PIM Reform: Logic and Implementation Stages Discussed in Vinnytsia

Over 400 participants — including representatives from communities in Vinnytsia, Khmelnytskyi, and Chernivtsi regions, the Ministry for Development, the DREAM Project Office, civil society, experts, and international partners — took part in the event.

The presentation was joined by Deputy Head of the Vinnytsia Regional Military Administration, Nataliia Zabolotna, and Head of the Khmelnytskyi Regional Military Administration, Serhii Tiurin.

Deputy Minister for Development of Communities and Territories Oleksii Riabykin emphasized in his address to the participants the importance of the reform for achieving balanced territorial development. As Ukraine advances on its path to European integration, it will gain access to funding from the European Structural and Investment Funds. To achieve this, the state is implementing a new systematic approach to managing public investments — one that is clear and transparent for all stakeholders.

"The PIM reform is a cornerstone for building our future. Introducing new approaches to investment management enables the attraction of international funding for project implementation. The reform will contribute to the balanced development of all regions, as it integrates both strategic and medium-term planning. The Ministry is a reliable partner for communities in implementing the reform — ensuring that stakeholders at all levels understand how to successfully and efficiently attract investments in line with their priorities and needs," said Oleksii Riabykin.

The DREAM Project Office team focused on the legislative framework of the reform, institutional capacity building, key features of strategic and medium-term planning, the methodology for creating public investment projects and programs, as well as the development of sectoral portfolios and the Single Project Pipeline (SPP).

The stages and principles for preparing the Medium-Term Plan of Priority Public Investments (MIP) were discussed in detail. The national MIP is already available on the public DREAM portal: https://dream.gov.ua/ua/mtp

Communities and RMAs have already begun preparing their medium-term plans in line with their local development strategies. These strategies must be updated, aligned, and approved through 2027. Olena Kulikovska, a UNDP Programme Analyst in Ukraine, noted that the UNDP supports the government's PIM reform initiative.

Introducing new approaches is an investment in the future — enabling transparent and effective planning and prioritization of development directions based on the real needs of residents. Viktor Nestulia, Head of the DREAM Project Office, spoke to participants about the preconditions for the reform and presented its logic and legal framework.

"All processes — from project creation to evaluation, prioritization, portfolio formation, and monitoring — occur within one ecosystem. The reform establishes unified rules and mechanisms to allow government bodies to manage their investment pipeline efficiently. It is thoughtfully designed and is being implemented with the support of international partners, introducing new approaches to the entire public investment management cycle — transparently and accountably," emphasized Viktor Nestulia.

He also announced a series of practical sessions to provide methodological support to project implementers on the procedures for preparing and approving the Medium-Term Priority Public Investment Plan.

Nadiia Kovalska, Training Manager at the DREAM Academy, focused on the institutional structure — specifically the units and bodies that will ensure implementation at the local level — and presented methodologies for developing public investment projects (PIPs) and programs.

On their part, Oleksandr Matsapura, Head of the Partnerships and User Relations Department at the DREAM Project Office, and Department Manager Dariia Sorokina, outlined the features of medium-term planning — particularly the formation of MTPIs at the national, regional, and community levels. They also highlighted government measures aimed at strengthening the capacity of project initiators, including the establishment of an interagency Project Preparation Unit (PPU) and a Project Preparation Facility (PPF) for expert and advisory support.
