Successful projects in DREAM: Shelter renovation in Dnipro

Dnipro continues to expand its network of safe shelters for city residents actively. Over three years of full-scale invasion, the number of shelters has increased dramatically: in 2022, there were only seven simple municipal shelters, and today there are 334. In total, the city now has 303 shelters, 401 simple shelters, and 175 mobile shelters located at public transport stops and other crowded areas, according to local authorities.

The commissioning of Civil Protection Shelter No. 12831 on Starokozatska Street, 52A, after eight months of major renovation, is a clear example of this systemic effort. The shelter is situated in a residential courtyard, enabling residents to quickly and conveniently access it in the event of danger.

The facility has been renovated to meet modern construction standards, offering barrier-free access, updated communications, comfortable sanitary facilities, a medical station, and stable internet connectivity. The shelter is open around the clock and can safely accommodate up to 200 people for continuous stays of up to 48 hours. 

“This shelter is located within a residential complex, and it takes people only two minutes to reach a safe space. It’s a completely different quality of environment — spacious, clean, equipped with everything necessary, and people genuinely feel safer”, — says Petro Smachenko, Deputy Director of the Capital Construction Department of Dnipro City Council. 

City officials acknowledge that not all older shelters can be restored, which is why new shelters are being actively built in parallel, especially near schools. For example, at Gymnasium No. 2, the shelter operates 24/7, accommodating up to 575 people. During air raid alerts, it also hosts children’s educational activities to help reduce stress.

The renovation project of the shelter on Starokozatska Street was implemented as part of the national priority to strengthen civil safety. It was included in the Single project pipeline in 2024 as a project component, with a total cost of 21.3 million UAH, the majority of which was covered by the state budget.
