General information

Description of the project

The project provides for the creation of safe conditions for over 570 children  residents of the community and over 60 employees of the institution. The existing basement, which is in the building, cannot serve as a protective structure.       In 2024, construction began on a one-story protective civil defense structure (dual-purpose structure - "underground school") with a total area of 1298.17 sq. m (total area of the main premises - 1004.63 sq. m), in which conditions are created for the temporary stay of children and school teachers in the event of emergencies. The protective structure will be provided with appropriate conditions for ensuring access and stay for people with disabilities. The spatial planning and design solutions, special and other engineering equipment, systems and life support facilities of the protective structure will comply with building codes and regulatory legal acts, and will provide a barrier-free adapted environment for children with special educational needs. The radiation shelter - the underground school will be equipped and equipped with the necessary furniture and equipment. Design and estimate documentation has been developed for the implementation of the project and a positive expert report EX01:3706-1997-5570-6208 has been received. A subsidy has been allocated from the state budget of Ukraine for construction work. The completion of the construction of the "underground school", with a design capacity of 450 places, is planned for May 2026. The construction of such a structure will allow participants in the educational process to switch to a full-time form of education. The "Underground School" will be used in emergencies, and in peacetime the building will be used for STEM – education classes, sports clubs, a military – patriotic club, a center for psychological support for participants in the educational process, and Euroclub meetings.

Provision of the protective structure with special and other engineering equipment, systems and life support means. Furnishing the premises of the "underground school" with furniture and inventory, namely: classrooms, sanitary rooms, a medical station, a cafeteria, a staff room, additional rooms that will ensure the operation of the shelter (rooms for containers for placing food and drinking water containers, and portable tanks for sewage, food, etc.).

Problems and solutions resulting from project implementation

In front-line Kherson, there are risks in conducting the educational process: regarding the preservation of the life and health of children during the educational process in the face-to-face/blended format of education; increasing educational losses caused by distance learning, and reducing the quality of educational services. The lack of a protective structure for civilian purposes puts students and employees of educational institutions at risk and makes it impossible to study in the face-to-face/blended format. The implementation of the project will ensure: long-term inclusive use of a dual-purpose protective structure to preserve the lives of participants in the educational process during emergencies and will create conditions for face-to-face/blended barrier-free access to receive high-quality educational services for children of the microdistrict community. And the use of the "underground school", in peacetime, will contribute to the expansion of pre-professional training in professions related to STEM education for children. The safety conditions created by the project in the institution will improve the satisfaction of community residents and promote their return to the city.
