General information

Description of the project

Before the full-scale invasion, the Yarmolyntsi preschool educational institution No. 3 "Dzvinochok" at the address: Khmelnytsky region, Yarmolyntsi village, Yaroslava Bilousa street, 24 A provided preschool education services to children of the Yarmolyntsi village territorial community.
The institution is designed for 23 pupils, but 47 children study at the institution, including 2 children from among internally displaced persons. The occupancy rate of the institution is more than 200%. Due to the fact that the institution's design capacity has been exceeded and the occupancy rate has almost doubled, it is impossible to ensure the provision of high-quality, safe educational services (accessible education) at the proper level.
The building was damaged as a result of a missile strike caused by the Russian military aggression. The lack of a civil defense structure, combined with the location, jeopardizes the safe education and upbringing of children in the existing institution.
The project involves the construction of a new kindergarten in the village of Nove Selo of the Yarmolynetsk community and aims to improve the accessibility and quality of education for preschool children in the community.
The main users of this institution are preschool children, including those with special educational needs. The design documentation takes into account barrier-free access and features adapted for children with musculoskeletal disorders, which reflects our desire for inclusivity. Some of the users are children from disadvantaged families and internally displaced persons, which emphasizes the need for a favorable and adaptive learning environment.
The project takes into account the principle «Build back better than before». A key component of the project is the integration of safety and inclusion, which is reflected in the design documentation. The kindergarten will be equipped with a civil protection structure capable of sheltering 158 people, which will ensure the safety of children and staff from potential external threats. The project takes into account environmental solutions, energy-efficient systems and environmentally friendly materials, which will contribute to the creation of a sustainable and healthy environment for all residents.
This project is extremely important for the Yarmolynetsk community, as it will ensure the rights of children to accessible and free preschool education, as stipulated by the Law of Ukraine “On Preschool Education”. In addition, this project will allow the community to maintain its population, as conditions will be created that will guarantee constant and high-quality childcare, allowing parents to focus on their work responsibilities.
The new kindergarten project aims not only to fill the educational infrastructure gap, but also to become a model for future educational projects in the region. Focusing on safety, inclusiveness, and sustainability, the project intends to significantly impact the educational development of the community.

Description of the purpose of the project and ways to achieve it

The purpose of the project: restoration of the educational process, creation of appropriate conditions and environment (barrier-free/accessibility, safety, safe inclusive educational environment and environmental friendliness) for providing modern high-quality preschool education to children of the Yarmolyntsi community by constructing a new building of a preschool education institution. As a result of a missile strike by the Russian Federation, the building of the Yarmolyntsi preschool education institution No. 3 “Dzvinochok” was damaged at the address: Khmelnytsky region, Yarmolyntsi village, Yaroslava Bilousa st. 24 A. The absence of a protective civil defense structure makes it impossible to conduct safe education and upbringing of children in the existing building of the institution. To ensure (restore) a safe, modern educational process for preschool children of the Yarmolyntsi village territorial community, a decision was made to construct a new building of a preschool education institution at the address: Shkilna st. in the village. Nove Selo of Yarmolyntsi settlement council, Khmelnytskyi district, Khmelnytskyi region. A local-level project covering 4 settlements of the Yarmolyntsi settlement territorial community: the settlement of Yarmolyntsi, the village of Nove Selo, the village of Tomashivka, the village of Sokolivka. For the Yarmolyntsi settlement territorial community, this project is relevant, since its implementation will provide an opportunity to ensure the rights of children to access and free preschool education in accordance with the Law of Ukraine "On Preschool Education".

Problems and solutions resulting from project implementation

Key problems to be solved by the project implementation - Overcrowding of the existing preschool infrastructure. Yarmolynetsk preschool education institution No. 3 "Dzvinochok" has a design capacity of 23 places, but in fact it educates 47 children, which is over 200% occupancy. This leads to a decrease in the quality of the educational process, staff overload, and the inability to comply with sanitary and safety standards. - Danger to children and staff due to military aggression. The kindergarten building was damaged as a result of a missile strike, and its location near a military facility makes the institution vulnerable to repeated shelling. The lack of shelter makes it impossible to guarantee the safety of children and staff during air raids. - Insufficient inclusive infrastructure. Existing facilities are not adapted to the needs of children with special educational needs and children with disabilities, which limits their right to access quality and safe education. - Outdated and inefficient engineering systems. Old infrastructure does not meet modern energy efficiency and environmental requirements, which leads to significant operating costs and an unfavorable learning environment. Relevance of the problems - In conditions of martial law, ensuring the safety of children in educational institutions is a priority. - The number of children in need of kindergarten places is growing, including children from internally displaced persons. - Without the creation of new inclusive and safe facilities, the community faces the risk of social tension, the outflow of young families and a decrease in the level of trust in the authorities. Consequences if the problems are not resolved - Further overloading of existing institutions and deterioration of the quality of educational services. - Constant threat to the life and health of children and staff. - Loss of opportunities for the integration of children with special educational needs. Expected positive changes after the implementation of the project - Provision of 115 places in a new kindergarten and creation of safe conditions for stay. - Guaranteed protection of children and staff thanks to a shelter for 158 people. - Full inclusiveness of the educational environment and accessibility for children with special needs. - Reduction of energy consumption and maintenance costs thanks to energy-efficient solutions. - Strengthening social cohesion of the community, support for parents in employment and preservation of demographic potential.
