Description of the project

The project aims to digitally modernize the city's energy infrastructure by implementing a modern SCADA dispatching system. The technical solution involves equipping four key distribution objects and creating a unified automated dispatch center. This will allow for real-time remote monitoring of the 10 kV network parameters and remote switching control without the need for the physical dispatch of maintenance crews. The implementation of the project will significantly reduce the time needed to localize and eliminate accidents, minimize risks to personnel, and ensure high reliability of electricity supply for critical infrastructure and the community.

The main goal of the project is to increase the reliability, safety and efficiency of the city's electricity supply through the digital transformation of outdated infrastructure - the creation of an automated dispatch control system and the implementation of telemechanics at four key 10 kV facilities. Currently, network management is carried out exclusively in manual mode: the lack of online monitoring makes it impossible to quickly track parameters, and each accident requires a long physical visit of teams to search for damage and switching. The existing gap lies in the critical technological backwardness of the existing equipment. The target level provides for a modern network, where the dispatcher sees the system status in real time and remotely localizes emergency areas in a matter of minutes. To overcome this gap and achieve the goal, four distribution points will be technically re-equipped with modern microprocessor terminals, controllers and communication means. At the same time, a central dispatch point with servers, workstations and specialized SCADA software will be equipped. The final stage will be the unification of all facilities into a single secure network, commissioning and training of operational personnel.

Problems and solutions resulting from project implementation

The key problem is the management of networks exclusively in manual mode: any operational switching or search for the accident site requires the mandatory physical visit of the repair team to the facility. This leads to long-term disconnections of consumers (reduction of SAIDI/SAIFI indicators), complicates the localization of damage and carries direct risks to the life and health of personnel. In addition, a "blind" network does not allow timely detection of technical energy losses. As a result of the project, these problems will be eliminated: the creation of an automated dispatch center will allow remote control of equipment, which will reduce the response time to accidents from several hours to a few minutes. The need for physical contact of personnel with high-voltage equipment is minimized, which will dramatically increase occupational safety. The dispatcher will be able to see the network topology in real time, optimize its load and instantly transfer consumers to backup power lines.
