General information

Description of the project

The project provides for the construction of a radiation shelter (dual-purpose structure) with a total area of 1309.70 sq. m, in which conditions are created for the stay of 450 children and teachers of a secondary education institution in the event of a danger to their life and health that may arise as a result of emergency situations. The number of floors of the building is 1 floor (underground). The protective structure is equipped with measures to ensure access and stay for low-mobility groups of the population. The spatial planning and design solutions, special and other engineering equipment, systems and life support means of the protective structure will comply with building codes and regulatory legal acts, and will provide a barrier-free adapted environment for children with special educational needs. Radiation shelter - The underground school will be equipped and furnished with the necessary furniture and equipment. Design and estimate documentation has been developed for the project and a positive expert report EX01:2047-0960-9190-3951 has been received. In peacetime, the building will be used as a safe educational space for extracurricular club, military-patriotic and sports activities.

Increase the stock of protective structures in secondary education institutions by building a new PRU, increase the number of students who will have safe conditions for full-time/mixed education (450 places, about 800 students when studying in two shifts); equip the educational environment in the dual-purpose building in accordance with the inclusivity and equal opportunities of school education. Ensuring protection for participants in the educational process and residents of the microdistrict during shelling, accessibility for children with special needs and low-mobility segments of the population is provided. The arrangement of a safe educational space will contribute to the return of families with children to the city.

Problems and solutions resulting from project implementation

Problem: Difficult security situation: risks to life and health. Solution: The arrangement of a protective structure (PRU) for 450 people will allow to protect participants in the educational process and local residents in case of danger, the level of protection is much higher than the usual simplest shelters. Problem: Availability of only distance learning. Solution: The dual purpose of the structure will allow to safely carry out the educational process in an offline format, to reduce the risks of educational losses. Additionally, the project will influence the creation of favorable conditions for families with children, the return of residents to the city.
