In 2025, the state's Single Project Pipeline of Public Investments will be formed using the Unified Information System for Public Investment Project Management, which is based on the DREAM ecosystem. It is sealed in the draft law on amendments to the Budget Code No. 12245 of 25.11.2024, adopted by the Verkhovna Rada of Ukraine on January 16. The Draft Law, in particular, defines the concepts and procedures for planning, preparing, and implementing public investment projects and programs at the state, regional, and local levels. According to the Law, the Unified Information System for Public Investment Project Management becomes a bank of PIPs formed as a prioritized list of public investment projects and programs based on the results of their preparation, evaluation, prioritization, and selection according to the procedure established by the Cabinet of Ministers of Ukraine. The Government will determine the procedure for the functioning and components of the Unified Information System. - The decision of the Parliament to use DREAM as a single pipeline for public investment projects is critical for reforming public investment management. We aim to create clear conditions for all parties involved in restoring Ukraine based on transparency and accountability regarding using funds. It is important for our international partners and the public, - said Oleksis Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Development of Communities and Territories of Ukraine. According to the Public Investment Management Roadmap, the Ministry of Communities and Territories Development, the Ministry of Finance, and the Ministry of Economy, together with the DREAM Project Office, are developing the concept of an electronic system that a separate resolution will regulate. Work is underway to develop a methodology for planning, prioritizing, and selecting public investment projects per the state's strategic priorities and needs and to fulfill obligations to international partners. In addition, the ecosystem's functionality is being updated to ensure a convenient, efficient, and accountable public investment management process for all stakeholders. The DREAM Project Office and DREAM Academy team, in close cooperation with the Open Contracting Partnership and the Digital Transformation Activity Project, will provide information and technical support to all system clients and users. In particular, developing training courses, programs, and information references on the stages of public investment management reform, work with the updated system functionality, etc., is already underway. It should be noted that over 130 SIPs for financing from the state budget in 2025 have already been selected through DREAM. DREAM gets the basis for the legislative regulation as the Ukrainian Parliament voted

The procedure for granting a subvention to construct and repair shelters in institutions providing general secondary education has been approved. The Ministry of Education and Science (MoES) will select projects and allocate funds using the DREAM ecosystem. &nbsp;This year's subvention is UAH 6.2 billion, of which UAH 460.5 million will be used to complete projects launched in 2024. Other communities can apply for the remaining funds. Funding applications will be accepted from January 20 to 26. The following communities will be able to receive funds:<ul><li>Naval and military sports lyceums, lyceums with enhanced military and physical training;</li><li>institutions with 200+ students;</li><li>institutions with up to 200 students if they are the only ones in the community that operate full-time/mixed mode and where students from at least two other institutions are brought.</li></ul>MoES commission will select the projects receiving funding through the DREAM digital platform. It will also consider the community's affiliation with the risk zone, in accordance with the Methodology for Risk Assessment in the Education System. Funding amounts are set for risk levels in proportion to the number of students:<ul><li>very high - 50% of the subvention</li><li>high - 40%;</li><li>moderate and satisfactory - 10%.</li></ul>To qualify for funding, an institution must meet the following conditions:<ul><li>distance or mixed type of learning;</li><li>buildings do not have damage caused by the war, or their repair does not require construction work;</li><li>no shelter (or only the simplest one) or it needs major repairs/reconstruction; availability of design and estimate documentation;</li><li>completion of the works by the end of 2025;</li><li>confirmation of co-financing from the local or regional budget is required.</li></ul>- In 2025, the state allocates a record UAH6.2 billion for school shelters, as full-time education remains a priority. At the same time, during the war, it was necessary to provide safety in schools, which involved modern infrastructure and a multi-level system of measures to protect children. That is why this year we have also provided a subvention for fire safety and metal detectors, which will be prioritized for schools that have joined the pilot project to strengthen security, - said Deputy Minister of Education and Science of Ukraine Nadiya Kuzmychova. How the funds for shelters will be distributed 1. Communities will submit a project through the DREAM system. 2. After submission, each project will be automatically prioritized according to key criteria: readiness, safety, co-financing, sustainability, financial efficiency, and community capacity building.&nbsp; 3. Scores for individual educational institutions will be calculated using increased coefficients:<ul><li>10 - for military lyceums and institutions participating in a pilot project to strengthen security during martial law;</li><li>1.5 - for educational institutions that are the only ones in the community that operate full-time and where students from two or more schools are transported.</li><li>each regional military administration will be able to distribute its 50 points among communities within each risk level. The regions will have 5 working days to do this.&nbsp;</li></ul>4. The MoES Commission will analyze all projects, starting with the highest priority and considering the risk levels.&nbsp; 5. MoES subvention for school shelters: projects are selected for funding through DREAM

The Ministry for Development of Communities and Territories of Ukraine, together with the DREAM Project Office, is conducting a series of training for communities and regional military administrations on creating projects and submitting applications under the European Investment Bank's Ukraine Recovery Program III.&nbsp;&nbsp; The agreement provides for the attraction of EUR 100 million to finance recovery and development projects. These include distributed generation facilities, municipal housing, water supply and sewerage, and healthcare.&nbsp;&nbsp; At the Ministry for Development initiative, this year's funds allocated to communities as a subvention from the state budget will be distributed using digital tools, namely the state digital restoration ecosystem for accountable management - DREAM.&nbsp;&nbsp; Digital tools are an important component of project management and ensuring the trust of international recovery partners, particularly through open data. DREAM allows the assessment of communities' real needs for recovery and the tracking of project implementation at all stages.&nbsp;&nbsp; - Teaching communities how to prepare and submit projects through digital tools is the key to creating viable investment projects. Therefore, it is important that as many local government representatives as possible join the training series. The training program is designed to meet the requirements of international partners, current legislation on the distribution of state budget subvention, and the system's functionality. Training for communities on applying for funding under the Ukraine Recovery Program III

Under the Ukraine Recovery Programme III financial agreement between Ukraine and the European Investment Bank, the EIB will allocate EUR 100 million to finance community recovery and development projects. These include distributed generation facilities, municipal housing, water supply and sanitation, and healthcare. These funds will be allocated to communities as a subvention from the state and local budgets. The selection of projects and distribution of funds will be carried out exclusively using the state DREAM ecosystem. According to Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for the Development of Communities and Territories of Ukraine, society and international partners currently demand transparent and accountable reconstruction. &nbsp;-The DREAM ecosystem is an effective digital tool that allows you to track every stage of project implementation. Our task is to teach communities to manage their resources wisely and attract new opportunities for recovery and development. We are working to direct international assistance to the regions by clearly defined needs. For many years, the European Investment Bank has been a reliable partner of Ukraine. The possibility to receive administrative services quickly and comfortably is one of the requirements of wartime. Today, ASCs in Ukraine provide people with 200 to 400 administrative services. OCP announces a tender for services to organize communication events

The first underground school was officially opened in Zaporizhzhia. The main difference between this year's subvention distribution and last year's is the use of the DREAM ecosystem to ensure fast and transparent digital procedures and the selection of projects by the MOES commission.Restoring access to full-time and safe education is a government priority. Opening an underground school in frontline Zaporizhzhia is an important step towards ensuring quality offline education even in the most difficult conditions.

Since then, we have been buying new trolleybuses almost every year, except for 2022, and have begun replacing power cables to power traction substations. Their operating mode is designed for 20-30 years, and they have been operating for almost 50 years, - says Ruslan Yemets, head of the Chernihiv Trolleybus Department.&nbsp;The transportation infrastructure was also damaged during the hostilities on the outskirts of Chernihiv. We need to improve the infrastructure, as much of it was built in Soviet times,- &nbsp;says Oleksandr Ryzhyi, head of the Department of Transport, Transport Infrastructure and Communications at Chernihiv City Council. &nbsp;- The total network of trolleybus routes is 103 kilometers of contact network. This year, 6 kilometers were replaced, but we understand that more than resources and budget funds are needed to change everything and improve working conditions.Today, the city has 82 trolleybuses on its balance sheet, 46 of which are lower-floor energy-efficient trolleybuses that meet all modern requirements for passenger transportation. This year, the trolleybus department purchased 4 new trolleybuses with dynamic charging and more than 20 kilometers of autonomous range. DREAM team: new vacancies for the Project Office

- There are 64 schools in Mykolaiv, and each has been affected by shelling in one way or another. Six schools were utterly destroyed, says Deputy Mayor of Mykolaiv Serhiy Kornev. However, educational institutions worked, and children, even those who had to flee abroad, could study. Today, 37,000 students are enrolled in Mykolaiv schools, 15,000 of them study remotely, and 22,000 can attend classes offline. Mykolaiv Lyceum No. 60 in the Varvarivka district is one of the largest in the city. Before the full-scale invasion, over 650 children studied here. In April 2022, a cluster bomb hit one of the buildings of the institution. The building was damaged, and windows and doors were smashed. Still, the full-scale invasion created additional challenges, including large-scale internal displacement of children, local budget deficits, loss of suppliers, power outages, lack of qualified personnel, etc. This has prompted fundamental changes in approaches to catering and the culture of schoolchildren's nutrition in general.&nbsp; - A new approach to providing quality school meals began in the Kyiv region, where, in particular, the first factory kitchen was established. Now, we are scaling up this cascade method across the country, involving representatives of communities and regional administrations. We are also establishing regulations: we have already approved the Code and Guidelines for School Catering, which provides for using three key models: a basic kitchen, a hub kitchen, and a factory kitchen. School canteen projects in DREAM: results of the European Regional School Meals Summit

The state ecosystem is becoming a Single Project Pipeline of public investment projects that meet the strategic priorities of national and regional development.&nbsp; For the first time this year, more than 130 projects have already been selected for funding using the DREAM ecosystem to ensure fast, transparent procedures and efficient project management. - The Ministry of Finance, the Ministry of Economy, and the Ministry for Development have selected 136 investment projects through the DREAM system that may be eligible for funding in 2025. However, not all will receive funds from the envisaged UAH of 25 billion. The ministries are forming a short list of priority projects, - said Deputy Minister of Finance of Ukraine Denys Uliutin. Information on investment projects approved by the Strategic Investment Council for inclusion in the Single Project Pipeline is available for monitoring through DREAM. Currently, the system provides an opportunity to check projects, basic information, technical and financial indicators, implementation status, etc. According to the roadmap for public investment management reform, the following information will eventually be available in DREAM:<ul><li>approved list of priority investment projects, prepared by the Strategic Investment Council, taking into account the methodological recommendations of the Ministry of Economy on projects prioritization, evaluation and selection;</li><li>the results of the evaluation of investment projects conducted by the Ministry of Economy and relevant line ministries;</li><li>monthly and quarterly monitoring reports on the implementation of public investment projects;</li><li>project completion reports that will be available for analysis and consideration when developing similar projects.</li></ul>According to DREAM Business Intelligence https://bi.dream.gov.ua/#/investmentProjects, 787 investment projects submitted for consideration through the DREAM ecosystem have been approved by the Strategic Investment Council for inclusion in the Single Projects Pipeline. The total amount of the State Budget of Ukraine's resources for financing public investment projects in 2025 is UAH 256.1 billion. As a reminder, in December 2023, the Cabinet of Ministers of Ukraine approved the Roadmap for Public Investment Management Reform, which among other things includes creation of a single IT ecosystem based on an updated methodological framework for public investment management. This ecosystem will also integrate DREAM.

DREAM at the World Urban Forum: presentation of digital tools for Ukraine's restoration

Since the beginning of the full-scale invasion, almost 80% of Chernihiv's educational infrastructure has been damaged, and two schools have been destroyed. Work was carried out as soon as possible for each of the educational institutions to create opportunities for their full-time functioning, - said Vasyl Bilohura, Head of the Education Department of Chernihiv City Council.&nbsp; At the beginning of the 2024-25 school year, there are 31 schools in Chernihiv, and only one educational institution operates exclusively in a distance format. Almost 80% of students have returned to full-time education.&nbsp; Chernihiv Lyceum No. 22 received funding to equip a shelter from the Swiss-Ukrainian project DECIDE. The school has 1228 students. The floors, electrical wiring, sewage, and ventilation systems were replaced. When the shelter was being repaired, the children participated in the project. We organized four teams that developed project estimates. Mykolaiv Clinical Hospital is the largest in the region, with 510 inpatient beds. Its capacity can be increased with additional beds installed in corridors and halls.&nbsp; Since the beginning of the full-scale invasion, the number of emergency patients has increased significantly. The hospital operates around the clock, bringing patients from Mykolaiv and Kherson regions. It is impossible to stop and transport the patient somewhere else. But we have the simplest shelter in the hospital that is functioning. We have equipped both wards and operating rooms there and made repairs. And since 2022, there have been cases when medical care has been provided in this very shelter.&nbsp; A modern radiation shelter will be built next to the medical facility to improve the hospital's resources and ability to work in wartime conditions. For this purpose, a part of the hospital's food block will be reconstructed. The laboratory will be designed to make analyses, store tissue samples, and store other biological materials necessary for transplantation operations and research. There are two interregional laboratories of the first level in Ukraine. One is located in Kyiv and the other is in Lviv. The laboratory in Mykolaiv will be focused on the southern region of Ukraine. - Transplantation is the treatment that gives seriously ill patients a chance to live. We have agreements with other medical institutions.
