Description of the project

Main goal: operation of the INNOVATION FORPOST Industrial Park, creation of modern industrial, transport, logistics, and market infrastructure. The Industrial Park aims to: ensure sustainable economic development of the city of Dnipro; improving the well-being of the city's residents by creating favorable conditions for attracting domestic and foreign investment into the city's economy; introducing modern technologies; increasing the city's competitiveness; increasing revenues to the city budget of Dnipro and the state budget of Ukraine; creating a modern industrial, transport, logistics, and market infrastructure.

Specific project objectives: construction of engineering and road transport infrastructure networks for the INNOVATION FORPOST Industrial Park.

Project relevance: The city needs to revitalize old industrial areas, create new industrial industries, and generate new high-paying jobs.

Description of the purpose of the project and ways to achieve it

he city needs to revitalize old industrial areas, create new industrial industries, and new high-paying jobs. The work of the Industrial Park is aimed at: ensuring the sustainable economic development of the city of Dnipro; improving the well-being of the city's residents by creating favorable conditions for attracting domestic and foreign investment into the city's economy; introducing modern technologies; increasing the city's competitiveness; increasing revenues to the city budget of Dnipro and the state budget of Ukraine; and creating modern industrial, transport, logistics, and market infrastructure. The project involves the creation of modern industrial, transport, logistics, and market infrastructure through the construction of engineering and transport networks and the subsequent operation of the industrial park, attracting private investors as residents who will create new production capacities on the territory of the industrial park. In addition, adjacent land plots with a total area of 10 hectares, in accordance with the Detailed Plan, provide for public development and the creation of modern services (park alley, shopping center, residential complex, kindergarten, veteran hub).

Problems and solutions resulting from project implementation

The main problems standing in the way of Dnipro becoming an innovative, prosperous, and modern megacity, and which the project aims to solve, are: the prospect of depopulation, a lack of high-paying jobs, and the presence of old industrial zones. Depopulation. According to the pessimistic forecast of the Dnipro Master Plan, the population is expected to decline by 172,000 by 2030. The largest decline will be observed among the working-age population. Commuter migration may remain at the current level. Lack of high-paying jobs. The city needs to create high-paying jobs. Industrialization in its previous form, i.e., the emergence of enterprises solely on market principles without the participation of local government and the state, is no longer effective; a new approach is needed. Job creation is a pressing issue for the development of the city of Dnipro. Old industrial zones. Among the industrial lands of Dnipro, there are more than 500 hectares of industrial sites that have exhausted their resources and need revitalization. The demand from small and medium-sized businesses for well-maintained areas in industrial zones is consistently high. The INNOVATION FORPOST industrial park has become the first pilot project for the revitalization of such territories. The development of the INNOVATION FORPOST Industrial Park solves problems such as the renovation and restoration of industrial enterprises and territories, as well as the creation of new high-paying jobs, which in turn will reduce the risk of a pessimistic scenario of city depopulation.
