Description of the project
The school building was built in 1974. No shelter was provided for during the construction of the educational institution. According to the DBN letter, the existing basement in the building cannot serve as a protective structure. The city is under constant shelling. Given the security situation, the educational process at the institution has been carried out in a distance format for three years. To create safe learning conditions in a full-time/mixed format, construction of a new civil defense protective structure (radiation shelter, dual-purpose structure – « underground school») was started in 2024. The project provides for the construction of a radiation shelter (dual-purpose structure) with a total area of 1298.17 sq m. m (total area of the main premises - 1004.63 sq. m), in which conditions have been created for the temporary stay of 450 children and teachers of a secondary education institution in the event of a danger to their life and health that may arise as a result of emergency situations. The number of floors of the building - 1 floor. The protective structure is equipped with measures to ensure access and stay for disabled groups. The spatial planning and design solutions, special and other engineering equipment, systems and life support means of the protective structure will comply with building codes and regulatory legal acts, and will provide a barrier-free adapted environment for children with special educational needs. Radiation shelter - the underground school will be equipped and equipped with the necessary furniture and equipment (Appendix 2). For the implementation of the project, design and estimate documentation has been developed and a positive expert report E401: 3711-2843--1758-7407 has been received (Appendix 1). A subsidy has been allocated from the state budget of Ukraine for construction work. Completion of the construction of the "underground school" is planned for 2026. The construction of such a structure will allow at least 450 participants of the educational process to switch to full-time education. Education in the underground school can take place in two shifts and cover up to 800 students. In peacetime, the protective structure can be used for the functioning of a STEAM center, on the basis of which students from educational institutions of the Shumen microdistrict will receive STEAM education on the basis of inter-school electives, clubs, various robotics competitions, etc., holding clubs, sports sections and other extracurricular activities. On the basis of the STEAM center, students of this institution will receive practical skills during the educational process. During extracurricular hours, all those interested from other schools in the microdistrict will receive STEAM competencies in the created inter-school circles, electives, and weekend clubs.
