Description of the project

The project involves the construction of a separate, deep-seated dual-purpose structure with the properties of an anti-radiation shelter (PRU) on the territory of a kindergarten in the village of Shyrokolanivka to ensure the safety of 55 children and 12 employees. The structure with an area of 519 m² is designed as a monolithic reinforced concrete object (consequence class SS2) with a full range of autonomous engineering networks (ventilation, diesel generator, water supplies for 48 hours) and meets the requirements of barrier-free access for low-mobility groups of the population, which will allow the restoration of a safe in-person educational process under martial law.

Description of the purpose of the project and ways to achieve it

The goal of the project is to create a safe educational environment for 55 children and 12 employees of the Barvinok preschool educational institution in the village of Shyrokolanivka through the new construction of a separate dual-purpose protective structure (PRU), which will allow to eliminate the critical gap between the current lack of regulatory shelter, which makes in-person learning impossible and poses a direct threat to life during air raids, and the target state of complete protection of participants in the educational process; the goal is achieved by erecting a monolithic reinforced concrete structure (consequence class SS2) with high protective properties, implementing autonomous life support systems (filter ventilation, diesel generator, 48-hour water supply) and creating an inclusive space in accordance with the requirements of DBN V.2.2-5:2023.

Problems and solutions resulting from project implementation

The key problem that the project solves is the critical lack of a regulatory civil defense structure (CDS) in the Barvinok preschool educational institution, which, under martial law and the constant threat of rocket attacks, makes it impossible to conduct a safe in-person educational process and poses a direct threat to the lives of 55 children and 12 employees; failure to resolve this problem will lead to further social isolation of students, a decrease in the quality of preschool education, and blocking the economic activity of parents who are forced to stay at home, while the implementation of the project will ensure the creation of a reliable inclusive security space with autonomous life support systems (consequence class SS2), which will allow the institution to restore its full functioning and guarantee the physical protection of the community of the village of Shyrokolanivka.
