State Single Project Pipeline

Within the Public Investment Management (PIM) reform being implemented by the Government of Ukraine, a unified approach to managing public investments is being introduced at the national, regional, and local levels. In particular, a legislative framework regulating PIM matters has been approved.

The procedure for forming the Single Project Pipeline (SPP) of public investments at the state, regional, and community levels is regulated by Cabinet of Ministers Resolution No. 527 of February 28, 2025. According to the procedure, the SPP contains a list of priority projects and programs from sectoral pipelines that have undergone expert appraisal and have been approved by the Strategic or Local Investment Council as eligible for the corresponding budget financing.

The formation of the SPP at state, regional and community levels through the DREAM ecosystem ensuring transparency and enabling review, analysis, and monitoring by sectoral ministries, international partners, IFIs, and the public. This enhances opportunities for attracting funding.

Information regarding projects and programs is displayed on the State Single Project Pipeline, in accordance with the decisions of the Strategic Investment Council, which are official and subject to mandatory use. At the same time, the public API of the system may temporarily display information that differs in certain particulars from the information published on the portal; such discrepancies are of a purely technical nature and shall be remedied in the prescribed manner.

Construction of a 41.5 MW solar power plant
The project involves the construction of a modern gas-fired power plant with an installed capacity of up to 20 MW on the territory of the production facilities of the utility in the Lviv region. The plant will operate on natural gas and annually produce about 81.8 GWh of electricity, which will be supplied to the day-ahead market (DAB) in peak load mode, as well as to provide auxiliary services to NPP Ukrenergo. The installation of gas-fired power plants will increase the flexibility and stability of the Unified Energy System of Ukraine, reduce dependence on unstable electricity supplies and ensure effective integration of renewable energy sources. Due to their technical characteristics, the gas-fired power plants are able to start and stop quickly, operate in variable modes, which makes them an optimal tool for balancing the power system. The implementation of the project will contribute to the development of regional infrastructure, the creation of new jobs, increased energy security, and sustainable socio-economic development of the Lviv region.

Responding to the current challenges to the stability of the operation of the Unified Energy System of Ukraine (UES-U), JSC "Ukrnafta" made a strategic decision to focus on the production of electric and thermal energy using natural gas. A gas-piston plant is a generation system created on the basis of an internal combustion piston engine that runs on natural or other fuel. The project involves the installation of a complex of gas-piston plants with a total installed capacity of up to 20 MW on the territory of the production facilities of a utility in Cherkasy region, which will run on natural gas, in order to produce and supply electricity for sale on the "day-ahead market" (DAM) in peak load mode, and to provide auxiliary services to NPP "Ukrenergo". In addition to receiving additional profit, JSC "Ukrnafta" from the sale of electricity and/or the provision of auxiliary services, the project is designed to ensure the supply of an additional annual volume of thermal energy in the amount of ~ 22,307 Gcal for the territorial community, and electrical energy in the Unified Energy System-U in the amount of 82 GWh per year. In addition to the generation of electricity as such and ensuring the supply of additional heat supply, the feasibility of installing gas-piston plants is due to the growing need for balancing services in the Unified Energy System-U. Gas-piston plant technologies are best suited for flexible modes with frequent starts and stops and can therefore effectively cooperate with generating plants from renewable energy sources and provide system services. Thus, the gas-piston power plant will be able to provide the so-called auxiliary services for balancing the power system, in particular, during hours of no wind (for wind power plants) or sunlight (for solar power plants).
