
The fourth Ukraine Recovery Conference (URC2025) took place in Rome, the year’s key event dedicated to Ukraine’s recovery and development. President of Ukraine Volodymyr Zelenskyy, top Ukrainian officials, representatives of the EU and global governments, international financial organizations, donors, and civil society representatives participated in the event.
For the first time, the reform of Public Investment Management (PIM) and the transformation of DREAM — its digital backbone — were presented to the international audience. DREAM is transforming into a fully integrated Public Investment Management system.
The PIM reform is crucial for European integration, as it incorporates global best practices and transforms how public funds are allocated, particularly through digital tools. This ensures transparency and accountability across all levels of the investment process. Open data and strategic planning are equally crucial for international partners, providing a clear understanding of Ukraine’s priorities for the years ahead.
During the panel on sustainable development of cities and communities, Deputy Prime Minister for Restoration of Ukraine, Oleksii Kuleba, emphasized the key role of digital solutions not only in ensuring transparent and accountable recovery but also in enabling balanced development across all regions.
Head of the DREAM Project Office, Viktor Nestulia, presented DREAM’s functionality and opportunities for all stakeholders during a discussion on transparency and accountability in restoration. He highlighted that digital tools contribute to setting new governance standards — automating complex processes and integrating data from various systems. He also noted that government agencies, civil society organizations, and the private sector are actively using DREAM’s analytical tools, such as bi.dream.gov.ua and the Interactive Map.
Thus, DREAM not only ensures transparency in managing public investments but also fosters a smart, responsible approach to planning, monitoring, and reporting at all levels of public administration. The DREAM team presented the system’s transformation under the PIM reform to government delegations from Denmark, the U.S., Germany, the UK, Brazil, Norway, Estonia, Lithuania, Italy, and Poland, as well as to international financial institutions, donors, and community representatives. One of the highlights was the presentation of the State’s Medium-Term Priority Public Investment Plan (MTPI), a reference point for all stakeholders, now publicly available for review and analysis via the DREAM portal: https://bit.ly/40cTRp7.
Notable Ukrainian athletes also visited the DREAM stand at URC — national football team striker Artem Dovbyk and multiple Olympic champion in fencing, Olga Kharlan. The athletes were particularly interested in projects in their hometowns and priorities in the field of sports. The DREAM system also drew strong interest from the international business community, which is keen to join Ukraine’s development projects. Ukrainian regions, communities, and municipalities that participated in this year’s URC presented their successful investment cases within DREAM.
URC is an effective platform for uniting efforts to ensure that recovery happens rapidly and according to the “Build Back Better” principle — stronger, more resilient, and better than before. This approach will accelerate the recovery of the economy and social sphere, improve living conditions and safety, and help more Ukrainians return home.
