Under the financial agreement between Ukraine and the European Investment Bank (EIB), the "Ukraine Recovery Program III" provides for attracting €150 million to finance recovery and development projects in communities.&nbsp; These funds will be allocated to communities as subventions from the state budget to local budgets.&nbsp; The selection of projects will be carried out using the DREAM system.&nbsp; According to Deputy Minister for Development of Communities and Territories of Ukraine Oleksii Riabikin, there is currently a demand from society and international partners for transparent and accountable recovery. The DREAM system is an effective digital tool that allows monitoring every stage of project implementation.&nbsp; "First and foremost, we must support frontline communities. The focus of the third phase of the Ukraine Recovery Program will be precisely on these territories. At the same time, other regions will also remain within our attention. It is necessary to support growing economic activity, and we will do so with the help of our instruments," said Oleksii Riabikin.&nbsp; Project selection will be carried out in the following areas:<ul><li>reconstruction and construction of housing for internally displaced persons (IDPs), which will be in the communal ownership of communities (Rivne, Zhytomyr, Vinnytsia, Kirovohrad regions);</li><li>development of public utilities, namely: creation of heating, water supply, sewage systems, and distributed generation networks;</li><li>construction of healthcare facilities, including rehabilitation centers, cluster hospitals, etc.;</li><li>shelters for educational and healthcare institutions, as well as for current projects of the European Investment Bank (EIB);</li><li>completion of highly ready construction projects, in particular in the field of secondary and preschool education;</li><li>creation of an accessible environment for all residents of communities within the flagship project of the Ministry for Development "Movement Without Barriers"; safety centers;</li><li>kitchen factories for school catering.</li></ul>Head of the DREAM Project Office Viktor Nestulia emphasized that DREAM, as a public investment management system, fully covers the entire cycle from planning and initiating a project to its preparation, appraisal, formation of sectoral and national project pipelines, allocation of funding, and implementation.&nbsp; The Ministry has decided to conduct the selection of such projects through the system. This means that all requirements will be structured in a single format, understandable to everyone.&nbsp; "We are once again glad to help the Ministry for Development, the European Investment Bank, and every community and region to create the opportunity to submit their project, receive funding, and implement it transparently and accountably. One of the tasks of the DREAM platform is to create a unified project portfolio for each community, region, and state. Anyone can enter the DREAM platform and, in real-time, see submitted applications, their priority, funding decisions, which projects received funds, and which did not. This is a fundamentally new level of transparency," said Viktor Nestulia.&nbsp; Conditions for participation in the selection:<ul><li>the object must be fully in communal ownership.</li><li>mandatory co-financing from local budget funds of at least 23%.</li><li>availability of up-to-date project and cost estimate documentation (with exceptions for certain types of projects).</li><li>project implementation deadlines – 18 months.</li><li>the community is obliged to ensure the further maintenance of the facility for at least 20 years from the date of project completion.</li></ul>Projects participating in the selection must align with the State and local strategies for regional development, taking into account the interests of key community stakeholders, particularly vulnerable population groups, NGOs, medical, educational, and social services.&nbsp; Proposals must be submitted by 18:00, September 30, 2025 (inclusive).&nbsp; Reporting on project implementation stages will be carried out through the DREAM ecosystem by the 20th of each month.&nbsp; The DREAM Project Office team will provide training and support for applicants. As part of the public investment management (PIM) reform, the DREAM team has introduced another update to the system's functionality, which serves as the digital foundation for PIM. A space for business, ideas, and recovery: how a neglected landmark became a center of the community's economic growth&nbsp; In the heart of Lutsk, a multifunctional business hub has opened in the former "Batkivshchyna" cinema building. Once a neglected and half-ruined architectural monument from 1938, the site has now been revitalized — with a coworking area, offices, conference halls, modern equipment, and a space for the development of small and medium-sized businesses, including veteran-led initiatives.&nbsp; <img alt="1.jpeg" src="https://cms.dream.gov.ua/uploads/1_99f2059651.jpeg" srcset="https://cms.dream.gov.ua/uploads/thumbnail_1_99f2059651.jpeg 212w, https://cms.dream.gov.ua/uploads/small_1_99f2059651.jpeg 500w, https://cms.dream.gov.ua/uploads/medium_1_99f2059651.jpeg 750w" sizes="100vw" width="750"> "The old cinema had been falling into ruin for years, but we were guided by the idea of creating an environment where businesses could realize their potential, coordinate, cooperate, and thereby strengthen the city's economy while presenting the community both in Ukraine and abroad," said Borys Smal, Director of the Department of Economic Policy of Lutsk City Council.&nbsp; "We didn't want to destroy the old and build something completely new, but rather to preserve the authenticity, modernize it, and give the building a new life. And I believe we succeeded thanks to the joint efforts of designers, architects, and builders," - emphasized Vasyl Lishchuk, Head of the Capital Construction Department of Lutsk City Council.&nbsp; The building was practically reconstructed from scratch. Additionally, the facility features a large, multifunctional hall that accommodates up to 300 people, a 40-seat conference room, and two smaller halls.&nbsp; "We are creating an environment where businesses can coordinate, cooperate, and develop the community's economy, presenting Lutsk both in Ukraine and abroad," emphasized Borys Smal. "One of the grant's conditions was to create space for at least 12 different businesses to operate here. These could be photo studios, design studios, consulting firms, or accounting services — enterprises that are environmentally friendly and can function in the city center."&nbsp; He also emphasized that the hub could not only serve as a catalyst for the local economy but also generate revenue for the city's budget. According to preliminary estimates, the city's share of investment is expected to pay off in approximately two years. The new space is already open for conferences, training sessions, business forums, and cultural events. A Modern Business Hub Opens in Lutsk in the Former "Batkivshchyna" Cinema Building

The Strategic Investment Council has approved the State Single Project Pipeline (SPP) of public investments for 2026. It is the final list of the most prioritized and strategically important projects and programs across different public investment sectors. The approved SPP covers the following public investment sectors:<ul><li>environment;</li><li>energy;</li><li>housing;</li><li>municipal infrastructure and services;</li><li>education and science;</li><li>healthcare;</li><li>legal affairs and judiciary;</li><li>public services and digitalization;</li><li>public finance;</li><li>social sphere;</li><li>transport.</li></ul>According to Cabinet of Ministers Resolution No. 527 of February 28, 2025, the stages of project preparation include the development of a pre-feasibility study and a full feasibility study. This involves justifying the strategic, economic, financial, managerial and commercial feasibility of PIPs. For programs, feasibility studies must justify the strategic, economic, financial and managerial feasibility. The DREAM Project Office team was involved in coordinating the preparation of national-level projects and programs with their initiators. Presentations were held, explanations of the preparation logic were provided, training on using the DREAM system was conducted, and support for responsible stakeholders was ensured. In addition, the Cabinet of Ministers of Ukraine has approved the resolution “On Amendments to the Resolution of the Cabinet of Ministers of Ukraine of February 28, 2025 No. 527” on public investment management - https://bit.ly/41roW9f The amendments are aimed at:<ul><li>improving pre-investment preparation procedures;</li><li>improving the quality of feasibility studies;</li><li>introducing unified approaches to the use of the DREAM system;</li><li>differentiating requirements depending on the project value.</li></ul>The reform of public investment management is changing the strategic approach to the development of communities and regions. By the end of August, local project teams must form and approve Medium-Term Plans of Priority Public Investments (MIP). After that, to implement the main directions of the MIPs, communities and regions will prepare public investment projects and programs. SPPs at the community and regional levels must be formed in October. The SPPs at the regional or community level, as well as the national SPP, are formed using DREAM system, which makes project pipelines transparent and accessible for review, analysis and monitoring by line ministries, international partners, international financial organizations, the public, and potentially increases opportunities for obtaining financing from other sources. The line ministries, responsible for reform implementation, the DREAM Project Office team, the Open Contracting Partnership and other partners are preparing explanatory and training campaigns to strengthen local capacities and ensure effective public investment management.

State Single Project Pipeline of Public Investments for 2026 Approved

Several russian Telegram channels are spreading false information about an alleged "hack" of the DREAM electronic platform. We emphasize: the data being portrayed as “leaked” is, in fact, open data. It is publicly accessible to anyone via the DREAM system’s open API (Application Programming Interface), which is documented on the platform’s public portal. Similar manipulations were previously used regarding the Prozorro and Prozorro.Sale systems, which were also subjects of comparable false claims. Openness is one of the core principles behind DREAM. Open data is actively used by civil society organizations, journalists, analysts, and private services to enhance transparency and efficiency in managing public investments. We assure you: there has been no leak of personal data, nor any technical or infrastructural breach of the system. User data, project information, donor records, and contacts remain fully protected. In early 2025, as part of cooperation with the European Commission and the EU4PFM project, the international company EY conducted an independent IT audit of the DREAM system. The audit assessed compliance with global best practices for software, information, and infrastructure security of IT systems, as outlined in the Application Security Verification Standard (OWASP ASVS). It covered all key control areas, including data security, internal networks, infrastructure, monitoring services, and access control. &nbsp;The audit confirmed the platform's reliability and high level of compliance, particularly in safeguarding information assets. All identified potential vulnerabilities were addressed as part of this year’s system update cycle. We urge media outlets, analysts, and the public to rely only on verified sources of information and to refrain from spreading narratives that are part of information attacks by the aggressor state.

Data protection and transparency are DREAM’s priorities — no breach or data leak has occurred

The Government of Ukraine has approved a new procedure for using the funds of the State Fund of Regional Development (SFRD). This measure enables the revival of support for community projects after a three-year hiatus caused by the full-scale war. For 2025, one billion hryvnias is allocated to infrastructure restoration and development projects. These funds will be provided to communities in the form of a subvention from the state budget to local budgets. Selection will be conducted among projects entered into the DREAM system that are part of public investment projects included in the Single Project Pipeline for 2025, in accordance with <a target="_blank" rel="noopener noreferrer" href="https://zakon.rada.gov.ua/laws/show/903-2024-%D0%BF#Text">Cabinet of Ministers Resolution No. 903 of August 9, 2024.</a> Applications will be submitted through DREAM from September 1 to September 10, 2025, 6 p.m. Main eligibility criteria for community projects:<ul><li>Alignment with the priorities of the State Strategy for Regional Development for 2021–2027, regional development strategies, and community development strategies;</li><li>State or municipal ownership of the asset;</li><li>The project implementation plan must not exceed 18 months;</li><li>Availability of up-to-date project documentation developed in compliance with current DBN (State Building Norms), DSTU (Ukrainian National Standards), and guidelines (incorporating energy efficiency, inclusion, etc.);</li><li>Co-financing from local budgets – at least 10%;</li><li>Capacity of authorities to ensure subsequent maintenance of assets at the expense of local budgets and other legally permissible sources;</li><li>Assets must remain in the state or municipal ownership of the respective territorial communities and be used for their intended purpose for at least 20 years from the project completion date.</li></ul>“We are pleased to return to the operation of the State Regional Development Fund. Only assets located in territories of Ukraine, excluding active combat zones or territories temporarily occupied by the Russian Federation, and included in the list of territories approved by t<a target="_blank" rel="noopener noreferrer" href="https://zakon.rada.gov.ua/laws/show/z0380-25#Text.">he Ministry for Development by Order No. 376 dated February 28, 2025, are eligible to participate.</a> Priority sectors for selection include public investment projects in:<ul><li>Municipal infrastructure and services: water supply, wastewater, and heating facilities;</li><li>Education: pre-school, primary, and secondary education institutions; Healthcare: hospitals, outpatient clinics, etc.;</li><li>Civil protection: civil protection shelters are located in educational institutions, healthcare facilities, and social protection centers, and serve community needs, safety centers, alert systems;</li><li>Public services: administrative service centers, administrative buildings and premises, etc.</li><li>Proposals for public investment projects to be financed from the SFRD may be submitted by local self-government bodies, local executive authorities, and executive bodies of village, settlement, and city councils of territorial communities</li></ul>Prioritization criteria include:<ul><li>Projects requiring funding of up to 70 million hryvnias;</li><li>Project readiness for implementation (availability of current design and estimate documentation, completed procurement procedures, concluded contracts);</li><li>Status of development/approval of regional and local development strategies;</li><li>Community capacity is based on the tax capacity index of the relevant budget;</li><li>Project implementation timeline.</li></ul>Application stages in DREAM: 1. Updating information and documents in the relevant sections of the user’s electronic cabinet; 2. Submitting proposals with an electronic signature of the authorized person; 3. Automatic project prioritization based on established criteria by the DREAM system’s software; 4. Formation of a ranked list of projects with a unique identifier (ID) assigned to each project; 5. Analysis of the ranked list of projects formed based on prioritization results and issuance of relevant conclusions. Over 400 representatives from Donetsk, Luhansk, Poltava, and Kharkiv regions took part in the discussion of the Public Investment Management (PIM) reform being implemented by the Government of Ukraine. In June and July, presentations were held in Vinnytsia, Dnipro, Kyiv, Lutsk, Mykolaiv, Uzhhorod, and Chernihiv. In total, about 3,500 representatives of local self-government bodies and regional military administrations from all Ukrainian regions participated in regional events. These practical presentations are aimed at strengthening the capacity of authorities to implement the PIM reform at local and regional levels. Participants gained access to an extensive array of valuable resources — sample documents, successful case studies, and comprehensive answers to questions — all of which will help them better understand the next steps within the reform and adapt to upcoming changes. Deputy Minister for Development of Communities and Territories of Ukraine Oleksii Riabykin, in his address to the participants, emphasized the importance of the reform in addressing disparities in regional development. Communities and RMAs have already begun establishing management structures under the PIM reform and forming the Medium-Term Plan of Priority Public Investments (MIP). While preparing MIPs at the local and regional levels, communities and RMAs must define priority investment areas based on approved development strategies relevant to their level. DREAM Project Office Head Viktor Nestulia outlined the reform's logic and how DREAM is being transformed into a public investment management system. As part of the PIM reform, a unified digital model is being introduced for the creation, evaluation, and prioritization of projects at all levels, based on leading international practices. DREAM serves as a single-entry platform for investment management at the community, regional, and national levels. "The PIM reform aims to fundamentally change Ukraine's approach to strategic investment planning and synchronize it with the European Union's requirements and budget cycles. It introduces systemic changes and unifies approaches to public investment management in line with EU standards. The digital architecture enables the implementation of these complex solutions and optimizes management processes through integration with national e-registers and systems.
