Description of the project

Project KH06_03 involves the completion of the construction of a general practice family medicine outpatient clinic with built-in housing for a doctor in the village of Taranivka, Zmiivska urban territorial community, Chuhuiv district, Kharkiv region. The facility is being implemented within the framework of a financial agreement between Ukraine and the European Investment Bank under the "Ukraine Recovery Program" and is aimed at restoring and developing the basic medical infrastructure of the community in the context of post-war reconstruction. The project solves the key problem of limited access of the rural population to quality primary health care, which has been exacerbated by military operations, the increase in the number of internally displaced persons and the deterioration of the existing infrastructure. Correction of the design and estimate documentation made it possible to eliminate the identified technological inconsistencies and provide for the implementation of additional work, without which the commissioning of the facility and its safe operation in accordance with current construction and sanitary standards are impossible. The project plans to complete general construction and finishing works, install ventilation, water supply and heating systems, build a septic tank and pumping station, install fire alarm systems, lightning protection, a diesel power plant, as well as complete landscaping of the territory. The planned built-in housing for the doctor will contribute to the attraction and retention of medical personnel in rural areas. The expected results of the project implementation are the commissioning of a modern outpatient clinic with a construction readiness level of 100%, ensuring sustainable access to quality medical services for about 6,800 villagers and 2,283 internally displaced persons, creating 17 jobs for medical workers, and increasing the capacity of the community's healthcare system. The outpatient clinic's capacity for up to 80 visitors at a time and the created material and technical base will also allow organizing the basing of the KNP unit "Center for Emergency Medical Care and Disaster Medicine", which will increase the level of medical safety and response efficiency in the community.

Description of the purpose of the project and ways to achieve it

The project objective is to complete the construction and commissioning of a general practice family medicine outpatient clinic with built-in housing for a doctor in the village of Taranivka to provide accessible and high-quality primary health care to the community population, in particular internally displaced persons. The objective is achieved by completing construction, installation and finishing works in accordance with the revised design and estimate documentation, installing and launching engineering systems (heating, ventilation, water supply, sewage, fire alarm, autonomous power supply), completing the landscaping of the territory and creating conditions for the work of medical workers, including through the arrangement of housing for a doctor. As of the end of 2025, the facility is 80% ready for construction and cannot function due to the lack of key engineering systems and finishing works, while the community's need for a modern outpatient clinic for about 6,800 residents and 2,283 IDPs remains unmet. The implementation of the project will ensure the elimination of this gap and the achievement of the target level - the full functioning of the outpatient clinic.
