Description of the project

The project involves the acquisition of a modern electrotechnical mobile laboratory (ETL) for the needs of the city's operational energy enterprise. This specialized diagnostic complex based on an automobile chassis will allow operational field teams to independently and with high accuracy determine the locations of damage to underground high-voltage cable lines, conduct mandatory preventive equipment tests and diagnose the condition of insulation. The implementation of its own mobile laboratory will eliminate the community's critical dependence on the services of third-party contractors during accidents, reduce the time for searching for breakdowns from several days to a few hours, and ensure reliable and safe operation of the energy infrastructure, guaranteeing stable power supply to residents and critical infrastructure facilities of Slavutych.

As we have already determined, I am making it a single coherent paragraph, compact and without headings: The main goal of the project is to increase the reliability, stability and safety of the power system of the city of Slavutych by providing operational field teams with a modern digital mobile electrical laboratory (ETL). The existing gap between the current state and the target level lies in critical technological backwardness: currently, worn-out analog equipment with high error is used, which is unable to test modern cable lines (in particular, cross-linked polyethylene) and forces us to spend days searching for underground damage "blindly". The target level assumes the presence of high-precision diagnostics, which allows localizing breakdowns with an accuracy of up to a centimeter in a matter of minutes, dramatically reducing the time of power outages for consumers. To overcome this gap and achieve the goal, a specialized automobile chassis will be purchased, fully equipped with a modern testing complex (reflectometers, sound frequency generators, high-voltage installations). The final methods of implementation will be mandatory state certification of the new laboratory for official admission to work and specialized practical training of the company's personnel in working with the latest digital equipment.

Problems and solutions resulting from project implementation

The key problem is the extremely low speed and inaccuracy of searching for damage to underground lines. In the context of the energy crisis, this is extremely relevant: due to the "blindness" of old equipment, searching for breakdowns takes days and requires large-scale excavation ("blind digging"). If the problem is not resolved, the city will continue to face long-term consumer outages, spend budget funds on hiring private laboratories, and expose staff to danger. The implementation of the project will change this: a new digital mobile ETL will allow localizing damage with an accuracy of up to a centimeter in a matter of minutes. This will dramatically reduce the time of power outages, minimize the amount of repair work, ensure 100% safety of workers, and complete technical independence of the community.
