General information
Description of the project
The project provides for the construction of a new drinking water pipeline with a length of 4.983 km and ensuring uninterrupted access to high-quality drinking water for 217 people (including 152 women, 42 children).
In particular, drinking water will be provided to vulnerable categories of the population living in this territory of the settlement: 16 internally displaced persons, persons with disabilities - 21, pensioners - 68 people, elderly people living alone - 3 people, 1 single mother (5 people), 22 families of combatants (65 people), 3 disabled people of the Russian-Ukrainian war, 1 family of a deceased soldier (2 people), 1 family of a missing soldier (2 people), 2 low-income families (10 people), 3 participants in the liquidation of the Chernobyl accident NPP. Also in this part of the village are located a primary health care clinic, a library, a House of Culture, a farmyard of "Agrarian Company 2004", Sutkovets Lyceum, a kindergarten, a village headman, and 2 grocery stores. This project is important for the Yarmolyntsi community, as it will ensure the rights of residents of the village of Sutkovtsi to drinking water, as provided for by international and national legislation. Clean drinking water and sanitation are universal human rights, therefore the UN General Assembly recognized the human right to water and sanitation (HRWS) due to their great importance for supporting the life of every person: "The human right to water entitles everyone to sufficient, safe, acceptable, physically accessible and affordable water for personal and domestic use." Article 48 of the Constitution of Ukraine provides: "Everyone has the right to an adequate standard of living for himself and his family, which includes sufficient food, clothing, housing, safe drinking water and atmospheric air. The Law of Ukraine "On Drinking Water and Drinking Water Supply" stipulates that the state guarantees the protection of consumer rights in the field of drinking water, drinking water supply by providing each person with drinking water of regulatory quality.
Given the importance of the project for the residents of the community, this project is included in the Development Strategy of the Yarmolyntsi Settlement Territorial Community for the period until 2027, approved by the session of the Yarmolyntsi Settlement Council dated February 22, 2024 No. 7, namely: Strategic Goal II. Comfortable and safe community, Operational Goal 2.2. Modernization of engineering and transport infrastructure. The implementation of the Project will contribute to the fulfillment of the task 2.2.1 Modernization of heat supply, water supply, sewage, outdoor lighting systems (project No. 6, appendix 1 to the Strategy).
This projecttakes into account the interests of all stakeholders: community residents, vulnerable groups, authorities, medical, educational and social services, enterprises, public organizations.
In accordance with the current DBN, DSTU and guidelines, design and estimate documentation has been developed, and an expert examination has been conducted.
Construction financing is planned with the involvement of funds from the state budget, since the local budget has extremely limited resources.
The construction of the drinking water supply is planned to be carried out on communal property lands, the connection of the water supply network is planned to the existing artesian well, which is in the communal property of the Yarmolynetsk settlement territorial community.
The community is able to provide further operational maintenance at the expense of the local budget.
The result of the project will be an increase in the standard of living of community residents and a reduction in the number of appeals from residents of the village of Sutkivtsi regarding the need to build water supply networks in the village.
