Description of the project

The project is aimed at a radical modernization of the educational and material base of the institution for training qualified workers in the agricultural sector. Kirovohrad region is one of the leaders in agricultural production in Ukraine (4.8% of the country's land), but the industry is experiencing an acute shortage of specialists who can work with modern energy-intensive equipment and precision farming systems. The creation of the RPC will allow to bridge the gap between theoretical education and the real requirements of agribusiness.

The goal of the project is to create a modern, energy-efficient and inclusive educational environment at Vocational School No. 36 in the town of Novgorodka by technologically upgrading workshops, implementing safety measures, and modernizing laboratories to train highly qualified specialists in accordance with the requirements of the modern labor market.

Problems and solutions resulting from project implementation

The key problem of Vocational School No. 36 of the village of Novgorodka is a significant technological gap between the existing outdated material and technical base and modern requirements of the agricultural market, which reduces the competitiveness of graduates and limits opportunities for training the adult population and veterans in nearby communities with a total population of over 200 thousand people. The lack of highly efficient new generation equipment, such as precision sowing systems or energy-saving tractors, leads to excessive fuel consumption and lower yields on training fields, which hinders the development of the institution's special fund. The implementation of the project will allow for the complete modernization of the infrastructure by creating a modern Training and Practical Center with an area of 989 $m^2$, ensuring 100% employment of graduates thanks to mastering Mini-till technologies and working with intelligent sowing complexes.

Методологія оцінки попиту при підготовці цієї заявки базувалася на комплексному аналізі трьох ключових рівнів: державного, регіонального та галузевого. Основними інструментами оцінювання стали: Аналіз ринку праці через державні сервіси: Використання даних Державної служби зайнятості, які підтвердили наявність 381 вакансії в регіоні за сільськогосподарським профілем. Статистичне моделювання регіональної потреби: Враховано питому вагу Кіровоградської області в аграрному секторі України (4,8% угідь) та кількість діючих суб’єктів господарювання (3,4 тис. підприємств та 2,6 тис. фермерських господарств), що формують сталий попит на механізаторів. Географічний аналіз доступності: Оцінка територіального охоплення показала, що ПТУ №36 є єдиним потенційним центром підготовки для 7 сусідніх громад із загальним населенням понад 200 тис. осіб, оскільки найближчий аналогічний НПЦ знаходиться на критичній відстані у 90 км. Пряма взаємодія з роботодавцями (Стейкхолдерами): Попит підтверджено офіційними листами підтримки та договорами з ключовими партнерами (ПА «МЮННТ», ТОВ «Прогрес», ТОВ «Клондайк»), які виступають прямими замовниками кадрів. Прогнозування соціального запиту: Аналіз демографічної ситуації та потреб у перепідготовці вразливих груп (ВПО, ветерани) через ваучерну систему навчання від центру зайнятості.
