City Hospital No. 9 in Kamianske is a key medical facility in the Dnipropetrovsk region. It houses the only maternity ward in the city and oncology, cardiology, and traumatology departments, which provide daily lifesaving and urgent medical care. Since the beginning of the full-scale invasion, over 35,000 internally displaced persons have relocated to the city. As Kamianske is close to active combat zones, the hospital continues to receive patients injured by shelling. It has significantly increased the workload on medical staff.The hospital’s building reconstruction project started in the summer of 2024. It included building insulation using modern “wet facade” technology. Window units must replaced with energy-saving ones with armored film, the oxygen supply system and utilities must be modernized, and new hospital elevators must be installed. A heating block will be replaced to increase the building’s energy efficiency. The project is being implemented using barrier-free and inclusive principles, including ramps and setting up inclusive WC. - I want to highlight the positive work with the DREAM ecosystem. This year, we tried a new application format that was much more effective, simpler, and transparent. The DREAM platform allows us to quickly and efficiently upload all necessary documents, and international partners can see that funds are being used transparently, - Vitalii Mandziuk, Head of the Health Department of the Kamianske City Council said. The hospital continues to provide a full range of medical services even during reconstruction. The total project budget is UAH 215.8 million, and the work completion is scheduled for 2025. Projects in DREAM: Hospital Reconstruction in Kamianske

The City Perinatal Center in Kherson is the only medical facility providing specialized gynecological and neonatal care in the region. In 2007, the Ministry of Health of Ukraine granted the perinatal center the status of Baby-Friendly Hospital Initiative. The maternity hospital is located close to the combat zone, its departments were significantly damaged by russian shelling. Nevertheless, the hospital operates 24/7 and provides complete obstetric and gynecological care to women and newborns in Kherson and the region. The facility has five inpatient departments with a total capacity of more than 100 patients. There are also 40 hospital beds for surgical care in obstetrics and gynecology. Currently, the perinatal center serves about 27,000 people. As part of the project, a modern underground perinatal center was created to provide safe conditions for highly qualified emergency medical and rehabilitation care to women during pregnancy, childbirth, and newborns. It also provides outpatient and inpatient treatment of gynecological patients in active hostilities. The underground unit is equipped with modern medical equipment to provide quality care to mothers with babies and protect them from possible injuries caused by russian shelling. The shelter can accommodate 100 people, including 20 inpatients and medical staff. It has wards, an operating room, technical rooms, a dressing room, an observation room, and a delivery room. Also, the heating system was modernized in the underground center, a constant power supply to elevators was provided, and inclusive sanitary zones were set up. Construction lasted 8 months. The total budget of the project amounted to UAH 105.3 million in state budget subsidies, co-financed by the local budget. We are introducing new features in the bi.dream.gov.ua analytics module, enhancing financial program monitoring in DREAM for greater efficiency. 1. DREAM Analytics Module Update: "Financial Programs" Page & New Filters for Application Analysis

Kyiv hosted the National Forum' Strategic Planning at the Regional Level: From Restoration to Development', which brought together 250 participants. Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Development of Communities and Territories, MPs, representatives of the President's Office, central and local authorities, international partners, and the public visited the event. The forum aimed to comprehensively analyze regional strategic planning and present new approaches, a pool of priorities, and tasks that will form the basis of the updated State Strategy for Regional Development. The participants also discussed challenges and opportunities for each macro-region. In his welcome message, Deputy Prime Minister Oleksii Kuleba noted that restoration remains a priority in the face of russia's brutal war against Ukraine. In this context, strategic planning at the local level is essential, as it is the basis of the State Strategy for Regional Development. The Government pays particular attention to implementing transparent and accountable recovery mechanisms. According to Oleksii Ryabykin, the Deputy Minister for Development and Territories of Ukraine, the Ministry is already introducing new approaches to project selection. 'As part of the third phase of the Ukraine Recovery Programme, projects are being prioritized according to the community development strategies. It is crucial because we cannot afford to spend money without communicating with the residents of the regions. The country's resources are limited because a full-scale war is ongoing. We have to spend money consciously to achieve greater results, quality, and number of service users,' said Oleksiy Ryabykin. Viktor Nestulia, Head of the DREAM Project Office, emphasized the importance of introducing digital tools that affect communities' capacity. He also outlined changes in the ecosystem's functionality as a key tool for forming the state's Single Project Pipeline following the public investment management reform. Viktor Nestulia noted that in 2024, the Government of Ukraine formed a Single Project Pipeline, which included 787 investment projects and programs at the national and regional levels, with a total value of UAH 2.59 trillion. - To improve the quality of planning, the efficiency of project implementation, and the financial resources allocated to help Ukraine's development, the Government has launched a public investment management reform. Shortly, the Government will develop new approaches to project development, evaluation, and prioritization, as well as sectoral pipelines, Single Project Pipeline, and new approaches to the implementation of project monitoring. Therefore, each community must learn and be able to take a new approach to planning the implementation of these projects. Our task is to help each community. Strategic planning at the regional level forms a basis for public investment management reform. 

<a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua">The Kherson City Clinical Hospital</a>, named after O.S. Luchansky, is one of the largest in the region and is still the main hospital for providing emergency care for residents of the Kherson community. The hospital has 4 inpatient departments with a total capacity of over 300 patients, including surgical care. 80% of the hospital's bed capacity is used for emergency care. The hospital is under constant shelling by the russians. Still, it continues to provide 24/7 care to Kherson region residents, including internally displaced persons. Over 96,000 people can get medical aid in this hospital. In April 2024, the Kherson City Hospital received funding to reconstruct a shelter for 102 people. As part of the project, an underground hospital was built to provide people with 24/7 highly qualified medical and surgical care. Modern standards and requirements for barrier-free access and energy efficiency measures were implemented in the project. The underground hospital's surgery rooms are equipped with modern medical equipment for various surgical interventions and post-surgery care. These include patient monitors, ventilators, infusion machines, and equipment for washing and sterilizing surgical instruments. All beds are equipped with electronic patient positioning systems. The ventilation and air conditioning systems, fire safety, structural and cabling network, and staff call system were also upgraded. The premises are lit with energy-saving LED lamps. The hospital has developed routes to move patients with limited mobility to shelters as quickly as possible and provide them with emergency care. All routes are easy to navigate, and corridors and rooms are equipped with handrails, allowing patients to get to the shelter independently. The shelter has a convenient food block and barrier-free sanitary areas. The underground hospital is a dual-purpose building that will be actively used in peacetime.&nbsp; The project's total budget was UAH 59.1 million. It was financed by a state budget subvention and co-financed by the local budget. Successful projects in DREAM: reconstruction of an underground hospital in Kherson

The procedure for granting subvention for purchasing equipment, construction, and modernization of canteens in schools has been approved. The Ministry of Education and Science (MoES) will select projects and allocate funds using the DREAM ecosystem. The amount of this year's subvention is UAH 960 million. Funding applications will be accepted from January 20 to 29. The following organizations will be able to receive funds:<ul><li>naval and military sports lyceums, lyceums with enhanced military and physical training;</li><li>institutions with 200+ students;</li><li>institutions with up to 200 students if they are the only ones in the community that operate full-time/mixed mode and where students from at least two other institutions are brought.</li></ul>All of these educational institutions must be in communal ownership. The MoES commission will select projects for funding exclusively through the DREAM digital platform. To qualify for funding, an institution must meet the following conditions<ul><li>full-time or mixed learning;</li><li>the total number of students to ensure the organization of catering according to technological models is: - "basic kitchen" - at least 600 students for schools in Kyiv and regional centers; - 300 - for city schools, as well as those managed by regional councils; - 200 - for schools in villages and towns; - "hub kitchen" - at least 1500 students for schools in Kyiv and regional centers, - 1000 for city schools and those managed by regional councils, - and 700 for schools in villages and towns.</li><li>readiness of design and estimate documentation;</li><li>availability of shelters;</li><li>&nbsp;comprehensive modernization of canteens, including the purchase of equipment, reconstruction, and/or overhaul of premises completion of the work by the end of 2025;</li><li>confirmation of co-financing from the local or regional budget is required. &nbsp;</li></ul>How will the funds be allocated to the canteens?&nbsp; &nbsp;<ol><li>Communities will submit a project through the DREAM system.</li><li>After submission, each project will be automatically prioritized according to key criteria: readiness, safety, co-financing, sustainability, financial efficiency, and community capacity building.</li><li>The MES Commission will analyze all projects, starting with the highest priority ones, considering the level of risk.</li><li>The list will be submitted to the government for approval.</li><li>The funds will be transferred to local budgets after the government approves the list of institutions receiving funding.</li></ol>If you have questions about working with the DREAM platform, don't hesitate to contact info@dream-office.org.

School canteens: subvention of the Ministry of Education and Science will be distributed using DREAM

In 2025, the state's Single Project Pipeline of Public Investments will be formed using the Unified Information System for Public Investment Project Management, which is based on the DREAM ecosystem. It is sealed in the draft law on amendments to the Budget Code No. 12245 of 25.11.2024, adopted by the Verkhovna Rada of Ukraine on January 16. The Law, in particular, defines the concepts and procedures for planning, preparing, and implementing public investment projects and programs at the state, regional, and local levels. According to the Law, the Unified Information System for Public Investment Project Management becomes a bank of PIPs formed as a prioritized list of public investment projects and programs based on the results of their preparation, evaluation, prioritization, and selection according to the procedure established by the Cabinet of Ministers of Ukraine. The Government will determine the procedure for the functioning and components of the Unified Information System. - The decision of the Parliament to use DREAM as a single pipeline for public investment projects is critical for reforming public investment management. We aim to create clear conditions for all parties involved in restoring Ukraine based on transparency and accountability regarding using funds. It is important for our international partners and the public, - said Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Development of Communities and Territories of Ukraine. According to the Public Investment Management Roadmap, the Ministry of Communities and Territories Development, the Ministry of Finance, and the Ministry of Economy, together with the DREAM Project Office, are developing the concept of an electronic system that a separate resolution will regulate. Work is underway to develop a methodology for planning, prioritizing, and selecting public investment projects per the state's strategic priorities and needs and to fulfill obligations to international partners. In addition, the ecosystem's functionality is being updated to ensure a convenient, efficient, and accountable public investment management process for all stakeholders. The DREAM Project Office and DREAM Academy team, in close cooperation with the Open Contracting Partnership and the Digital Transformation Activity Project, will provide information and technical support to all system clients and users. In particular, developing training courses, programs, and information references on the stages of public investment management reform, work with the updated system functionality, etc., is already underway. It should be noted that over 130 SIPs for financing from the state budget in 2025 have already been selected through DREAM.
