In 2025, the state's Single Project Pipeline of Public Investments will be formed using the Unified Information System for Public Investment Project Management, which is based on the DREAM ecosystem. It is sealed in the draft law on amendments to the Budget Code No. 12245 of 25.11.2024, adopted by the Verkhovna Rada of Ukraine on January 16. The Draft Law, in particular, defines the concepts and procedures for planning, preparing, and implementing public investment projects and programs at the state, regional, and local levels. According to the Law, the Unified Information System for Public Investment Project Management becomes a bank of PIPs formed as a prioritized list of public investment projects and programs based on the results of their preparation, evaluation, prioritization, and selection according to the procedure established by the Cabinet of Ministers of Ukraine. The Government will determine the procedure for the functioning and components of the Unified Information System. - The decision of the Parliament to use DREAM as a single pipeline for public investment projects is critical for reforming public investment management. We aim to create clear conditions for all parties involved in restoring Ukraine based on transparency and accountability regarding using funds. It is important for our international partners and the public, - said Oleksis Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Development of Communities and Territories of Ukraine. According to the Public Investment Management Roadmap, the Ministry of Communities and Territories Development, the Ministry of Finance, and the Ministry of Economy, together with the DREAM Project Office, are developing the concept of an electronic system that a separate resolution will regulate. Work is underway to develop a methodology for planning, prioritizing, and selecting public investment projects per the state's strategic priorities and needs and to fulfill obligations to international partners. In addition, the ecosystem's functionality is being updated to ensure a convenient, efficient, and accountable public investment management process for all stakeholders. The DREAM Project Office and DREAM Academy team, in close cooperation with the Open Contracting Partnership and the Digital Transformation Activity Project, will provide information and technical support to all system clients and users. In particular, developing training courses, programs, and information references on the stages of public investment management reform, work with the updated system functionality, etc., is already underway. It should be noted that over 130 SIPs for financing from the state budget in 2025 have already been selected through DREAM. DREAM gets the basis for the legislative regulation as the Ukrainian Parliament voted

The procedure for granting a subvention to construct and repair shelters in institutions providing general secondary education has been approved. The Ministry of Education and Science (MoES) will select projects and allocate funds using the DREAM ecosystem. &nbsp;This year's subvention is UAH 6.2 billion, of which UAH 460.5 million will be used to complete projects launched in 2024. Other communities can apply for the remaining funds. Funding applications will be accepted from January 20 to 26. The following communities will be able to receive funds:<ul><li>Naval and military sports lyceums, lyceums with enhanced military and physical training;</li><li>institutions with 200+ students;</li><li>institutions with up to 200 students if they are the only ones in the community that operate full-time/mixed mode and where students from at least two other institutions are brought.</li></ul>MoES commission will select the projects receiving funding through the DREAM digital platform. It will also consider the community's affiliation with the risk zone, in accordance with the Methodology for Risk Assessment in the Education System. Funding amounts are set for risk levels in proportion to the number of students:<ul><li>very high - 50% of the subvention</li><li>high - 40%;</li><li>moderate and satisfactory - 10%.</li></ul>To qualify for funding, an institution must meet the following conditions:<ul><li>distance or mixed type of learning;</li><li>buildings do not have damage caused by the war, or their repair does not require construction work;</li><li>no shelter (or only the simplest one) or it needs major repairs/reconstruction; availability of design and estimate documentation;</li><li>completion of the works by the end of 2025;</li><li>confirmation of co-financing from the local or regional budget is required.</li></ul>- In 2025, the state allocates a record UAH6.2 billion for school shelters, as full-time education remains a priority. At the same time, during the war, it was necessary to provide safety in schools, which involved modern infrastructure and a multi-level system of measures to protect children. That is why this year we have also provided a subvention for fire safety and metal detectors, which will be prioritized for schools that have joined the pilot project to strengthen security, - said Deputy Minister of Education and Science of Ukraine Nadiya Kuzmychova. How the funds for shelters will be distributed 1. Communities will submit a project through the DREAM system. 2. After submission, each project will be automatically prioritized according to key criteria: readiness, safety, co-financing, sustainability, financial efficiency, and community capacity building.&nbsp; 3. Scores for individual educational institutions will be calculated using increased coefficients:<ul><li>10 - for military lyceums and institutions participating in a pilot project to strengthen security during martial law;</li><li>1.5 - for educational institutions that are the only ones in the community that operate full-time and where students from two or more schools are transported.</li><li>each regional military administration will be able to distribute its 50 points among communities within each risk level. The regions will have 5 working days to do this.&nbsp;</li></ul>4. The MoES Commission will analyze all projects, starting with the highest priority and considering the risk levels.&nbsp; 5. MoES subvention for school shelters: projects are selected for funding through DREAM

The Ministry for Development of Communities and Territories of Ukraine, together with the DREAM Project Office, is conducting a series of training for communities and regional military administrations on creating projects and submitting applications under the European Investment Bank's Ukraine Recovery Program III.&nbsp;&nbsp; The agreement provides for the attraction of EUR 100 million to finance recovery and development projects. These include distributed generation facilities, municipal housing, water supply and sewerage, and healthcare.&nbsp;&nbsp; At the Ministry for Development initiative, this year's funds allocated to communities as a subvention from the state budget will be distributed using digital tools, namely the state digital restoration ecosystem for accountable management - DREAM.&nbsp;&nbsp; Digital tools are an important component of project management and ensuring the trust of international recovery partners, particularly through open data. DREAM allows the assessment of communities' real needs for recovery and the tracking of project implementation at all stages.&nbsp;&nbsp; - Teaching communities how to prepare and submit projects through digital tools is the key to creating viable investment projects. Therefore, it is important that as many local government representatives as possible join the training series. The training program is designed to meet the requirements of international partners, current legislation on the distribution of state budget subvention, and the system's functionality. For projects to be submitted correctly and receive funding, all communities planning to participate in the selection must undergo training, - said Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine, Minister for Development of Communities and Territories of Ukraine.&nbsp;&nbsp; So far, over 630 representatives of organizations involved in project work and planning to submit their project proposals for participation in the selection have already been trained in working with the ecosystem.&nbsp;&nbsp; During the webinar, participants discussed the essence of the "financial program" in the context of DREAM and detailed the conditions and process for applying for selection. Particular attention was paid to project content quality, selection prioritization under the Ukraine Recovery Program III, and further reporting on project implementation stages.&nbsp;&nbsp; - Together with the Ministry for Development, we are working to transform the public investment project management process. For the system to progress and develop, each participant must have comprehensive information about working with projects. Training for communities on applying for funding under the Ukraine Recovery Program III

Under the Ukraine Recovery Programme III financial agreement between Ukraine and the European Investment Bank, the EIB will allocate EUR 100 million to finance community recovery and development projects. These include distributed generation facilities, municipal housing, water supply and sanitation, and healthcare. These funds will be allocated to communities as a subvention from the state and local budgets. The selection of projects and distribution of funds will be carried out exclusively using the state DREAM ecosystem. According to Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for the Development of Communities and Territories of Ukraine, society and international partners currently demand transparent and accountable reconstruction. &nbsp;-The DREAM ecosystem is an effective digital tool that allows you to track every stage of project implementation. Our task is to teach communities to manage their resources wisely and attract new opportunities for recovery and development. We are working to direct international assistance to the regions by clearly defined needs. For many years, the European Investment Bank has been a reliable partner of Ukraine. Thanks to the EIB's support, we have implemented projects that have significantly improved the lives of people in the regions. They automatically receive information that a new funding source has appeared and understand what projects they can submit for this funding. Selection criteria:<ul><li>The municipality must fully own the facility.</li><li>Co-financing at the expense of the local budget, which is at least 23%, is mandatory.</li><li>Up-to-date design and estimate documentation (except for specific projects) must be prepared.</li><li>The project implementation period is 18 months.</li><li>The project implementation period for projects related to distributed generation facilities is until October 1, 2025.</li><li>The community is obliged to ensure the facility's further maintenance for at least 20 years from the date the project is completed.</li></ul> It is important that the projects that will be selected comply with the State and local regional development strategies and take into account the interests of key community stakeholders, namely vulnerable groups, NGOs, medical, educational, and social services. Funds under EIB's Ukraine Recovery Programme will be distributed using DREAM

The possibility to receive administrative services quickly and comfortably is one of the requirements of wartime. Today, ASCs in Ukraine provide people with 200 to 400 administrative services. OCP announces a tender for services to organize communication events

The first underground school was officially opened in Zaporizhzhia. The government has allocated UAH 500 million in subvention and an additional UAH 545 million as a subsidy to construct shelters in Zaporizhzhia region, - said Minister of Education and Science of Ukraine Oksen Lisovyi.The construction was carried out according to a typical UNICEF project at the expense of a state subvention and co-financing from the local budget. These shelters will allow 100,000 children to return to full-time education in safe conditions. Currently, 79 such facilities are being actively built or repaired. The main difference between this year's subvention distribution and last year's is the use of the DREAM ecosystem to ensure fast and transparent digital procedures and the selection of projects by the MOES commission.Restoring access to full-time and safe education is a government priority. Opening an underground school in frontline Zaporizhzhia is an important step towards ensuring quality offline education even in the most difficult conditions.
