- There are 64 schools in Mykolaiv, and each has been affected by shelling in one way or another. Six schools were utterly destroyed, says Deputy Mayor of Mykolaiv Serhiy Kornev. However, educational institutions worked, and children, even those who had to flee abroad, could study. Today, 37,000 students are enrolled in Mykolaiv schools, 15,000 of them study remotely, and 22,000 can attend classes offline. Mykolaiv Lyceum No. 60 in the Varvarivka district is one of the largest in the city. Before the full-scale invasion, over 650 children studied here. In April 2022, a cluster bomb hit one of the buildings of the institution. The building was damaged, and windows and doors were smashed. The European Regional School Meals Summit took place in Kyiv, bringing together Ukrainian and European officials, experts, and civic activists to strengthen school feeding programs in Europe and beyond. The Summit's expo zone showcased projects from communities and regional administrations to modernize canteens. Now, we are scaling up this cascade method across the country, involving representatives of communities and regional administrations. We are also establishing regulations: we have already approved the Code and Guidelines for School Catering, which provides for using three key models: a basic kitchen, a hub kitchen, and a factory kitchen. School canteen projects in DREAM: results of the European Regional School Meals Summit

The state ecosystem is becoming a Single Project Pipeline of public investment projects that meet the strategic priorities of national and regional development.&nbsp; For the first time this year, more than 130 projects have already been selected for funding using the DREAM ecosystem to ensure fast, transparent procedures and efficient project management. - The Ministry of Finance, the Ministry of Economy, and the Ministry for Development have selected 136 investment projects through the DREAM system that may be eligible for funding in 2025. However, not all will receive funds from the envisaged UAH of 25 billion. The ministries are forming a short list of priority projects, - said Deputy Minister of Finance of Ukraine Denys Uliutin. Information on investment projects approved by the Strategic Investment Council for inclusion in the Single Project Pipeline is available for monitoring through DREAM. Currently, the system provides an opportunity to check projects, basic information, technical and financial indicators, implementation status, etc. According to the roadmap for public investment management reform, the following information will eventually be available in DREAM:<ul><li>approved list of priority investment projects, prepared by the Strategic Investment Council, taking into account the methodological recommendations of the Ministry of Economy on projects prioritization, evaluation and selection;</li><li>the results of the evaluation of investment projects conducted by the Ministry of Economy and relevant line ministries;</li><li>monthly and quarterly monitoring reports on the implementation of public investment projects;</li><li>project completion reports that will be available for analysis and consideration when developing similar projects.</li></ul>According to DREAM Business Intelligence https://bi.dream.gov.ua/#/investmentProjects, 787 investment projects submitted for consideration through the DREAM ecosystem have been approved by the Strategic Investment Council for inclusion in the Single Projects Pipeline. The total amount of the State Budget of Ukraine's resources for financing public investment projects in 2025 is UAH 256.1 billion. As a reminder, in December 2023, the Cabinet of Ministers of Ukraine approved the Roadmap for Public Investment Management Reform, which among other things includes creation of a single IT ecosystem based on an updated methodological framework for public investment management. This ecosystem will also integrate DREAM.

DREAM at the World Urban Forum: presentation of digital tools for Ukraine's restoration

Since the beginning of the full-scale invasion, almost 80% of Chernihiv's educational infrastructure has been damaged, and two schools have been destroyed. Mykolaiv Clinical Hospital is the largest in the region, with 510 inpatient beds. Its capacity can be increased with additional beds installed in corridors and halls.&nbsp; Since the beginning of the full-scale invasion, the number of emergency patients has increased significantly. The hospital operates around the clock, bringing patients from Mykolaiv and Kherson regions. It is impossible to stop and transport the patient somewhere else. But we have the simplest shelter in the hospital that is functioning. We have equipped both wards and operating rooms there and made repairs. There are two interregional laboratories of the first level in Ukraine. One is located in Kyiv and the other is in Lviv. The laboratory in Mykolaiv will be focused on the southern region of Ukraine. - Transplantation is the treatment that gives seriously ill patients a chance to live. We have agreements with other medical institutions. Projects in DREAM: Organ transplant support laboratory in Mykolaiv

School canteens: Ministry for Communities and Territories Development works to improve construction standards

From 24 September to 30 September 2024, the DREAM project office held a tender to purchase services to implement a CRM system. For effective operation of the Project Delivery team in supporting users of the DREAM system, including communities, international partners, and governing bodies the Project Office was looking to implement the best CRM solution for its needs. The CRM will streamline user interactions, manage inquiries, and enhance the overall experience with the DREAM system, ensuring efficient communication, coordinated support, and a structured approach to managing user needs and feedback. DREAM announces the results of a tender for the purchase of CRM implementation services

After the start of the full-scale invasion, most educational institutions in Zaporizhzhia Oblast were forced to switch to online or hybrid learning. Radiation shelters are being built in the region to return children to full-time education. Six projects in the region received state subvention funds, which were distributed this year using the DREAM ecosystem. The main difference is that the DREAM ecosystem is used to ensure fast and transparent digital procedures and that the MOES commission selects projects. In May, the Cabinet of Ministers of Ukraine allocated funds to repair and construct 57 school shelters. Communities have to report on the use of funds and the progress of work in DREAM every month. School shelters: progress on projects in Zaporizhzhia region

UNICEF to finance Chornomorsk pumping station reconstruction project selected through DREAM

Representatives of Kyiv region communities and municipalities, international organizations, businesses, and the region's IT community discussed the potential of digital restoration tools and the effectiveness of implementing IT solutions for restoration and development. For his part, Denys Ivanov, Head of Implementation, DREAM Project Office, spoke about the results of the distribution of state subvention for the arrangement of shelters and food blocks in educational institutions using the ecosystem. At the same time, 95 projects in the Kyiv region have already been fully funded, and another 286 have received partial funding from both state and local budgets and through the support of international partners. The UN Children's Fund (UNICEF) supports the region's education projects. DREAM announces a tender for the purchase of CRM implementation services

Since the beginning of the full-scale invasion, the Zhytomyr community has received more than 16 thousand internally displaced persons. Both small and large businesses were relocated here.&nbsp; Supporting entrepreneurs during the war is vital to preserving business, jobs, and economic recovery in Ukraine. That is why the Entrepreneurship Labs project was initiated in Zhytomyr, which aims to create a sustainable ecosystem for industrial support and development and help micro and small businesses scale up.&nbsp;&nbsp; The project envisages arranging a production workshop for single-series and small-scale processing of wood, metal, polymers, composites, etc., and a coworking space for 24 people, which will be used jointly by workshop residents and relocated businesses. Projects in DREAM: Entrepreneurship Laboratory in Zhytomyr

Children in Borodyanka, Ukraine, welcomed the end of summer and Ukraine's Independence Day in a newly built kindergarten. The project to equip the kindergarten, which will welcome around 120 children, was implemented by the Central Project Management Agency (CPVA) and financed by Lithuania and Taiwan, which contributed €500,000 to the project. According to the Ministry of Education and Science of Ukraine, around 3000 schools and kindergartens in Ukraine have been damaged or destroyed since the start of the war. The kindergarten “Pinocchio” is one of three kindergartens in Borodyanka that were destroyed by Russian attacks.&nbsp; According to the kindergarten’s director Iryna Nosova, the kindergarten was the one that was damaged by Russian attacks in the beginning of March, 2022. It was covered in smoke, and dust, the windows were broken, the trees were uprooted and everything inside, like toys, furniture and doors were shattered and mixed with glass – no one could attend the premises. “We had to operate in another kindergarten where we could only accommodate four groups. Parents were calling us, but we had to turn them down, especially those with very young children, because we had neither the space nor the equipment to accommodate them. Parents were eagerly waiting for our kindergarten to reopen, as some had attended it themselves as children. They even register newborns to eventually attend this kindergarten. When I posted a small announcement on social media that the kindergarten was reopening, many couldn’t believe that it was actually true. The news is spreading through the town by word of mouth,“ said I. Nosova. The opening ceremony of the kindergarten, which took place on Ukraine's Independence Day, was attended by the local community, the children and their parents, Ukrainian government officials and Lithuania’s vice-minister of Foreign Affairs Simonas Šatūnas. "The rebuilt kindergarten is further proof that Ukraine is moving firmly into the future. I am pleased that Ukraine has so many different partners helping it on this path. The kindergarten is now ready for the in-person educational process and the staff and pupils have returned to the kindergarten, where they will continue their education in the Borodyanka School “Lithuanian-Ukrainian Lyceum No. 1.”, which was also renovated using funds allocated by Lithuania. According to Artūras Žarnovskis, head of the “Co-Create Future of Ukraine” programme, life in Ukraine has not come to a stop even in the face of war. For this reason, while children seeking education in Ukraine face particularly dire situations, it is important to make every effort to ensure that they also have the opportunity to experience as normal a childhood as possible - to attend kindergartens and schools where they not only learn, but also socialise and foster relationships with their peers. Žarnovskis continued that the kindergarten is not only a building but also a symbol of hope, the country's investment in a bright future. “Education is the foundation of a strong, resilient state - the fact that a country that’s constantly under attack is rebuilding kindergartens demonstrates its determination and faith in victory because Ukraine's reconstruction after the victory will also depend on the new generation. Education is one of our top priorities in the context of Ukraine's recovery projects - we have previously rebuilt a kindergarten with a shelter in Irpin, we are now implementing a new programme of building five shelters next to schools near the frontline, and we are selecting the winner of the international architectural competition "Future School for Ukraine", whose adaptive technical design will be available to the Ukrainian authorities and other international partners involved in reconstruction processes in the country. We are happy that our efforts are turning into real results - the children of Borodyanka will be able to attend kindergarten again," explained Artūras Žarnovskis.
