In 2025, the state's Single Project Pipeline of Public Investments will be formed using the Unified Information System for Public Investment Project Management, which is based on the DREAM ecosystem.
It is sealed in the draft law on amendments to the Budget Code No. 12245 of 25.11.2024, adopted by the Verkhovna Rada of Ukraine on January 16. The Draft Law, in particular, defines the concepts and procedures for planning, preparing, and implementing public investment projects and programs at the state, regional, and local levels.
According to the Law, the Unified Information System for Public Investment Project Management becomes a bank of PIPs formed as a prioritized list of public investment projects and programs based on the results of their preparation, evaluation, prioritization, and selection according to the procedure established by the Cabinet of Ministers of Ukraine.
The Government will determine the procedure for the functioning and components of the Unified Information System.
- The decision of the Parliament to use DREAM as a single pipeline for public investment projects is critical for reforming public investment management. We aim to create clear conditions for all parties involved in restoring Ukraine based on transparency and accountability regarding using funds. It is important for our international partners and the public, - said Oleksis Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Development of Communities and Territories of Ukraine.
According to the Public Investment Management Roadmap, the Ministry of Communities and Territories Development, the Ministry of Finance, and the Ministry of Economy, together with the DREAM Project Office, are developing the concept of an electronic system that a separate resolution will regulate.
Work is underway to develop a methodology for planning, prioritizing, and selecting public investment projects per the state's strategic priorities and needs and to fulfill obligations to international partners. In addition, the ecosystem's functionality is being updated to ensure a convenient, efficient, and accountable public investment management process for all stakeholders.
The DREAM Project Office and DREAM Academy team, in close cooperation with the Open Contracting Partnership and the Digital Transformation Activity Project, will provide information and technical support to all system clients and users. In particular, developing training courses, programs, and information references on the stages of public investment management reform, work with the updated system functionality, etc., is already underway.
It should be noted that over 130 SIPs for financing from the state budget in 2025 have already been selected through DREAM.
According to the analytics module https://bi.dream.gov.ua/#/investmentProjects, 787, investment projects submitted for consideration through the ecosystem have been approved by the Strategic Investment Council for inclusion in the Single Project Pipeline. All project information is available for monitoring through DREAM.
