General information

Description of the project

In 2021, in cooperation with consultants from the European Bank for Reconstruction and Development, a feasibility study was developed for the recommended option for a solid waste processing complex in the city.  The General Plan of the city of Kryvyi Rih provides for the facility ’New construction of a complex for the processing, neutralization and storage of solid waste in the Metallurgical district of the city of Kryvyi Rih, Dnipropetrovsk region» on two sites with an area of 23.9141 hectares and 21.8325 hectares. In 2024, the development of the project «New construction of a complex for the processing, neutralization and storage of domestic waste in the Metallurgical district of the city of Kryvyi Rih, Dnipropetrovsk region» was launched, ensuring compliance with the requirements of the Law of Ukraine «On Environmental Impact Assessment». The project envisages the construction of a solid waste processing complex with a waste sorting line, during the operation of which it is planned to extract the organic component of household waste for the subsequent production of compost, resource-valuable waste, in particular secondary raw materials, and the production of an alternative type of fuel (RDF-fuel). The sequence of construction of the complex will be carried out in three stages. According to the task for the design of the feasibility study stage - the following is envisaged: Stage I - a line for manual and mechanical sorting of mixed MSW; all necessary buildings and structures for the operation of the complex; maps for storing "residues" of MSW after sorting and processing with an area of 12.1 hectares; connection of the complex to engineering networks; improvement of the territory (fence, driveways, platforms, landscaping). Stage II -  composting plant for green waste and biomass waste; auxiliary structures and buildings for the operation of the composting plant;  maps for storing «residues» of MSW after sorting and processing. Stage III –  RDF fuel production line for the utilization of specific high-calorie fraction; auxiliary facilities and buildings for the operation of this line.01.21.2025 The Ministry of Environmental Protection and Natural Resources of Ukraine issued an environmental impact assessment conclusion under  No. 21/01-9126/1 on the admissibility of the planned activity «New construction of a complex for the processing, neutralization and storage of solid household waste in the Metallurgical District of the city of Kryvyi Rih, Dnipropetrovsk region».

Every year, over 300 thousand tons of household waste are generated in Kryvyi Rih. The infrastructure for the placement of household waste in the city is approaching the limit of the use of design capacities. At the same time, the growth in the volume of household waste and the lack of appropriate capacities for its processing create risks for the environment and public health. Therefore, the implementation of such a socially important infrastructure project for the construction of a waste processing plant of the European model, the project "New construction of a complex for the processing, neutralization and storage of solid household waste in the Metallurgical district of Kryvyi Rih, Dnipropetrovsk region" is key to the sustainable development of the city. The proposed project meets the requirements of the Law of Ukraine "On Waste Management", the National Waste Management Strategy in Ukraine until 2030 and the National Waste Management Plan until 2033. The construction of the complex will ensure: • reduction in waste disposal volumes; • increasing the share of their recycling and reuse; • introducing European technologies (sorting, RDF fuel production, composting); • improving the environmental situation and quality of life of the population. Thus, the project is strategically important for Kryvyi Rih and will contribute to the implementation of state policy in the field of waste management, environmental safety and European integration obligations of Ukraine.

Problems and solutions resulting from project implementation

The project is being implemented through the construction of a European-style waste processing complex, which will ensure sorting, processing and composting of household waste generated in the city of Kryvyi Rih. This will significantly reduce the volume of their landfilling, increase the level of processing and meets the requirements of the Laws of Ukraine “On Waste Management”, “On the Basic Principles (Strategy) of the State Environmental Policy of Ukraine for the Period until 2030”, as well as the National Waste Management Strategy until 2030 (CMU Resolution No. 820-r dated 08.11.2017). The project is aimed at preparing for the reuse and recycling of household waste, reducing its negative impact on the environment and improving the quality of life of the population. In addition, the implementation of the project will contribute to the reduction of greenhouse gas emissions and confirms the desire of the city of Kryvyi Rih to reduce CO₂ emissions in accordance with the EU initiative “Covenant of Mayors”.
