The organizers of the prestigious World Commerce &amp; Contracting 2025 Innovation &amp; Excellence Awards have recognized the implementation of the state DREAM ecosystem as a digital tool that determines the efficiency, transparency, and accountability of the restoration and development processes in Ukraine.&nbsp; It proves that the ecosystem is being developed and implemented in line with the highest international standards — thanks to the joint efforts of the Ministry for Communities, Territories and Infrastructure Development of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Economy of Ukraine, the Open Contracting Partnership, the "Digitalisation for Growth, Integrity and Transparency" project (UK DIGIT), Ukrainian communities, regional administrations, non-governmental organizations, and our international partners.&nbsp; Currently, 1280 communities are working with DREAM, and over 11,500 active projects with a total budget of UAH 1.3 trillion have been added to the ecosystem.&nbsp; DREAM's integration with government services, systems, and registries, strict compliance with regulatory requirements, and unified, clear rules for implementing projects on the build-back-better principle allows not only to ensure the effective allocation of funds for restoration using DREAM but also to change approaches to public investment in Ukraine.&nbsp; Today, anyone can use the public portal dream.gov.ua or the analytics module bi.dream.gov.ua&nbsp; to observe projects by state, region, or individual community;&nbsp; learn the state's Single Project Pipeline and Ukraine's recovery priorities;&nbsp; access project documentation and contractual processes; evaluate their effectiveness; check how many people will benefit from project implementation, etc.&nbsp; The next step is to implement the public investment management reform using the Unified Information System, of which DREAM is an integral part.&nbsp;This means that every stage, from planning, appraisal, and preparation of PIPs and programs to formation of sectoral and SPPs at different levels to decisions on financing and project implementation, will be carried out using DREAM.&nbsp; This path of innovation will affect the capacity and sustainability of the state's development in line with its strategic priorities and goals.&nbsp; We are grateful for your trust and support along the way.

DREAM Ecosystem and Ukraine receive Award for Excellence in Technological Innovation for Contract Management

The state is creating mechanisms for the even distribution of resources and their allocation in accordance with the identified needs and priorities of communities and regions.&nbsp; "Today, 19% of Ukraine's territory is occupied. Hundreds of thousands of facilities have been damaged or destroyed because of the war, and millions of people have been forced to leave their homes. The most challenging situation is in the communities located near the front line. That is why the Government has decided to provide systemic financial support to frontline communities.&nbsp; The funds will be used to buy shelters and special equipment and restore critical infrastructure - everything that will help save lives.&nbsp; Large-scale recovery requires long-term planning and practical cooperation tools. The state is creating new mechanisms to strengthen community cohesion, interaction between countries, and trust at all levels," said Oleksiy Kuleba.&nbsp; Viktor Nestulia, Head of the DREAM Project Office, took part in the panel discussion "Reforms for a Better Future," during which the Forum participants were presented with the public investment management reform driven by the Ministry of Finance, the Ministry of Economy, and the Ministry of Development. In particular, they discussed a new approach to distributing public funds at the national, regional, and local levels and ensuring transparency and accountability regarding their use. According to Mathieu Mori, Secretary General of the Congress of Local and Regional Authorities of the Council of Europe. Stefan Schlöning, Head of Cooperation at the Delegation of the European Union to Ukraine, noted significant progress in implementing the reform, especially about transparent and accountable budgeting. He also noted that the reform was developed in line with European principles and approaches to public investment.&nbsp; Victor Nestulia summarized the discussion by noting that the DREAM Project Office, together with the ministries responsible for implementing the reform, is currently developing tools that will allow communities to better prepare for future changes.&nbsp; Throughout the event, the Forum participants had the opportunity to talk to representatives of the DREAM project office and ask questions directly about the changes that are expected to be made to the system in the context of implementing the public investment management reform. Сотні тисяч об'єктів пошкоджено або знищено через війну, мільйони людей були вимушені залишити свої домівки. Найскладніша ситуація у громадах, які розташовані у безпосередній близькості до лінії фронту. Кошти будуть спрямовані на укриття, спецтехніку, звʼязок, відновлення критичної інфраструктури - все те, що допоможе зберегти життя. Для масштабного відновлення потрібне довгострокове планування та ефективні інструменти співпраці. Держава створює нові механізми для посилення згуртованості громад, взаємодії між країнами та довіри на всіх рівнях”, - сказав Олексій Кулеба.&nbsp; Керівник проєктного офісу DREAM Віктор Нестуля взяв участь у панельній дискусії “Реформи заради кращого майбутнього”, під час якої учасникам Форуму було представлено реформу управління публічними інвестиціями, драйверами якої є Міністерство фінансів, Міністерство економіки та Міністерство розвитку. Зокрема йшлося про новий підхід до розподілу публічних коштів на державному, регіональному та місцевому рівнях, а також забезпечення прозорості та підзвітності їх використання. За словами генерального секретаря Конгресу місцевих та регіональних влад Ради Європи Матьє Морі, важливо, щоб повоєнне відновлення відбувалося з урахуванням потреб громадян. Керівник відділу співробітництва Представництва Європейського Союзу в Україні Штефан Шльонінг відзначив значний прогрес в реалізації реформи, особливо що стосується прозорого і підзвітного бюджетування. А також зауважив, що реформа розроблена з урахуванням європейських принципів і підходів до публічного інвестування. Підсумовуючи обговорення, Віктор Нестуля зазначив що наразі Проєктний офіс DREAM у тісній співпраці з міністерствами, відповідальними за впровадження реформи напрацьовують інструменти, які дозволять громадам краще підготуватися до майбутніх змін. Протягом усього заходу учасники Форуму мали можливість поспілкуватися з представниками проєктного офісу DREAM та безпосередньо поставити питання щодо змін, які очікують на користувачів системи в контексті впровадження реформи управління публічними інвестиціями. International Cohesion Forum: How reforms help to overcome the challenges of war

The expert working group under the Ministry for Communities, Territories and Infrastructure Development of Ukraine has completed the selection of projects for the third phase of the European Investment Bank's Ukraine Recovery Program III. Projects were submitted and selected through the DREAM ecosystem. This made it possible to automatically select, prioritize, and allocate funds based on specific criteria and conditions. It also ensured transparency and clarity for all participants in the process. As a result, 131 projects were selected with a total funding of UAH 4.5 billion. The projects were categorized by sector as follows:<ul><li>Energy facilities – UAH 1.1 billion for 37 projects</li><li>Modernization of water supply and sewage facilities – UAH 2.0 billion for 68 projects</li><li>Reconstruction of healthcare facilities – UAH 1.1 billion for 21 projects</li><li>Construction of social housing – UAH 0.3 billion for 5 projects</li></ul> The total implementation period for the approved projects is 18 months. The approved projects must be implemented within a specific timeframe so that people feel tangible results as soon as possible. These projects align with national policies and regional strategies. This proves that communities are eager for development and ready for systematic work on upgrading their infrastructure.” Oleksii Riabykin, Deputy Minister for Communities and Territories Development, noted that nearly 4 million Ukrainians across 110 communities will benefit from the program’s implementation. This includes an additional 81 megawatts of electricity and at least 189 apartments for internally displaced persons. “We introduced a completely new approach to project selection. Each applying community had the chance to engage with the expert group and justify the motivation and significance of their projects. He noted that DREAM is already an integral part of public investment management in Ukraine, supporting the full project lifecycle—from application to implementation. “Together with the Ministry and the EIB, we used DREAM to collect applications, evaluate them, and allocate funds under the loan from international financial institutions. It was a crucial and successful phase. Today, anyone can access the DREAM public portal to view applications submitted under the Ukraine Recovery Program III. Users can easily explore project components, beneficiary data, estimates, documents, procurement status, and more. This greatly enhances transparency, accountability, trust, and overall program efficiency.” As a reminder, funding under the Ukraine Recovery Program III, signed between Ukraine and the European Investment Bank, will be transferred as a subvention from the state budget to local budgets. In January 2025, the call for applications was announced. Communities submitted projects aimed at modernizing distributed generation facilities, municipal housing, water supply and sanitation, and healthcare. Selection and funding allocation were conducted through the DREAM ecosystem.

EUR 100 Million for 110 Communities: Results of Project Selection Under the Ukraine Recovery Program III Announced 

The Cabinet of Ministers of Ukraine has approved funding for 60 projects to equip shelters in general secondary education institutions, including:<ul><li>27 institutions in high-risk areas, totaling over UAH 1.63 billion;</li><li>33 institutions in extremely high-risk areas, totaling nearly UAH 2.19 billion.</li></ul>The risk levels are determined based on each community's security situation and proximity to active hostilities. The total amount of the subsidy exceeds UAH 3.8 billion.Projects will be implemented in educational institutions located in the Vinnytsia, Dnipropetrovsk, Donetsk, Zaporizhzhia, Kyiv, Kirovohrad, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Kharkiv, and Chernihiv regions.New and modernized shelters will enhance the safety of students and teachers during the learning process and increase schools' readiness for potential threats. MoES subvention for school shelters: Funding Approved for 60 Projects 

New features have been introduced to make working with the interactive map even more efficient.&nbsp; Specifically: Sectoral Classification by the "Shelters" Parameter&nbsp; A "Shelters" button now appears in the Sectoral Classifications section of the interactive map. DREAM Map Updates: “Shelters” filter, expanded Search Parameters, and updated RDNA4 Data

The Cabinet of Ministers of Ukraine has agreed to provide additional funding for 75 projects currently underway, reaching at least 40% completion. The final deadline for completion of these projects is the end of 2025. The regions to receive support are Volyn, Dnipropetrovsk, Zhytomyr, Zakarpattia, Zaporizhia, Ivano-Frankivsk, Kyiv, Kirovohrad, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Khmelnytskyi, Cherkasy, Chernivtsi, and Chernihiv. The total amount of the subvention in 2025 is UAH 960 million. The Government of Ukraine approved additional funding for 75 school canteen projects

In Kolomyia Ivano-Frankivsk region, canteen modernizations were carried out at two educational institutions: Kolomyiskyi Lyceum No. 5, named after Taras Shevchenko, and Branch No. 6, named after the Hero of Ukraine Taras Seniuk.&nbsp; Comprehensive premises renovations were completed, and modern energy-efficient equipment was installed. Both lyceums underwent partial remodeling, replacing worn-out elements with modern, energy-saving alternatives and upgrading their engineering systems.&nbsp; This included installing new ventilation and air conditioning systems, as well as water supply and sewerage systems. The newly acquired equipment includes refrigerators, freezers, combi-steam ovens, vegetable slicers, dishwashers, dough mixers, and more.&nbsp; Special attention was paid to improving sanitary conditions by installing modern air purification systems, disinfection equipment, and temperature controls.&nbsp; The total cost of the project at Lyceum No. 5 was UAH 8.6 million, of which UAH 6.8 million was financed by the state and UAH 1.7 million was provided by the local budget.&nbsp; At Branch No. 6 of Lyceum No. 9, UAH 10.5 million was spent, with UAH 8.4 million coming from the state budget and UAH 2.1 million contributed by the local community.&nbsp; “Project selection is carried out through the DREAM system, which involves a range of criteria including a hub school status, number of students, etc. Our project scored highly and was submitted for committee review. Part of the funds was approved from the state budget, while the local authorities provided the remainder”, - said Bohdan Stanislavskyi, Mayor of Kolomyia.&nbsp; The reconstruction of these facilities was part of the school nutrition reform initiated by Ukraine’s First Lady, Olena Zelenska.&nbsp; Overall, in 2024, 159 projects were approved with a total value of UAH 1.5 billion based on applications submitted via the DREAM ecosystem. Successful projects in DREAM: New сanteens opened in two Kolomyia Lyceums

According to the report undertaken jointly by the World Bank Group, the Government of Ukraine, the European Commission, and the United Nations, with support from other partners, Ukraine's recovery needs have reached $524 billion. These data were presented during an event attended by the Prime Minister of Ukraine, members of the Government, representatives of diplomatic missions, and international partners. The RDNA4 estimates that direct damage and losses to Ukraine's infrastructure are currently around $176 billion, an increase of $24 billion since the previous report (RDNA3). The most affected sectors are housing - 33% of the total damage, transportation - 21%, energy and mining - 12%, and trade and industry - 10%. In the energy sector, the number of damaged or destroyed assets increased by 93%, including electricity generation, transmission, and distribution infrastructure. 72% of all damages fell to the Donetsk, Kharkiv, Luhansk, Zaporizhzhia, Kherson, and Kyiv regions. According to Ukraine's Prime Minister Denys Shmyhal, considering the enormous losses, reconstruction should become a global project. Reconstruction is based on the key principle of Build Back Better, which means implementing the modern standards of safety, energy efficiency, accessibility, inclusiveness, and environmental friendliness.&nbsp; - The restoration must start now. It affects the quality of life of millions of people, the prospects for the return of Ukrainians from abroad, and the creation of growth points that will move our economy forward. The report already identifies 348 priority projects totaling $17 billion, and 127 projects worth $7 billion have partial or full funding. I am grateful to the World Bank for a thorough and high-quality assessment of Ukraine's damage and needs. RDNA4: The updated report on Ukraine's recovery needs

City Hospital No. 9 in Kamianske is a key medical facility in the Dnipropetrovsk region. It houses the only maternity ward in the city and oncology, cardiology, and traumatology departments, which provide daily lifesaving and urgent medical care. Since the beginning of the full-scale invasion, over 35,000 internally displaced persons have relocated to the city. As Kamianske is close to active combat zones, the hospital continues to receive patients injured by shelling. It has significantly increased the workload on medical staff.The hospital’s building reconstruction project started in the summer of 2024. It included building insulation using modern “wet facade” technology. Window units must replaced with energy-saving ones with armored film, the oxygen supply system and utilities must be modernized, and new hospital elevators must be installed. A heating block will be replaced to increase the building’s energy efficiency. The project is being implemented using barrier-free and inclusive principles, including ramps and setting up inclusive WC. - I want to highlight the positive work with the DREAM ecosystem. This year, we tried a new application format that was much more effective, simpler, and transparent. The DREAM platform allows us to quickly and efficiently upload all necessary documents, and international partners can see that funds are being used transparently, - Vitalii Mandziuk, Head of the Health Department of the Kamianske City Council said. The hospital continues to provide a full range of medical services even during reconstruction. The total project budget is UAH 215.8 million, and the work completion is scheduled for 2025. Projects in DREAM: Hospital Reconstruction in Kamianske

The City Perinatal Center in Kherson is the only medical facility providing specialized gynecological and neonatal care in the region. In 2007, the Ministry of Health of Ukraine granted the perinatal center the status of Baby-Friendly Hospital Initiative. The maternity hospital is located close to the combat zone, its departments were significantly damaged by russian shelling. Nevertheless, the hospital operates 24/7 and provides complete obstetric and gynecological care to women and newborns in Kherson and the region. The facility has five inpatient departments with a total capacity of more than 100 patients. There are also 40 hospital beds for surgical care in obstetrics and gynecology. Currently, the perinatal center serves about 27,000 people. As part of the project, a modern underground perinatal center was created to provide safe conditions for highly qualified emergency medical and rehabilitation care to women during pregnancy, childbirth, and newborns. It also provides outpatient and inpatient treatment of gynecological patients in active hostilities. The underground unit is equipped with modern medical equipment to provide quality care to mothers with babies and protect them from possible injuries caused by russian shelling. The shelter can accommodate 100 people, including 20 inpatients and medical staff. It has wards, an operating room, technical rooms, a dressing room, an observation room, and a delivery room. Also, the heating system was modernized in the underground center, a constant power supply to elevators was provided, and inclusive sanitary zones were set up. Construction lasted 8 months. The total budget of the project amounted to UAH 105.3 million in state budget subsidies, co-financed by the local budget. DREAM Analytics Module Update: "Financial Programs" Page & New Filters for Application Analysis

Kyiv hosted the National Forum' Strategic Planning at the Regional Level: From Restoration to Development', which brought together 250 participants. Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Development of Communities and Territories, MPs, representatives of the President's Office, central and local authorities, international partners, and the public visited the event. The forum aimed to comprehensively analyze regional strategic planning and present new approaches, a pool of priorities, and tasks that will form the basis of the updated State Strategy for Regional Development. The participants also discussed challenges and opportunities for each macro-region. In his welcome message, Deputy Prime Minister Oleksii Kuleba noted that restoration remains a priority in the face of russia's brutal war against Ukraine. In this context, strategic planning at the local level is essential, as it is the basis of the State Strategy for Regional Development. The Government pays particular attention to implementing transparent and accountable recovery mechanisms. According to Oleksii Ryabykin, the Deputy Minister for Development and Territories of Ukraine, the Ministry is already introducing new approaches to project selection. 'As part of the third phase of the Ukraine Recovery Programme, projects are being prioritized according to the community development strategies. It is crucial because we cannot afford to spend money without communicating with the residents of the regions. The country's resources are limited because a full-scale war is ongoing. We have to spend money consciously to achieve greater results, quality, and number of service users,' said Oleksiy Ryabykin. Viktor Nestulia, Head of the DREAM Project Office, emphasized the importance of introducing digital tools that affect communities' capacity. He also outlined changes in the ecosystem's functionality as a key tool for forming the state's Single Project Pipeline following the public investment management reform. Viktor Nestulia noted that in 2024, the Government of Ukraine formed a Single Project Pipeline, which included 787 investment projects and programs at the national and regional levels, with a total value of UAH 2.59 trillion. - To improve the quality of planning, the efficiency of project implementation, and the financial resources allocated to help Ukraine's development, the Government has launched a public investment management reform. Shortly, the Government will develop new approaches to project development, evaluation, and prioritization, as well as sectoral pipelines, Single Project Pipeline, and new approaches to the implementation of project monitoring. Strategic planning at the regional level forms a basis for public investment management reform. 

<a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua">The Kherson City Clinical Hospital</a>, named after O.S. Luchansky, is one of the largest in the region and is still the main hospital for providing emergency care for residents of the Kherson community. The hospital has 4 inpatient departments with a total capacity of over 300 patients, including surgical care. 80% of the hospital's bed capacity is used for emergency care. The hospital is under constant shelling by the russians. Still, it continues to provide 24/7 care to Kherson region residents, including internally displaced persons. Over 96,000 people can get medical aid in this hospital. In April 2024, the Kherson City Hospital received funding to reconstruct a shelter for 102 people. As part of the project, an underground hospital was built to provide people with 24/7 highly qualified medical and surgical care. Modern standards and requirements for barrier-free access and energy efficiency measures were implemented in the project. The underground hospital's surgery rooms are equipped with modern medical equipment for various surgical interventions and post-surgery care. These include patient monitors, ventilators, infusion machines, and equipment for washing and sterilizing surgical instruments. All beds are equipped with electronic patient positioning systems. The ventilation and air conditioning systems, fire safety, structural and cabling network, and staff call system were also upgraded. The premises are lit with energy-saving LED lamps. The hospital has developed routes to move patients with limited mobility to shelters as quickly as possible and provide them with emergency care. All routes are easy to navigate, and corridors and rooms are equipped with handrails, allowing patients to get to the shelter independently. The shelter has a convenient food block and barrier-free sanitary areas. The underground hospital is a dual-purpose building that will be actively used in peacetime.&nbsp; The project's total budget was UAH 59.1 million. It was financed by a state budget subvention and co-financed by the local budget. Successful projects in DREAM: reconstruction of an underground hospital in Kherson

The procedure for granting subvention for purchasing equipment, construction, and modernization of canteens in schools has been approved. The Ministry of Education and Science (MoES) will select projects and allocate funds using the DREAM ecosystem. The amount of this year's subvention is UAH 960 million. Funding applications will be accepted from January 20 to 29. The following organizations will be able to receive funds:<ul><li>naval and military sports lyceums, lyceums with enhanced military and physical training;</li><li>institutions with 200+ students;</li><li>institutions with up to 200 students if they are the only ones in the community that operate full-time/mixed mode and where students from at least two other institutions are brought.</li></ul>All of these educational institutions must be in communal ownership. The MoES commission will select projects for funding exclusively through the DREAM digital platform. To qualify for funding, an institution must meet the following conditions<ul><li>full-time or mixed learning;</li><li>the total number of students to ensure the organization of catering according to technological models is: - "basic kitchen" - at least 600 students for schools in Kyiv and regional centers; - 300 - for city schools, as well as those managed by regional councils; - 200 - for schools in villages and towns; - "hub kitchen" - at least 1500 students for schools in Kyiv and regional centers, - 1000 for city schools and those managed by regional councils, - and 700 for schools in villages and towns.</li><li>readiness of design and estimate documentation;</li><li>availability of shelters;</li><li>&nbsp;comprehensive modernization of canteens, including the purchase of equipment, reconstruction, and/or overhaul of premises completion of the work by the end of 2025;</li><li>confirmation of co-financing from the local or regional budget is required. &nbsp;</li></ul>How will the funds be allocated to the canteens?&nbsp; &nbsp;<ol><li>Communities will submit a project through the DREAM system.</li><li>After submission, each project will be automatically prioritized according to key criteria: readiness, safety, co-financing, sustainability, financial efficiency, and community capacity building.</li><li>The MES Commission will analyze all projects, starting with the highest priority ones, considering the level of risk.</li><li>The list will be submitted to the government for approval.</li><li>The funds will be transferred to local budgets after the government approves the list of institutions receiving funding.</li></ol>If you have questions about working with the DREAM platform, don't hesitate to contact info@dream-office.org.

School canteens: subvention of the Ministry of Education and Science will be distributed using DREAM

In 2025, the state's Single Project Pipeline of Public Investments will be formed using the Unified Information System for Public Investment Project Management, which is based on the DREAM ecosystem. It is sealed in the draft law on amendments to the Budget Code No. 12245 of 25.11.2024, adopted by the Verkhovna Rada of Ukraine on January 16. The Law, in particular, defines the concepts and procedures for planning, preparing, and implementing public investment projects and programs at the state, regional, and local levels. According to the Law, the Unified Information System for Public Investment Project Management becomes a bank of PIPs formed as a prioritized list of public investment projects and programs based on the results of their preparation, evaluation, prioritization, and selection according to the procedure established by the Cabinet of Ministers of Ukraine. The Government will determine the procedure for the functioning and components of the Unified Information System. - The decision of the Parliament to use DREAM as a single pipeline for public investment projects is critical for reforming public investment management. We aim to create clear conditions for all parties involved in restoring Ukraine based on transparency and accountability regarding using funds. It is important for our international partners and the public, - said Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Development of Communities and Territories of Ukraine. According to the Public Investment Management Roadmap, the Ministry of Communities and Territories Development, the Ministry of Finance, and the Ministry of Economy, together with the DREAM Project Office, are developing the concept of an electronic system that a separate resolution will regulate. Work is underway to develop a methodology for planning, prioritizing, and selecting public investment projects per the state's strategic priorities and needs and to fulfill obligations to international partners. In addition, the ecosystem's functionality is being updated to ensure a convenient, efficient, and accountable public investment management process for all stakeholders. The DREAM Project Office and DREAM Academy team, in close cooperation with the Open Contracting Partnership and the Digital Transformation Activity Project, will provide information and technical support to all system clients and users. In particular, developing training courses, programs, and information references on the stages of public investment management reform, work with the updated system functionality, etc., is already underway. It should be noted that over 130 SIPs for financing from the state budget in 2025 have already been selected through DREAM. DREAM gets the basis for the legislative regulation as the Ukrainian Parliament voted

The procedure for granting a subvention to construct and repair shelters in institutions providing general secondary education has been approved. The Ministry of Education and Science (MoES) will select projects and allocate funds using the DREAM ecosystem. &nbsp;This year's subvention is UAH 6.2 billion, of which UAH 460.5 million will be used to complete projects launched in 2024. Other communities can apply for the remaining funds. Funding applications will be accepted from January 20 to 26. The following communities will be able to receive funds:<ul><li>Naval and military sports lyceums, lyceums with enhanced military and physical training;</li><li>institutions with 200+ students;</li><li>institutions with up to 200 students if they are the only ones in the community that operate full-time/mixed mode and where students from at least two other institutions are brought.</li></ul>MoES commission will select the projects receiving funding through the DREAM digital platform. It will also consider the community's affiliation with the risk zone, in accordance with the Methodology for Risk Assessment in the Education System. Funding amounts are set for risk levels in proportion to the number of students:<ul><li>very high - 50% of the subvention</li><li>high - 40%;</li><li>moderate and satisfactory - 10%.</li></ul>To qualify for funding, an institution must meet the following conditions:<ul><li>distance or mixed type of learning;</li><li>buildings do not have damage caused by the war, or their repair does not require construction work;</li><li>no shelter (or only the simplest one) or it needs major repairs/reconstruction; availability of design and estimate documentation;</li><li>completion of the works by the end of 2025;</li><li>confirmation of co-financing from the local or regional budget is required.</li></ul>- In 2025, the state allocates a record UAH6.2 billion for school shelters, as full-time education remains a priority. At the same time, during the war, it was necessary to provide safety in schools, which involved modern infrastructure and a multi-level system of measures to protect children. That is why this year we have also provided a subvention for fire safety and metal detectors, which will be prioritized for schools that have joined the pilot project to strengthen security, - said Deputy Minister of Education and Science of Ukraine Nadiya Kuzmychova. How the funds for shelters will be distributed 1. Communities will submit a project through the DREAM system. 2. After submission, each project will be automatically prioritized according to key criteria: readiness, safety, co-financing, sustainability, financial efficiency, and community capacity building.&nbsp; 3. Scores for individual educational institutions will be calculated using increased coefficients:<ul><li>10 - for military lyceums and institutions participating in a pilot project to strengthen security during martial law;</li><li>1.5 - for educational institutions that are the only ones in the community that operate full-time and where students from two or more schools are transported.</li><li>each regional military administration will be able to distribute its 50 points among communities within each risk level. The regions will have 5 working days to do this.&nbsp;</li></ul>4. The MoES Commission will analyze all projects, starting with the highest priority and considering the risk levels.&nbsp; 5.
