General information

Description of the project

Providing housing for residents of the Selydiv community is an important initiative to support them. The community with a population of 37,400 residents faced an urgent need  to provide housing for residents who lost the opportunity to live in their homes as a result of the armed aggression of the Russian Federation and the temporary occupation of the community. A large number of families are in difficult living circumstances and are forced to pay a significant amount for housing rent, so the issue of providing housing for residents who were forced to leave their homes in search of safe shelter is a priority for the city council, especially for people from socially vulnerable groups.  The project involves the reconstruction of a  two-story building (dormitory) located in the village of Mykolaivka, Odessa region, which was built in 1979, with a total area of 627.7 m. The building has not been used for its intended purpose for a long time and is in unsatisfactory condition.

Description of the purpose of the project and ways to achieve it

The goal of the project is to create safe, comfortable and accessible living conditions for internally displaced persons by reconstructing the existing dormitory building and bringing it up to modern sanitary, technical and social standards. The following main activities are planned for the implementation of the project: Design and technical preparation: conducting a technical inspection of the building; developing design and estimate documentation; undergoing an examination and obtaining permits. Construction and repair work: reconstruction of structural elements; replacement of engineering networks (electricity, water supply, heating, ventilation); redevelopment of premises to create living rooms, kitchens, bathrooms and common areas; ensuring barrier-free conditions for low-mobility groups of the population. Equipment and improvement: equipping the premises with the necessary equipment; arranging the adjacent territory; installing a security system. The target level envisages a fully renovated and equipped building suitable for housing 10 IDP families, meeting all safety, accessibility and energy efficiency standards.

Problems and solutions resulting from project implementation

1. Temporary occupation of the community and lack of housing. For a long time, the community was under constant enemy shelling. Residential buildings, social institutions and infrastructure were destroyed and damaged. Therefore, in August 2024, enterprises of all forms of ownership, business entities and residents of the community were forced to evacuate to safer regions in order to escape massive shelling. Today, the community is temporarily occupied by the Russian Federation (order of the Ministry of Development of Communities and Territories of Ukraine dated 02/28/2025 No. 376 “On Approval of the List of Territories in Which Combat Operations Are (Were) Conducted or Temporarily Occupied by the Russian Federation” dated 01/04/2025). The majority of the population moved to Odessa, Lviv, Kyiv, Kirovohrad, Poltava and Dnipropetrovsk regions. As of 08/28/2025, according to the Unified Information Database on Internally Displaced Persons, 19,286 of our residents received IDP status, including: 7,461 able-bodied persons, 3,645 children under 18 years of age, 5,936 pensioners, 1,624 persons with disabilities. There are also 27 large families and 2 foster families in the community. According to the Social Protection Department, there are 64 war veterans and 46 deceased servicemen. The community's housing stock consisted of 471 apartment buildings and 4,036 private sector houses. The scale of the destruction of the housing stock as of September 1, 2024 was almost 50%. After the occupation of the territory, the state of the housing infrastructure is unknown. 2. Housing conditions of IDPs and vulnerability of tenants. Paying for housing causes more difficulties for people who rent than for people who live in their own homes. For many Ukrainians who rent housing, paying for it and utilities has become a financial burden that accounts for a significant part of their income. Household expenses for housing (rent and utilities) make up from 50 to 70% of income. To meet their basic housing needs, some residents resort to: delaying rent payments; moving to housing with worse conditions; being forced to save on food or clothing. Also, due to the burden on the family budget, late payment for utilities is made, refusal of basic needs, which increases their social and economic vulnerability - especially in the winter. 3. Lack of affordable housing as a barrier to and integration. Housing affordability is a key factor affecting the mobility and integration of IDPs. A significant part of IDPs who have lost their homes decide to stay permanently in new communities. 4. Another important point is the location of the KNP "Selydiv Central City Hospital" and the KU "Center for Social Services" of the Selydiv City Council in the village of Mykolaivka. The employees of the hospital and the center for social services are forced to look for housing in the village so that their wards and patients can receive timely assistance.
