General information

Description of the project

The project envisages the creation of safe conditions for the population by constructing a protective civil protection structure (radiation shelter). The existing basement in the building cannot serve as a protective structure.  &   Construction of a one-story protective structure for civil defense (anti-radiation shelter – «underground school») with a total area of 1316.5.1 sq. m. in which conditions will be created for the temporary stay of children and teachers of the school in the event of a danger to their life and health as a result of emergency situations. The protective structure will be provided with appropriate conditions for ensuring access and stay of disabled people. The spatial planning and constructive solutions, special and other engineering equipment, systems and life support means of the protective structure will comply with building codes and regulatory legal acts, and will provide a barrier-free adapted environment for children with special educational needs. The walls and floor of the structure and combined coverings bordering the ground will be insulated. Heating will be provided by wall-mounted electric converters. The shelter building will be equipped with supply and exhaust systems with recuperators. The bathrooms will have exhaust ventilation with mechanical drive with automatic regulation,  air conditioning  from split systems. Provision of  the protective structure  with special and other engineering equipment, systems and means of life support. Furnishing with furniture and inventory  the premises  of the  underground school», namely: classrooms, sanitary rooms, a medical station, a cafeteria, a staff room, additional rooms that will ensure the operation of the shelter (rooms for containers for placing food products and containers with drinking water, and external tanks for sewage, food, etc.). The anti-radiation shelter will be equipped and equipped with the necessary equipment, furniture and inventory.  For the implementation of the project, design and estimate documentation was developed and a positive expert report ЭХ01:2501-5877-4773-4987 was received. In 2024, design and estimate documentation was developed.  & It is planned to complete the construction of the "underground school", with a design capacity of 450 places, in May 2028.  The construction of such a structure will allow Kherson participants in the educational process to switch to a full-time/blended form of education. Nearby is a children's and youth sports school, which will also be able to use the protective structure of civil defense. The "Underground School", in peacetime, will be used for extracurricular activities, sports clubs, a military – patriotic club, and a center for psychological support for participants in the educational process.

Increase the fund of protective structures in secondary education institutions by building a new PRU,. Increase the number of students who will have safe conditions for studying in a full-time/blended format.. Thanks to the implementation of the project: the dual-purpose building will be equipped in accordance with the established requirements for the educational environment; participants in the educational process of the microdistrict will be provided with safe conditions to preserve life during emergencies; accessibility is provided for low-mobility segments of the population. The arrangement of a safe educational space will contribute to the return of families with children to the city.

Problems and solutions resulting from project implementation

Problems and results of their solution as a result of the project implementation: Problem: Difficult security situation: risks to life and health. Solution: The arrangement of a protective structure (PRU) for 450 people will allow to protect participants in the educational process and local residents in case of danger, the level of protection is much higher than the usual simplest shelters. Problem: Availability of only distance learning. Solution: The dual purpose of the structure will allow to safely carry out the educational process in an offline format, to reduce the risks of educational losses. Additionally, the project will influence the creation of favorable conditions for families with children, the return of residents to the city. The protective structure will also be able to be used by pupils of the children's and youth sports school.
