General information

Description of the project

Since the beginning of the de-occupation of Kherson, the city has been under constant enemy fire. Due to its close proximity to the contact line, the Russian terrorist state has been shelling the Kherson urban territorial community with all possible types of weapons. Almost all educational institutions have been damaged. The densely built-up city center is suffering the most, and one can only dream of offline education for children and youth. But even in such conditions, 75,360 people remain in the community. And the issue of returning people to the city is acute. The restoration of Kherson requires the availability of professional and specialized personnel necessary for the post-war industries and enterprises of the region. Therefore, the demand for the restoration of vocational education in an offline format is growing, and for this, safe conditions must be created, in particular, shelters are provided for in educational institutions. In turn, the arrangement of safe conditions for receiving education will be one of the incentives for residents to return to the city. The main task of this project: to make the educational process as comfortable and safe as possible. The shelter area will be divided into different functional zones: educational, utility, sanitary, recreation area. Special attention will be paid to students with special educational needs and citizens with limited mobility. The shelter will be equipped with ramps, handrails, toilets, and all standards for free use of the institution's infrastructure will be provided. For visitors with visual impairments, including those with low vision, pedestrian zones will be equipped with contrasting relief lines in the premises of the institution and on its territory. Supply and exhaust ventilation is planned. For lighting the premises, only LED lamps are used, some of which will be equipped with rechargeable batteries, so that even in the event of a power outage in the school there will be light. During the design, the level of lighting relevant to educational institutions was taken into account. Our priority is to ensure the maximum possible safety of each participant in the educational process.

The purpose of the project

Main goal:

Creation of new facilities and services

Description of the purpose of the project and ways to achieve it

Indicators of goal achievement: A civil defense protective structure (radiation shelter) has been built in VPU 2. Civil defense capacity – 300 people Total area – 1051.90 sq.m. Access conditions for low-mobility population groups have been created

Problems and solutions resulting from project implementation

Given the current situation in the Kherson region, the resumption of full-time/blended education is possible only if there is a protective civil defense structure. The construction of a shelter minimizes risks for participants in the educational process, and also allows residents of neighboring buildings to be protected during shelling.

Is the project of interest to small and medium-sized enterprises?
    No

[Response was provided in the Preliminary Investment Feasibility Study]

[Response was provided in the Preliminary Investment Feasibility Study]

Has an analysis of available procurement options been conducted for the technical solution?
    No

[Response was provided in the Preliminary Investment Feasibility Study]

What procurement strategy was chosen for the project implementation, and what justifies its feasibility in the context of the market and project objectives?

[Response was provided in the Investment Feasibility Study]

What approaches are planned to be used to ensure transparency, competition, and efficiency in the procurement process?

[Response was provided in the Investment Feasibility Study]

What types of procurement procedures are envisaged by the project (open tender, negotiated procedure, competitive dialogue, etc.)?
    Open competitive bidding

[Response was provided in the Investment Feasibility Study]

    Pre-market engagement

[Response was provided in the Investment Feasibility Study]

    Potential market participants

[Response was provided in the Investment Feasibility Study]

    Market readiness assessment
