Description of the project

The project involves the construction of a new underground civil defense structure (radiation shelter) on the territory of the “Olenka” preschool educational institution of the Mayakivska village council, which will allow solving the critical problem of the safety of children and staff in conditions of martial law and possible radiation threats. The implementation of this construction project will ensure the creation of a reliable monolithic reinforced concrete shelter of group P6 with a protection factor of 100, which is designed for the simultaneous stay of 330 people and is able to function autonomously thanks to its own life support systems. The planning solutions provide for the creation of comfortable conditions for a long stay, including a shelter hall with places to sit and lie down, a medical room, a room for storing food, bathrooms and technical rooms, while the reliability of operation is ensured by a mechanical ventilation system, tanks with a supply of drinking water for two days and a diesel power plant for emergency power supply. The project pays special attention to accessibility and inclusiveness, as a vertical lift, specialized bathrooms, wide doorways, and tactile navigation elements have been designed for access by people with reduced mobility, ensuring equal access to safety for all categories of citizens. The expected result of the project, which has an estimated operating life of 100 years, will be the commissioning of a modern protective structure of the CC2 impact class, which will allow for the restoration of a full-fledged educational process in the institution and ensure reliable protection of the community population.

Description of the purpose of the project and ways to achieve it

The detailed objective of the project is to create appropriate conditions to guarantee the safety and civil protection of 330 pupils and employees of the preschool educational institution "Olenka" from the impact of dangerous factors arising from emergencies, military operations, in particular the use of conventional means of destruction and radiation contamination. This goal will be achieved exclusively through the new capital construction of a separately located, deep-seated monolithic reinforced concrete structure of dual purpose with the properties of a P-6 group anti-radiation shelter, which will be comprehensively equipped with autonomous engineering life support systems, including filter ventilation and a diesel power plant, as well as means of barrier-free access for low-mobility groups of the population. The existing critical gap between the current state, characterized by the complete absence of regulatory protective structures on the territory of the institution, and the necessary target level of security imperatively justifies the implementation of the project as the only way to enable the restoration of a stable in-person educational process and preserve the lives and health of participants in the educational process under the legal regime of martial law.

Problems and solutions resulting from project implementation

The implementation of the project is aimed at solving the critical problem of the complete absence of a regulatory civil defense structure on the territory of the Olenka preschool, which, in conditions of ongoing martial law and constant threats of air attacks, puts the lives and health of 330 students and staff at immediate risk. The relevance of this issue is extremely acute, since without reliable shelter it is impossible to ensure a safe educational process, and further delay can lead to tragic consequences in the event of an emergency, and also blocks the possibility of full-fledged full-time education, negatively affecting the development of children and the socio-economic activity of their parents. The successful completion of the construction of a modern anti-radiation shelter will allow to eliminate these risks, guarantee the safety of participants in the educational process, restore the stable operation of the institution in offline mode, and relieve social tension in the community.
