General information

Description of the project

The population of the Chornomorska settlement territorial community is about 10,000 people, who live in the village of Chornomorske  and  the village of Zmienkove.  The area of the territory of the Chornomorska settlement territorial community is  4,318.40 hectares.  The community is located on the Black Sea coast 15 km from the city of Odessa and at a convenient transport junction  Odesa - Yuzhne, highway M-28. Due to the large-scale military invasion of the Russian Federation into Ukraine, the number of  veterans and their family members, other categories of citizens who need administrative services is becoming significantly larger, so the Chornomorska settlement community  must be ready to provide them with high-quality and full administrative  services.

The creation of an administrative service center in the form of a separate building is important for the following reasons: 1. Centralization of services: A separate building allows you to centralize all administrative services in one place, making them easily accessible to citizens and businesses. Citizens can quickly and conveniently obtain the necessary services without having to travel to different locations. 2. Efficient resource management: A separate building simplifies the management and coordination of personnel, equipment and infrastructure, which allows you to optimize costs and ensure more efficient operation of the center. 3. Convenience for users and staff: A separate building provides comfortable conditions for both users and center employees. It can be specially designed and equipped to ensure comfortable receipt and provision of services. 4. Increased prestige and trust: A separate building for an administrative service center can reflect the importance and seriousness of state activities, which helps to increase citizens' trust in state institutions.

Problems and solutions resulting from project implementation

The current premises of the ASC do not meet the requirements for inclusiveness, as they were built in the 1970s, and therefore adaptation to modern standards is technically impossible. For effective work, new premises in a separate building are required. With the current capacity of the ASC, it takes 52 working days (almost 3 calendar months) to reach 5,000 visitors, which does not meet the principles of accessibility of administrative services for community residents.
