School canteens: subvention of the Ministry of Education and Science will be distributed using DREAM

The procedure for granting subvention for purchasing equipment, construction, and modernization of canteens in schools has been approved. The Ministry of Education and Science (MoES) will select projects and allocate funds using the DREAM ecosystem. The amount of this year's subvention is UAH 960 million.

Funding applications will be accepted from January 20 to 29.

The following organizations will be able to receive funds:

  • naval and military sports lyceums, lyceums with enhanced military and physical training;
  • institutions with 200+ students;
  • institutions with up to 200 students if they are the only ones in the community that operate full-time/mixed mode and where students from at least two other institutions are brought.

All of these educational institutions must be in communal ownership. The MoES commission will select projects for funding exclusively through the DREAM digital platform.

To qualify for funding, an institution must meet the following conditions

  • full-time or mixed learning;
  • the total number of students to ensure the organization of catering according to technological models is:
    - "basic kitchen" - at least 600 students for schools in Kyiv and regional centers;
    - 300 - for city schools, as well as those managed by regional councils;
    - 200 - for schools in villages and towns;
    - "hub kitchen" - at least 1500 students for schools in Kyiv and regional centers,
    - 1000 for city schools and those managed by regional councils,
    - and 700 for schools in villages and towns.
  • readiness of design and estimate documentation;
  • availability of shelters;
  •  comprehensive modernization of canteens, including the purchase of equipment, reconstruction, and/or overhaul of premises completion of the work by the end of 2025;
  • confirmation of co-financing from the local or regional budget is required.
     

How will the funds be allocated to the canteens? 
 

  1. Communities will submit a project through the DREAM system.
  2. After submission, each project will be automatically prioritized according to key criteria: readiness, safety, co-financing, sustainability, financial efficiency, and community capacity building.
  3. The MES Commission will analyze all projects, starting with the highest priority ones, considering the level of risk.
  4. The list will be submitted to the government for approval.
  5. The funds will be transferred to local budgets after the government approves the list of institutions receiving funding.
