthening communities' capacity and supporting specific restoration projects, - Viktor Nestulia emphasized. He identified the following areas for joint work:<ul><li>registering opportunities to support restoration for communities;</li><li>using DREAM to find projects and ideas for funding;</li><li>entering into the system all restoration projects that have been implemented or are being implemented as part of technical assistance projects, including for their monitoring;</li><li>inclusion in the terms of support for the use of DREAM;</li><li>communication support for recovery projects and communities in DREAM;</li><li>coordination of community training on ecosystem use. &nbsp;</li></ul>Technical assistance projects and international organizations can already add restoration projects that are being implemented or will be implemented with their support to DREAM. This allows for transparency and accountability in restoration and draws attention to the activities of Ukraine's partners. All international partners can already use DREAM's capabilities to search for and select projects to support - through a shared "project bank" added to the system and by announcing individual programs. The presence of a project in the ecosystem should be a prerequisite for receiving financial support, both state and international.

Implementation of DREAM. Third meeting of the Community Support Team

The DREAM ecosystem is a single window for local governments to work with restoration and modernization projects. As of December 2023, over 1,500 projects have been added to the system, with confirmed funding of almost UAH 50 billion. Most of these projects were initiated and formalized by community representatives from different regions of Ukraine. DREAM allows communities to directly draw attention to the needs of residents, raise funds for recovery projects, and effectively manage their implementation. Since September 2023, more than 150 communities have joined the ecosystem's beta testing and received training and support in project implementation. Currently, more than 500 communities are successfully working in DREAM. The ecosystem provides project initiators with all the necessary information at all stages of its life cycle, from recording losses, calculating needs, and developing details to commissioning the facility. Three Ukrainian communities with experience in launching projects in DREAM and receiving funding for restoration projects shared their challenges and impressions of working with the system. The social infrastructure, including education and healthcare, is only 90% restored. One of the main priorities of our community is to rebuild the housing stock. It is crucial for us that the residents who lost their homes due to russia's armed aggression can return home. I want to note that we have been working with the DREAM ecosystem since its beta release. Our community actively participated in the focus group and further developed it. It was also a vivid example of how to implement restoration projects on this platform for other participants. DREAM is an ecosystem for attracting donors, but at the same time, it is a full-fledged base for reporting and openness of the community. We are currently structuring and hierarchizing the system. We are teaching project initiators how to use the program to enter and update information promptly. It is essential for us never to give up, to overcome difficulties as quickly as possible, and to move forward despite everything. After all, only those who work get results. In 2023, our main focus was to enter information about the facilities that had suffered the most damage in the community to raise funds from the Liquidation Fund. Due to the limited local budget, we seek alternative funding sources for reconstruction projects. Housing stock, road and bridge facilities, and social and educational institutions were most damaged. Therefore, the reconstruction is currently focused on these facilities. Jobs and housing are the main priorities for the restoration of life and development of the Balakleya community. Residents must return. Before the large-scale invasion, more than 42,000 people lived in the community, and during the occupation, most of the residents were forced to leave their homes. After the de-occupation of the community in September 2022, people gradually began to return to their places of permanent residence. Today, we have 29 thousand residents, and for this trend to continue, we need to ensure the operation of businesses, schools, and kindergartens and the functioning of shelters so that people can return, live, and work fully. We are actively looking for financial partners for restoration projects. Today, we cooperate with international projects, in particular, with the German GIZ, the European Investment Bank (EIB), and the American USAID, with which we have signed a memorandum of cooperation under the Decentralization Offering Better Results and Efficiency (DOBRE) Program. The Kharkiv Regional Military Administration, with which we are implementing projects to restore educational institutions, and the Agency for Restoration, which is working to restore facilities damaged by the effects of russia's armed aggression in the community through the regional restoration service, also help. This year, the Balakliyska community participated in a pilot project to work in the DREAM ecosystem to register post-war reconstruction projects in the community. It began filling this system with reconstruction projects. In particular, projects for overhauling educational institutions have already been entered to attract investment in the community. This work will continue next year. Life goes on, the community is gradually restoring, and we are actively working on it.
