Description of the project

The reconstruction of the shooting range into a civil defense protective structure (with PRU properties) is intended to create favorable conditions for students and staff of the educational institution during a temporary stay in the event of an emergency and in peacetime. The purpose of the premises of the structure in peacetime is to meet economic, cultural and educational needs while maintaining its intended purpose - sheltering children and staff of the educational institution during a special period of time.

Description of the purpose of the project and ways to achieve it

The purpose of the public investment project "Reconstruction of the shooting range into a dual-purpose structure (with the properties of a radiation shelter) of Poltava comprehensive school of grades I-III No. 11 of the Poltava city council of the Poltava region" is to create a safe, functional and regulatory-compliant dual-purpose structure that will ensure: an appropriate level of protection for participants in the educational process and other persons during emergencies, in particular in conditions of military threats; continuity of the educational process through the presence of a protective structure with the properties of an anti-radiation shelter (PRS); effective use of the existing infrastructure of the educational institution for the educational and security needs of the community. Methods of achieving the project goal Achieving the stated goal is envisaged through the implementation of a set of interrelated measures, in particular: Construction of the existing shooting range building to bring it into line with the requirements of state building codes, sanitary, fire and safety standards imposed on dual-purpose structures with PRU properties. Strengthening and modernization of the structural elements of the building (walls, ceilings, entrances/exits) in order to ensure the required level of protection. Arrangement of life support systems (ventilation, power supply, water supply, drainage), emergency lighting, communication and notification facilities. Creation of conditions for the safe and accessible stay of persons with disabilities and low-mobility population groups. Equipping the premises with the necessary equipment and inventory for using the building both for its intended purpose (shelter) and for educational and training activities in peacetime. Ensuring the proper technical and operational condition of the facility after the completion of the reconstruction. Justification of the gap between the current state and the planned result As of today, the shooting range building of Poltava Comprehensive School of I-III Degrees No. 11 does not meet modern requirements for protective structures of civil defense and cannot fully perform the functions of shelter for participants in the educational process. There are no or outdated constructive solutions and engineering systems that ensure the proper level of safety, autonomy and comfortable stay of people in emergency situations. The planned result of the project involves eliminating the specified shortcomings through a comprehensive reconstruction of the facility and transforming it into a dual-purpose building with the properties of a PRU, which will meet the current regulatory requirements and the real needs of the educational institution and the territorial community of the city of Poltava.

Problems and solutions resulting from project implementation

The educational institution is not provided with a completed and commissioned protective structure that meets the current requirements of civil defense and state building codes. The facility, which is planned to be used as a dual-purpose structure with the properties of an anti-radiation shelter (PRU), is in a state of unfinished construction and cannot perform protective functions. The urgency of the problem is due to the conditions of martial law, the constant threat of missile and drone strikes, and the need to ensure safe conditions for students and employees of the educational institution. The lack of a full-fledged shelter makes it impossible to stably organize the full-time educational process. If the problem is not resolved, risks to the life and health of participants in the educational process remain, full-time education may be limited or terminated, as well as inefficient use of already invested budget funds and purchased equipment. The implementation of the project will allow for the completion of construction and commissioning of a modern dual-purpose facility with the properties of a public health center, ensuring an appropriate level of security, continuity of the educational process, and effective use of public investments in accordance with the current needs of the community.
