Over 400 representatives from Donetsk, Luhansk, Poltava, and Kharkiv regions took part in the discussion of the Public Investment Management (PIM) reform being implemented by the Government of Ukraine. In June and July, presentations were held in Vinnytsia, Dnipro, Kyiv, Lutsk, Mykolaiv, Uzhhorod, and Chernihiv. In total, about 3,500 representatives of local self-government bodies and regional military administrations from all Ukrainian regions participated in regional events. These practical presentations are aimed at strengthening the capacity of authorities to implement the PIM reform at local and regional levels. Participants gained access to an extensive array of valuable resources — sample documents, successful case studies, and comprehensive answers to questions — all of which will help them better understand the next steps within the reform and adapt to upcoming changes. Deputy Minister for Development of Communities and Territories of Ukraine Oleksii Riabykin, in his address to the participants, emphasized the importance of the reform in addressing disparities in regional development. Communities and RMAs have already begun establishing management structures under the PIM reform and forming the Medium-Term Plan of Priority Public Investments (MIP). While preparing MIPs at the local and regional levels, communities and RMAs must define priority investment areas based on approved development strategies relevant to their level. DREAM Project Office Head Viktor Nestulia outlined the reform's logic and how DREAM is being transformed into a public investment management system. As part of the PIM reform, a unified digital model is being introduced for the creation, evaluation, and prioritization of projects at all levels, based on leading international practices. DREAM serves as a single-entry platform for investment management at the community, regional, and national levels. "The PIM reform aims to fundamentally change Ukraine's approach to strategic investment planning and synchronize it with the European Union's requirements and budget cycles. It introduces systemic changes and unifies approaches to public investment management in line with EU standards. The digital architecture enables the implementation of these complex solutions and optimizes management processes through integration with national e-registers and systems. PIM Reform: Presentation for Communities and Regions Held in Lutsk

PIM Reform: Logic and Implementation Stages Discussed in Vinnytsia

Dnipro continues to expand its network of safe shelters for city residents actively. Over three years of full-scale invasion, the number of shelters has increased dramatically: in 2022, there were only seven simple municipal shelters, and today there are 334. In total, the city now has 303 shelters, 401 simple shelters, and 175 mobile shelters located at public transport stops and other crowded areas, according to local authorities.The commissioning of Civil Protection Shelter No. 12831 on Starokozatska Street, 52A, after eight months of major renovation, is a clear example of this systemic effort. The shelter is open around the clock and can safely accommodate up to 200 people for continuous stays of up to 48 hours.&nbsp; “This shelter is located within a residential complex, and it takes people only two minutes to reach a safe space. It’s a completely different quality of environment — spacious, clean, equipped with everything necessary, and people genuinely feel safer”, — says Petro Smachenko, Deputy Director of the Capital Construction Department of Dnipro City Council.&nbsp; City officials acknowledge that not all older shelters can be restored, which is why new shelters are being actively built in parallel, especially near schools. For example, at Gymnasium No. 2, the shelter operates 24/7, accommodating up to 575 people. Successful projects in DREAM: Shelter renovation in Dnipro

An event was held in Mykolaiv, bringing together representatives from communities and regional administrations in the Mykolaiv, Odesa, and Kherson regions to present the implementation of the Public Investment Management (PIM) reform in Ukraine. The presentation continued a series of events aimed at strengthening local capacities and helping communities better adapt to changes in public investment management. PIM Reform was presented to the Regional Administrations and Communities of Southern Ukraine

The fourth Ukraine Recovery Conference (URC2025) took place in Rome, the year’s key event dedicated to Ukraine’s recovery and development. President of Ukraine Volodymyr Zelenskyy, top Ukrainian officials, representatives of the EU and global governments, international financial organizations, donors, and civil society representatives participated in the event. For the first time, the reform of Public Investment Management (PIM) and the transformation of DREAM — its digital backbone — were presented to the international audience. DREAM is transforming into a fully integrated Public Investment Management system. The PIM reform is crucial for European integration, as it incorporates global best practices and transforms how public funds are allocated, particularly through digital tools. This ensures transparency and accountability across all levels of the investment process. The athletes were particularly interested in projects in their hometowns and priorities in the field of sports. The DREAM system also drew strong interest from the international business community, which is keen to join Ukraine’s development projects. Ukrainian regions, communities, and municipalities that participated in this year’s URC presented their successful investment cases within DREAM. <img> URC is an effective platform for uniting efforts to ensure that recovery happens rapidly and according to the “Build Back Better” principle — stronger, more resilient, and better than before. This approach will accelerate the recovery of the economy and social sphere, improve living conditions and safety, and help more Ukrainians return home.
