Description of the project

The project involves the construction of a new modern two-story administrative and office building to house the Administrative Services Center (ASC) of the Mayakivska Village Council in the Odessa region, which includes a basement floor with the function of a protective structure. The main feature of the project is the creation of a safe and functional space for the community: a dual-purpose building with the properties of a radiation shelter (RSS) for 250 people is being built in the basement, which is equipped with autonomous ventilation, bathrooms and two evacuation exits, allowing the institution to operate even in dangerous conditions. The implementation of the project solves the urgent problem of ensuring high-quality access of the population to public services and creating proper working conditions, since part of the existing administrative building is in a state of emergency. The planning solutions provide for the placement of a waiting area and reception, front office, hall for ceremonial events (RACS) and auxiliary premises on the first floor, and on the second floor - office rooms and a conference room, which will create a total of 70 jobs. An important aspect is the full inclusiveness of the facility: the building is equipped with an elevator, lifts to the shelter, ramps and specialized bathrooms, ensuring unhindered access for people with reduced mobility. The expected result is the commissioning of an energy-efficient building of class «C» with its own solid fuel boiler room and diesel generator, as well as comprehensive landscaping of the territory with parking spaces, landscaping and recreation areas, which will significantly increase the comfort and safety of community residents.

Description of the purpose of the project and ways to achieve it

The purpose of the public investment project is to provide residents of the Mayakivska territorial community with high-quality and affordable administrative services through the new construction of a modern energy-efficient building of the Administrative Services Center (CSC) for 70 workplaces. This goal will be achieved through the construction of a two-story building with a reinforced concrete frame, facade insulation, installation of modern ventilation systems with recuperation, and the arrangement of a dual-purpose protective structure with the properties of an anti-radiation shelter for 250 people in the basement. The existing gap between the current state and the target level is due to the breakdown and unsuitability for operation of part of the existing administrative building, which creates physical threats and limits the availability of services, while the implementation of the project will eliminate this deficit of safe infrastructure, ensuring full inclusiveness, class "C" energy efficiency, and continuity of service provision even in crisis situations.

Problems and solutions resulting from project implementation

The key problem that the project solves is the critical technical condition of part of the existing administrative building, which is recognized as emergency and unusable, as well as the lack of an adequate civil defense structure in the community. These challenges are extremely urgent given the need to guarantee the physical safety of citizens and personnel in the face of modern threats, and delaying their resolution may lead to the destruction of emergency structures and the inability to protect people during danger. The implementation of the project will ensure the creation of a modern energy-efficient center with energy efficiency class "C", the arrangement of a reliable anti-radiation shelter for 250 people in the basement, and the implementation of full inclusion for low-mobility population groups, which will significantly improve the quality and accessibility of administrative services in the community.
