General information

Description of the project

The public investment project involves the restoration of an apartment building damaged by hostilities. According to the adjusted design and estimate documentation, the total cost is 32,055.460 thousand UAH, of which emergency works worth 15,992.246 thousand UAH have already been completed. The project covers the remaining construction works: comprehensive thermal modernization, reinforcement of load-bearing structures, renewal of engineering networks, as well as ensuring physical accessibility and landscaping of the adjacent territory for the safe living of residents.

Description of the purpose of the project and ways to achieve it

The goal of the project is to ensure the reliability, safety, and extension of the operational life of the damaged apartment building at 203-D Yablunska St. by carrying out a complex of capital repair works. The method of achieving this goal involves performing construction and installation works in accordance with the adjusted design and estimate documentation. The existing gap lies in the fact that the restoration of the facility has already begun, and as of November 6, 2025, construction works worth 15,370.398 thousand UAH have been completed; however, the building does not yet meet modern safety and energy efficiency standards for full-fledged living. The planned result is a fully restored facility (consequence class CC2), modernized in accordance with modern standards, with the introduction of innovative energy-efficient solutions, which will significantly improve the overall condition of the community's housing infrastructure.

Problems and solutions resulting from project implementation

The key problem is the impossibility for residents to live safely and comfortably in their own apartment building due to the damage caused by hostilities. The urgency of the problem is due to the need for the fastest possible return of citizens to their homes and the prevention of further destruction of the load-bearing and enclosing structures of the building under the influence of external weather factors. If this problem is not resolved, there is a critical risk of deterioration in the technical condition of the partially repaired elements, which will lead to the depreciation of the already invested funds (almost 16 million UAH) and increased social tension due to the lack of housing. Positive changes as a result of the project implementation: Complete elimination of the emergency condition of the building and stabilization of the structures. Restoration of residents' access to safe housing modernized to modern standards. Increasing the energy efficiency of the facility, which will allow for more rational use of energy resources during further operation. Overall improvement of the condition of the residential infrastructure in the city of Bucha.
