General information

Description of the project

In response to the urgent needs in the healthcare sector arising from the ongoing armed aggression against Ukraine, an investment project has been initiated to strengthen the capacity of the national healthcare system by modernizing the infrastructure for the diagnosis and treatment of breast cancer. The project is being implemented within the framework of the Framework Agreement between the Government of Ukraine and the Government of the French Republic on official support for the project to modernize the diagnosis and treatment of breast cancer dated June 11, 2024, ratified by the Law of Ukraine No. 3970-IX. The Project provides for the attraction of official support for the Government of Ukraine in the form of a concessional loan from the Treasury of the French Republic for a maximum amount of 11,621,200 euros. The lender is the Government of the French Republic, represented by Bpifrance Assurance Export (Institutional Activities Directorate), acting on behalf of and in the interests of the French side. The borrower is Ukraine represented by the Minister of Finance of Ukraine or the Head of the Debt Agency of Ukraine (in the case of the latter - after the start of its work on behalf of the Minister of Finance of Ukraine). The project will be implemented on the basis of a supply agreement concluded between the Ministry of Health of Ukraine as the responsible body of the Government of Ukraine and the French company GE Medical Systems SCS as the supplier. The list of healthcare institutions (recipients) is included in the supply agreement between the Ministry of Health of Ukraine and the French company GE Medical Systems SCS. According to the concluded supply agreement, it is envisaged to supply and install 25 mammography systems for healthcare institutions of Ukraine. The agreement covers the full implementation cycle, in particular: supply of medical equipment, installation and commissioning, quality control of the equipment at the installation site, technical training of medical personnel, commissioning of the equipment, warranty service. The project is aimed at increasing the availability of modern mammographic diagnostics, ensuring early detection of breast cancer, reducing mortality from cancer, and strengthening the institutional capacity of the Ukrainian healthcare system under martial law and post-war recovery.

Description of the purpose of the project and ways to achieve it

Increasing the efficiency of breast cancer diagnosis and treatment in Ukraine by providing healthcare facilities with modern digital mammography equipment, increasing the level of early detection of the disease and implementing European standards of medical care. The justification is based on an analysis of the epidemiological situation and incidence of breast cancer in Ukraine, where the disease is the most common oncological disease among women and the main cause of cancer mortality. The level of provision of healthcare facilities with medical equipment, which is currently insufficient and uneven between regions, is taken into account. Criteria for selecting healthcare facilities are included that guarantee the effective use of equipment and equal access of patients to medical services. The expected socio-economic effect of the project implementation: improving the quality of medical care, increasing screening coverage, reducing breast cancer mortality and effective use of budget funds.

Problems and solutions resulting from project implementation

The implementation of the project to supply and install 25 mammograms will have the following results: ● Increasing the number of early diagnoses thanks to modern mammography technologies, which will improve the prognosis and effectiveness of treatment. ● Reducing the mortality rate from breast cancer due to early detection and timely treatment. ● Improving the quality of medical services in accordance with international standards. ● Increasing the efficiency of using budget funds through centralized equipment supply and equitable distribution of resources between regions. The project meets the goals of the Healthcare System Development Strategy for the period until 2030 and the Government's plan to ensure universal access to quality medical services for the population. The implementation of the project to modernize the diagnosis and treatment of breast cancer will contribute to a significant improvement in oncological care in Ukraine. Using international experience in the field of diagnosis and treatment of breast cancer will allow not only to equip hospitals with modern equipment, but also to introduce the latest methods of diagnosis and treatment, which will have a positive impact on the health of the population.

При визначенні закладів, які отримають обладнання, було враховано такі ключові фактори: 1. Епідеміологічна ситуація та статистика захворюваності. ● У 2023 році в Україні зареєстровано 12 683 нових випадки раку молочної залози, з них 12 582 — у жінок і 101 — у чоловіків. ● Рак молочної залози є найпоширенішим онкологічним захворюванням серед жінок в Україні, посідаючи перше місце в структурі захворюваності та смертності від злоякісних новоутворень жіночого населення. Вікові показники захворюваності: ● У віковій групі 18–24 роки рак молочної залози займає третє місце в структурі захворюваності українок (10,8%). ● У вікових групах від 30 до 74 років він стабільно лідирує, складаючи від 27,6% до 20,6% випадків. Вікові показники смертності: ● У вікових групах 30–54, 55–74 та 75+ років рак молочної залози є провідною причиною смертності від раку серед жінок, складаючи 24,5%, 20,6% та 18,5% відповідно. 2. Рівень забезпеченості медичним обладнанням. ● Багато закладів охорони здоров’я потребують оновлення або модернізації діагностичного обладнання для раннього виявлення та лікування раку молочної залози. ● Враховано технічний стан наявного обладнання, термін його експлуатації та можливість інтеграції нових технологій.
