General information

Description of the project

Civil defense building with the protective properties of a P5 group radiation shelter - separately located, one-story, above-ground, protected by a embankment, rectangular in plan with dimensions in axes 1/1-11/1 / A/1-E - 53.60x35.45 m. The height of the floor from the level of the clean floor of the building to the ceiling - 3.00 m.  The volume-planning solutions in the building provide for the main shelter rooms and auxiliary rooms. The main rooms include: the main shelter room, which is divided into several rooms; the sanitary post room; the control room (combined control room and fire station room / duty personnel room). Auxiliary rooms of the protective building: sanitary and hygienic; for ventilation and filter ventilation equipment; for storing contaminated clothing; for storing food; for storing water; for waste storage; DES premises. Structural system of the building - monolithic reinforced concrete incomplete frame with load-bearing external and internal walls, columns and horizontal disks of foundation and covering slabs. Building area 1714.52 sq.m, total area of the building 1419.16 sq.m. Shelter capacity 368 people.

The purpose of the project

Main goal:

Improving the condition of infrastructure

Secondary goal:

Ensuring inclusiveness and equal opportunities

Description of the purpose of the project and ways to achieve it

Indicators of goal achievement: Number of civil defense protective structures (shelters) built on the territory of secondary education institutions – 1 Number of people who can be accommodated in an equipped shelter and receive education in person - 368

Problems and solutions resulting from project implementation

Problem 1. The new shelter construction is under construction and requires funding to complete the project and put it into operation. Solution: Allocating funding in 2026 will facilitate the completion of the project and ensure safe conditions for education and the resumption of full-time education for more than 700 students in the community.

    Economic Analysis
    Social benefits and costs
Social benefits: increased safety of students, teachers and staff of the educational institution in conditions of military threats; ensuring continuity of the educational process through the presence of appropriate protective civil defense structures; reducing the risks of injuries and losses among the civilian population; increasing the trust of parents and the community in the educational institution; improving social resilience and community preparedness for emergencies. Social costs: temporary inconvenience for participants in the educational process during construction work; limited access to certain areas of the institution's territory for the period of project implementation
    Environmental benefits and costs
Environmental benefits (indirect): no negative impact on natural ecosystems, since construction is carried out within the existing built-up area; use of modern building materials and technologies that meet environmental and sanitary standards; minimization of operational losses of resources due to energy-efficient engineering solutions. Environmental costs (indirect): generation of construction waste during the work; short-term increase in noise and dust levels during the construction period.
    Indirect benefits and costs
Indirect benefits: increasing the overall level of safety of the community population due to the presence of a civil defense structure at the educational institution; ensuring a psychological sense of security for children, parents and employees of the institution, which has a positive impact on the quality of the educational process; increasing the attractiveness and sustainability of the community's social infrastructure; reducing potential socio-economic losses in the event of emergencies; indirect positive impact on the demographic stability of the community.
