In particular, it facilitates the unification of planning processes, identifying priority investment areas at the community, regional, and national levels in line with their respective development strategies. This provides all participants in the process with a clear understanding of what is required to implement a specific project, including the number of personnel needed, the necessary funding amount, and the sources from which it can be obtained. The MIP serves as a guide in this process, outlining investment priorities and allocating resources accordingly. It is important to understand that the country has limited resources and to attract international funding, we must form project and program portfolios that are well-grounded, properly assessed, and identified as a priority for implementation,” said Oleksii Riabykin.Ana Lucatela, Head of Regional Recovery at UNDP Ukraine, noted that access to international funds and the ability to utilize their resources require mastering strategic approaches to planning and managing public investments. A systematic approach enables better coordination of assistance and directs it to projects that truly matter to society. DREAM supports the PIM reform at all stages of its implementation, particularly in terms of user training and support. &nbsp;“The main task of the reform is to build a public investment management system that enables Ukraine to utilize European structural funds effectively. To achieve this, planning and investment management approaches must be synchronized with international practices. Currently, there are 18 different mechanisms for preparing public investment projects in Ukraine. To unify them, a significant transformation is needed. Our common goal is to create an investment ‘menu’ in the form of project portfolios within DREAM, enabling more effective public finance management at all levels. Based on the MIP, budget financing limits are defined, and public investment projects and programs are formed. PIM Reform: Dnipro hosted the presentation event for Communities and Regions

An event aimed at clarifying the essence of the Public Investment Management (PIM) reform and the specifics of its practical implementation for regional and local authorities took place in Chernihiv.This was the first in a series of regional events that brought together over 300 participants, including representatives of the Ministry for Development of Communities and Territories of Ukraine, the Verkhovna Rada of Ukraine, Sumy and Chernihiv Regional State Administrations, communities from Sumy and Chernihiv regions, the DREAM Project Office, civil society, the expert community, and international partners. Participants had the opportunity to engage in discussions about the key stages of implementing the PIM reform, including the development of a Medium-Term Plan of Priority Public Investments (MIP), methodologies for preparing public investment projects and programs, the creation of sectoral portfolios, and a Single Project Pipeline at the national, regional, and local levels. According to Deputy Minister for Development of Communities and Territories Oleksii Riabykin, the foundation of the reform is strategic and medium-term planning. Starting in July, communities and regions will begin preparing their Medium-Term Priority Public Investment Plans (MIPs), followed by the development of projects and programs in September. By December, they will form Single Project Pipelines. In this context, regions and communities must prepare for the practical implementation of new approaches to managing public investments. As noted by Vitalii Bezgin, Member of Parliament of Ukraine and Chair of the Subcommittee on Administrative-Territorial Structure and Local Self-Government of the Verkhovna Rada Committee on State Building, Local Governance, Regional Development, and Urban Planning, it is vital to understand that after the war, there will be a significant shortage of funds for community recovery. Therefore, it is essential to lay the groundwork for attracting international financing now—including through the PIM reform. To address challenges related to limited institutional capacity and financing for project and program preparation, the Government is collaborating with international financial institutions, including the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD), and the World Bank Group, to develop a Framework Program for Project Preparation in Ukraine. This structure will coordinate project preparation through the Project Preparation Facility (PPF), enabling the development of projects that meet quality, environmental, and social standards. Ana Lucatela, Head of Regional Recovery at UNDP Ukraine, emphasized the importance of collaboration among the Government, parliament, regional administrations, and communities—with support from the international community—for the successful implementation of key reforms in Ukraine. PIM Reform: Presentation for Communities and Regions Representatives took Place in Chernihiv

Ukraine is revising its rules and adopting global best practices to ensure transparent and effective coordination of public investments. Government Program "Ukrainian Projects": A Systematic Approach to Development and Reconstruction of the Country

Investors can be confident in the feasibility of their investments, as DREAM reflects the real priorities of the state and the specific needs of each sector. United for Peace and Security: Summit of Cities and Regions took place in Kyiv

The Government of Ukraine continues to advance the reform of public investment management (PIM). The Cabinet of Ministers has approved the Resolution "Some Issues of Public Investment Management," which sets out the procedures for implementing the reform. The procedures were developed jointly by the Ministry for Communities and Territories Development of Ukraine, the Ministry of Economy, the Ministry of Finance, and both Ukrainian and international experts. They cover:<ul><li>the preparation of public investment projects and programmes;</li><li>the formation of a Single Project Pipeline at national, regional, and local levels, as well as sectoral pipelines at each of these levels;</li><li>the appraisal of public investment projects and programmes;</li><li>the implementation of public investment projects and programmes across all levels of government.</li></ul>The PIM reform integrates strategic and medium-term budget planning, enabling the Government to allocate financial resources to priority projects in line with national development goals and the current needs of the Ukrainian people. This approach ensures greater transparency, accountability, and efficiency in the use of public funds. The new procedures establish a unified framework for managing public investment projects, supported by the Unified Information System that includes the DREAM ecosystem. The procedures draw on international best practices, including the UK Five Case Model and recommendations from the Tony Blair Institute (TBI) and the European Investment Bank’s JASPERS programme. Moreover, the procedures incorporate the "build back better" principles, accounting for social considerations, environmental impact assessments, safety, energy efficiency, inclusiveness, and gender equality. The Medium-Term Plan for Priority Public Investments, scheduled for approval in May 2025, is currently being developed.In parallel, the government team, development partners, and the DREAM Project Office are preparing training campaigns to familiarise project initiators and implementers with the reform’s logic, enhance their capacities, and equip them to work effectively with the digital tools at its core. At present, the functionality of the DREAM ecosystem – a key tool for forming the Single Project Pipeline – is being upgraded to provide a robust mechanism for implementing the PIM reform. We extend our gratitude to its partners from the European Commission, the UK Government, the World Bank, the UK’s International Programme Assistance (IPA), the Tony Blair Institute, the Open Contracting Partnership, the Green Transformation Office, and the DIXI Group for their invaluable support in developing and preparing these procedures.

Government of Ukraine has released the regulations for the preparation, appraisal, and implementation of PIPs and programs

The Cabinet of Ministers of Ukraine has approved a list of 36 general secondary education institutions that will receive funding from the state budget subvention for the construction, reconstruction, or major renovation of protective shelters.&nbsp; The total amount allocated for the implementation of these projects exceeds UAH 1.09 billion. Funding will be distributed as follows:&nbsp; 12 projects - in communities with very high or high risk levels;&nbsp; 24 projects - in communities with moderate or satisfactory risk levels&nbsp; The risk level is determined according to a methodology developed by the Ministry of Education and Science (MES), which includes five categories depending on the security situation in each community. You can check your region's risk level via the interactive map at: offlineschool.mon.gov.ua/risk-map&nbsp; The projects will be implemented in educational institutions located in the following regions: Kharkiv, Zhytomyr, Lviv, Rivne, Khmelnytskyi, Dnipropetrovsk, Zaporizhzhia, Poltava, Chernivtsi, Vinnytsia, Volyn, Ivano-Frankivsk, Kyiv, Kirovohrad, Odesa, Sumy, Ternopil, Kherson, and Cherkasy.&nbsp; Educational institutions in 19 regions of Ukraine will receive funding under the state subvention.&nbsp; The distribution by number of projects is as follows:&nbsp; Kharkiv region — 4 projects;&nbsp; Zhytomyr, Lviv, Rivne, and Khmelnytskyi regions — 3 projects each;&nbsp; Dnipropetrovsk, Zaporizhzhia, Poltava, and Chernivtsi regions — 2 projects each; Vinnytsia, Volyn, Ivano-Frankivsk, Kyiv, Kirovohrad, Odesa, Sumy, Ternopil, Kherson, and Cherkasy regions — 1 project each; All project selections for funding are made via the DREAM platform. Government of Ukraine approved funding for 36 school shelter projects

The organizers of the prestigious World Commerce &amp; Contracting 2025 Innovation &amp; Excellence Awards have recognized the implementation of the state DREAM ecosystem as a digital tool that determines the efficiency, transparency, and accountability of the restoration and development processes in Ukraine.&nbsp; It proves that the ecosystem is being developed and implemented in line with the highest international standards — thanks to the joint efforts of the Ministry for Communities, Territories and Infrastructure Development of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Economy of Ukraine, the Open Contracting Partnership, the "Digitalisation for Growth, Integrity and Transparency" project (UK DIGIT), Ukrainian communities, regional administrations, non-governmental organizations, and our international partners.&nbsp; Currently, 1280 communities are working with DREAM, and over 11,500 active projects with a total budget of UAH 1.3 trillion have been added to the ecosystem.&nbsp; DREAM's integration with government services, systems, and registries, strict compliance with regulatory requirements, and unified, clear rules for implementing projects on the build-back-better principle allows not only to ensure the effective allocation of funds for restoration using DREAM but also to change approaches to public investment in Ukraine.&nbsp; Today, anyone can use the public portal dream.gov.ua or the analytics module bi.dream.gov.ua&nbsp; to observe projects by state, region, or individual community;&nbsp; learn the state's Single Project Pipeline and Ukraine's recovery priorities;&nbsp; access project documentation and contractual processes; evaluate their effectiveness; check how many people will benefit from project implementation, etc.&nbsp; The next step is to implement the public investment management reform using the Unified Information System, of which DREAM is an integral part.&nbsp;This means that every stage, from planning, appraisal, and preparation of PIPs and programs to formation of sectoral and SPPs at different levels to decisions on financing and project implementation, will be carried out using DREAM.&nbsp; This path of innovation will affect the capacity and sustainability of the state's development in line with its strategic priorities and goals.&nbsp; We are grateful for your trust and support along the way.
