The DREAM Project Office has introduced an LMS (Learning management system) http://academy.dream.gov.ua/ that streamlines the creation, delivery, and reporting of training courses and programs at the DREAM Academy, enhancing the learning experience for all. Creating an online platform will provide equal access to training and teaching materials for all and facilitate electronic document management, training, assignment checking, feedback, communication, etc. - One of our main tasks in implementing DREAM is training and supporting communities. We offer a variety of training materials and technical solutions to strengthen the capacity of project initiators. For almost a year of work, the DREAM Academy team has held over 60 training events - webinars, offline trainings, workshops - reaching tens of thousands of community representatives from all over Ukraine. The creation of the educational platform academy.dream.gov.ua allows us to form a methodological framework, systematize access to academic and practical materials, and provide users with opportunities for self-education and testing, - said Larysa Snigiryova, Head of the DREAM Academy, DREAM Project Office. The platform is being actively filled and improved. Already, you can find information and training materials in various formats, including instructions, articles, webinar recordings, and FAQs. Our platform is designed with your convenience in mind. In a user-friendly calendar format, the bulk events are announced with the possibility of registering participants. DREAM updates: «Financial programs» profile, contributors, and mobile version

The Ministry of Education and Science has approved projects as part of the additional call for state funding for major repairs and construction of shelters in schools.Subventions were distributed using the DREAM system. The approach to using DREAM to allocate subventions for school shelter projects was initiated by the Ministry for Communities, Territories and Infrastructure Development in cooperation with the Ministry of Education and Science of Ukraine and the Ministry of Digital Transformation. &nbsp;This approach helps to select school shelter for funding. quickly and transparently.Among the approved projects:Mykolaiv region - reconstruction of 1 anti-radiation shelter and construction of 1 dual-purpose civil defense facility; Zaporizhzhia oblast - construction of 1 anti-radiation protection shelter; Kyiv region - construction of 1 civil defense structure (shelter); Vinnytsia region - construction of 1 anti-radiation shelter; Sumy region - construction of 1 civil defense structure; Dnipropetrovsk region - overhaul of 1 anti-radiation shelter.The total cost of the projects in the additional set is UAH 205.99 million.Hromadas must provide monthly information on the use of funds and upload photos of facilities to the DREAM platform. Anyone can familiarize themselves with the projects, their status, and estimates.Communities that have not received funds for the arrangement of safe educational spaces under the subvention will be able to raise funds from international partners or donors by filling out an application on the DREAM platform. Safe Education: Success Case of Subvention for School Shelters was presented at the Open Government Week

From May 22 to May 31, Ukrainian communities can apply for a state subvention through the DREAM ecosystem to purchase equipment and modernize canteens in general secondary education institutions. The subvention for modernizing canteens amounts to UAH 1.5 billion. All funds will be distributed according to the new rules and used exclusively for general secondary education institutions that operate full-time or mixed forms of education. DREAM will automatically generate a ranking list of projects by calculating the priority projects using a point system, and the MOES commission will assess compliance and formulate proposals for the distribution of subventions between individual local budgets. Conditions for applying for a subvention:<ul><li>availability of project documentation for the reconstruction and overhaul of canteens (food blocks) in educational institutions or a design task with an estimate; choice of one of three technological models of catering;</li><li>the project should provide for the comprehensive modernization of canteens (food blocks) of general secondary education institutions, including the purchase of equipment, reconstruction and/or overhaul of premises;</li><li>confirmed co-financing from the local budget, the minimum amount of which corresponds to the community's tax capacity index;</li><li>safety of the educational process (full-time/mixed education, availability of shelters, or provision of arrangements by the end of the calendar year);</li><li>the project must be completed this year. &nbsp;</li></ul>STEP-BY-STEP PROCESS OF SUBVENTION DISTRIBUTION: 1. Projects for the purchase of equipment, creation, and modernization (reconstruction and overhaul) of canteens (food blocks) in general secondary education institutions of communal ownership in DREAM should be included, as well as applications for the financial program. List of documents required for application:<ul><li>card of the general secondary education institution;</li><li>in case of submission of a project design task for participation in the competition, a project estimate and confirmation of the local budget funds previously allocated for the intended purpose for the development of project documentation and its examination;</li><li>a decision of the founder or a letter of guarantee on co-financing provided by the founder of the general secondary education institution, indicating the sources of such funding;</li><li>confirmation of the organization of the educational process in general secondary education institutions - a full-time or mixed form of education;</li><li>confirmation of the availability of shelters that are included in the fund of protective structures and are used for shelter on a contractual basis by the objects of the fund of protective structures of other business entities or the construction/arrangement of a shelter (protective structures) is planned to be carried out during the current calendar year; photographs documenting the current state of the canteen (food unit) that needs to be modernized;</li><li>justification of the feasibility of the project (up to 2 sheets);</li><li>a letter of guarantee on the availability or guarantee of purchase during the current calendar year of a vehicle for the delivery of finished products from the hub kitchen in case of submission of a project for participation in the competition based on the technological model of catering "hub kitchen."</li></ul>2. The DREAM ecosystem automatically generates a ranking list of projects submitted to the financial program. 3. Regional, Kyiv city state (military) administrations analyze the ranking lists of projects generated by the results of prioritization using DREAM and agree on such lists by default or submit to the Ministry of Education and Science, if necessary, reasonable proposals for changes to the ranking list of projects determined by DREAM. 4. The MOES Commission considers the ranked list of projects for compliance with the conditions, criteria, and recommendations of the IAB (if submitted) and selects and finalizes the list of projects proposed for funding by the subvention. 5. Proposals for distributing the subvention between local budgets are submitted to the Cabinet of Ministers of Ukraine. 6. Funds are transferred to the local budget. It forms the final list of objects financed by the subvention by June 25, 2024.</li></ul>

School canteens: applying period for subventions through DREAM started

The Commission of the Ministry of Education and Science of Ukraine (MES) has reviewed projects for state funding to overhaul or construct shelters in general secondary education institutions. This year, communities submitted projects through DREAM. From April 18 to April 26, 108 projects were submitted for funding from the subvention. The regional military administrations approved 64 projects, considering the strategic vision of the region's development and understanding of the security situation. The MES Commission selected 50 projects to receive funding. These are projects for repairing and constructing shelters, mainly in 8 frontline and border regions. The total cost of these projects is UAH 2.19 billion. The approved projects include:<ul style="list-style-type:disc;"><li>Kharkiv Oblast - construction of 5 anti- radiation shelters and storage facilities and overhaul of 1 anti-radiation protection shelter;</li><li>Dnipropetrovsk oblast - construction of 6 anti-radiation shelters and storage facilities and overhaul of 2 dual-purpose structures;&nbsp;</li><li>Zaporizhzhia oblast - construction of 5 anti-radiation shelters;</li><li>Chernihiv oblast - construction of 5 anti-radiation shelters and repair of 2 anti-radiation shelters;</li><li>Mykolaiv oblast - construction of 3 shelters and repair of 4 protective structures and anti-radiation shelters;</li><li>Kherson oblast - construction of 3 protective structures and overhaul of 1 basement;</li><li>Odesa oblast - construction of 3 dual-purpose structures and repair of 1 structure;</li><li>Sumy region - construction of 4 and repair of 1 anti- radiation shelter.</li></ul>&nbsp;In addition, 4 projects in Cherkasy, Mykolaiv, Khmelnytskyi, and Chernihiv regions will receive state funding to complete the construction of shelters started in 2023. Under the terms of the subvention, such projects should have already been funded and completed by at least 40%. The estimate of projects in some regions is less than the amount allocated by the government, so soon, communities will be able to submit their projects as part of the additional subvention and receive approval from the Regional Military Administration and consideration by the commission. Details on the additional subvention will be published on the website of the Ministry of Education and Science. It is worth reminding that the subvention for shelter in 2024 has been distributed among general secondary education institutions that operate in distance and/or mixed forms of education. The government has identified 8 priority regions and the maximum amount of state funding.<ul style="list-style-type:disc;"><li>Kharkiv oblast &nbsp;- UAH 500 million;</li><li>Dnipropetrovsk oblast - UAH 500 million;</li><li>Zaporizhzhia oblast - UAH 500 million;</li><li>Mykolaiv oblast - UAH 200 million;</li><li>Kherson oblast - UAH 200 million;</li><li>Odesa oblast - UAH 150 million;</li><li>Sumy oblast - UAH 150 million;</li><li>Chernihiv oblast - UAH 150 million.&nbsp;</li></ul> These regions need priority funding, as hundreds of thousands of children cannot return to full-time education due to the lack of shelters. Communities that haven't received funds to equip safe educational spaces will be able to raise funds from other sources, such as international partners or donors.
