Description of the project

             The purchase of a school bus is necessary to ensure unhindered access to quality education for students of the Sambir urban territorial community, especially those living in remote settlements of the community. The Sambir community, established in 2020, includes 1 city and 3 villages, on the territory of which 12 general secondary education institutions operate. To ensure equal access to quality education, it is necessary to create appropriate conditions for safe, regular and free transportation of students, children and teaching staff, especially in rural settlements of the community, which is provided for by the Laws of Ukraine "On Education", "On General Secondary Education", "On Preschool Education" and "On Local Self-Government". The lack of proper specialized transport creates difficulties in regular school attendance, especially in the autumn-winter period. The new specialized school bus will provide safe and comfortable transportation for students, promote equal access to education, reduce absenteeism, and improve the quality of educational services in the community.

To ensure equal access to quality education for all children of the Sambir urban territorial community by purchasing a school bus for safe, regular and free transportation of students, children and teaching staff, especially from remote rural settlements, in accordance with the requirements of Ukrainian legislation and taking into account the needs of educational institutions in the community.

Problems and solutions resulting from project implementation

The main problems that the project should address are the lack of school transport for students from rural areas, unequal access to quality education, and risks to children's safety during their daily commute to educational institutions. Due to the lack of their own bus, children are forced to walk significant distances or use private transport, which leads to missed classes, fatigue, decreased performance, and limited participation in extracurricular activities. The problem is especially relevant now, when the community is actively working to create a safe and inclusive educational environment in accordance with state standards. If this problem is not resolved, inequality in access to education between urban and rural children will persist, the social isolation of students from remote areas will deepen, and the risk of injuries or accidents while independently getting to school will increase. The project will ensure regular, safe, and free transportation for students, including children with special educational needs; improve attendance and learning outcomes, strengthen links between schools in the community, and create opportunities for children to participate in extracurricular, cultural, and field trips. Ultimately, this will contribute to improving the quality of education, social cohesion, and equal opportunities for all children in the community.

    The project to purchase a specialized school bus provides significant social benefits: it increases the accessibility of education for all students, in particular from remote villages and low-mobility population groups, ensures inclusiveness and participation of children in extracurricular activities, excursions and clubs, which contributes to comprehensive development, and also eliminates inequality between students of urban and rural schools and increases transportation safety. Social costs include the initial capital costs of purchasing a bus (3,900,000 UAH), operating costs for driver salaries, fuel, maintenance and insurance, administrative costs for organizing routes and managing transportation, as well as depreciation costs associated with the wear and tear of the bus over its service life.
    Environmental benefits and costs
    The implementation of the project to purchase a specialized school bus contributes to environmental benefits: the number of individual transportations of students by private vehicles decreases, which reduces emissions of harmful gases and reduces air pollution, contributes to more efficient use of fuel and increased energy efficiency of transport, and also allows for centralized control of the technical condition of the bus to minimize negative environmental impact. Environmental costs include the production impact of the bus, fuel consumption and CO₂ emissions during operation, the need for maintenance and disposal of the vehicle at the end of its service life.
