General information

Description of the project

An educational institution is an environment where a large number of children, teaching and other employees stay and  requires reliable protection from possible emergencies. 

The project involves the installation of a fire alarm system, automatic fire notification and evacuation management of participants in the educational process.

The need for the implementation  The project arose due to the increased risk of fire hazards due to martial law and emergency situations (terrorist threat, malicious actions of third parties).

The implementation of the project solves the problem of increasing the level of security in the institution, timely notification and  management of the evacuation of participants in the educational process in the event of an emergency and compliance with the requirements of modern safety standards.

Description of the purpose of the project and ways to achieve it

To provide the Brody Lyceum of the Ratnivka Village Council with a modern comprehensive fire protection system that guarantees safe learning and working conditions for all participants in the educational process, meets the requirements of current national and European standards and ensures timely detection and response to any threats of ignition or smoke. Additionally, to increase the level of awareness of students and employees of the lyceum regarding fire safety rules and develop practical skills for action in emergency situations. Methods of achieving the goal: 1. Design and estimate work Development and approval of project documentation in accordance with the requirements of the State Standard of Ukraine and the State Technical Regulations of Ukraine. Conducting an expert examination of the project. Obtaining the necessary permits. 2. Major repairs and installation of the system Laying new cable networks in the premises of the lyceum. Installation of certified fire detectors (smoke and heat) in classrooms, corridors, service and technical premises. Installation of a centralized warning and evacuation control system. Installation of light evacuation signs and a backup power supply system. 3. System integration and configuration Conducting commissioning work. Testing the functioning of the fire alarm and warning system. Connecting the system to the centralized monitoring console (if technically possible - to the SES unit). 4. Staff training and information campaign Conducting briefings for lyceum employees on the operation of the system and algorithms for actions in the event of a fire. Organizing training evacuations for students and staff. Conducting information and explanatory work on compliance with fire safety rules. 5. Monitoring and maintenance Concluding a contract for regular maintenance of the system. Conduct periodic checks of equipment performance. Annual audit and system updates in accordance with regulatory requirements.

Problems and solutions resulting from project implementation

Today, the Brody Lyceum of the Ratnivka Village Council has a number of critical problems in the field of fire safety that require urgent resolution. 1. Lack of an automatic fire alarm system The institution lacks modern means of early fire detection (smoke and temperature sensors), which makes it impossible to respond promptly to a fire. Relevance: in the conditions of increased requirements for the safety of educational institutions, this creates significant risks to the life and health of children and staff. Possible consequences of failure to resolve: late detection of a fire, rapid spread of fire, material damage, threat of injury or death of people. 2. Lack of an evacuation warning and management system In the event of an emergency, participants in the educational process do not receive a timely centralized signal of danger. Relevance: a large number of students in buildings requires clear and rapid coordination of actions during evacuation. Possible consequences: panic, disorganized evacuation, delayed exit from the premises, increased risk of injuries. 3. Non-compliance with the requirements of current legislation and standards The absence of a comprehensive fire protection system means non-compliance with the requirements of state building codes and fire safety rules. Relevance: control by supervisory authorities is increasing, and responsibility for violations is increasing. Possible consequences: regulations, fines, restrictions or suspension of the institution's activities. 4. Lack of integration with emergency services The institution does not have the technical ability to automatically transmit an alarm signal to the relevant response services. Relevance: speed of response is a key factor in minimizing the consequences of a fire. Possible consequences: delay in the arrival of fire and rescue units, difficulty in extinguishing the fire. 5. Insufficient level of awareness and practical readiness of participants in the educational process Students and some of the staff do not have sufficient skills to act in the event of a fire. Relevance: the human factor is one of the determining factors in emergency situations. Possible consequences: incorrect actions, panic, increased risks to life and health. Expected positive changes as a result of the project: creation of a modern comprehensive fire protection system in the lyceum; ensuring early fire detection and prompt response; implementation of an effective warning system and organized evacuation; increasing the level of safety for all participants in the educational process; compliance of the institution with the requirements of current legislation and standards; reduction of emergency response time; formation of a safety culture and increasing awareness of students and staff; reduction of emergency risks and minimization of possible losses.
