General information

Description of the project

The project provides for the reconstruction of part of the basement of the building letter B for the arrangement of a civil defense protective structure (radiation shelter) with a total area of 636.4 sq. m, in which conditions will be created for the temporary stay of 514 children in the event of a danger to their life and health as a result of emergency situations. The spatial planning and design solutions, special and other engineering equipment, systems and life support means of the protective structure will comply with building codes and regulatory legal acts, and will provide a barrier-free adapted environment for people with limited mobility. The project provides for: equipment of premises and evacuation routes and evacuation exits, waterproofing and insulation of blind areas, provision of a heating system, a supply and exhaust ventilation system with an automatic control mechanism, air conditioning from split systems. The radiation shelter will be equipped and equipped with the necessary equipment, furniture and inventory.

The purpose of the project

Main goal:

Creation of new facilities and services

Description of the purpose of the project and ways to achieve it

The construction of a protective civil defense structure (radiation shelter) for 300 people by reconstructing part of the basement premises and equipping them in accordance with standardized requirements will ensure the protection of participants in the educational process and will contribute to the restoration of full-time / blended learning. The project provides for accessibility for children with special needs and low-mobility segments of the population. The construction of a safe educational space will contribute to the return of families with children to the city.

Problems and solutions resulting from project implementation

The difficult security situation in the city creates risks for the life and health of participants in the educational process and does not allow for training in a face-to-face/blended format. As a result of the project, by reconstructing parts of the basement premises into an anti-radiation shelter, 300 participants in the educational process will be able to return to a face-to-face/blended form, reducing the risks of educational losses. Additionally, the project will influence the creation of favorable conditions for families with children to return residents to the city.

    Commercial Justification

    Supplier and contractor market assessment

    Yes

[Response was provided in the Preliminary Investment Feasibility Study]

Is the project of interest to small and medium-sized enterprises?
    Yes

[Response was provided in the Preliminary Investment Feasibility Study]

Will the project involve national or international suppliers and contractors?
    Yes, only national

[Response was provided in the Preliminary Investment Feasibility Study]

Has an analysis of available procurement options been conducted for the technical solution?
    No

[Response was provided in the Preliminary Investment Feasibility Study]

What procurement strategy was chosen for the project implementation, and what justifies its feasibility in the context of the market and project objectives?

[Response was provided in the Investment Feasibility Study]

What approaches are planned to be used to ensure transparency, competition, and efficiency in the procurement process?

[Response was provided in the Investment Feasibility Study]

What types of procurement procedures are envisaged by the project (open tender, negotiated procedure, competitive dialogue, etc.)?
    Open competitive bidding

[Response was provided in the Investment Feasibility Study]

    Pre-market engagement

[Response was provided in the Investment Feasibility Study]

    Potential market participants

[Response was provided in the Investment Feasibility Study]

    Market readiness assessment
