Description of the project

The project involves the implementation of a complex of works on major repairs by installing an external lightning protection system for the Novokaterinivskyi Lyceum building in order to protect the facility from direct lightning strikes and its secondary manifestations (surges, sparking, thermal effects). The facility is an educational institution of the 1st and 3rd levels, has 2 floors, a complex configuration in plan, a maximum height of 8.1 m, a slate and metal roof, wooden floors and belongs to ordinary facilities with a class of consequences of SS2. The adopted lightning protection level is class III according to DSTU EN 62305-3:2012.

Description of the purpose of the project and ways to achieve it

Project objective. The purpose of the public investment project is to ensure the regulatory level of protection of the Novokaterinivskyi Lyceum building from direct lightning strikes and its secondary manifestations in order to preserve the life and health of students and employees of the educational institution, increase the level of technogenic and fire safety, as well as prevent damage to the building and engineering networks, which are the object of communal property of the community. Methods of achieving the goal. The achievement of the project goal is ensured by implementing a set of engineering and technical measures, namely the installation of an external lightning protection system of level III in accordance with the requirements of DSTU EN 62305, which includes the installation of a lightning rod grid on the roof, the installation of rod lightning rods to protect chimneys and dormer windows, the laying of current conductors on the facades of the building and the installation of a grounding circuit with a regulatory resistance, as well as the performance of commissioning and control measurements. Justification of the gap between the current and target states. At the time of project preparation, the lyceum building was not equipped with a full-fledged lightning protection system that meets current state standards, as a result of which there is an increased risk of electric shock, fires, and damage to building structures and equipment, while the target state assumes the presence of a certified and technically sound lightning protection system that ensures the safe operation of the educational institution and meets the requirements of legislation and safety standards for social infrastructure facilities.

Problems and solutions resulting from project implementation

Key problems and their relevance. The key problem is the absence or non-compliance of existing engineering solutions for lightning protection of the Novokaterinivskyi Lyceum building with the requirements of current state standards, which creates an increased risk of electric shock to students and employees, fires, damage to building structures and engineering networks; the relevance of this problem is due to the increase in the intensity of thunderstorms, the long service life of the building and increased requirements for the safety of educational facilities, especially in conditions of martial law and the need for continuous operation of social infrastructure. Consequences of failure to resolve and expected positive changes. If these problems are not resolved, there may be material losses, temporary or complete cessation of the educational process, a threat to people's lives and health, and an additional burden on the community budget due to the elimination of emergencies, while the implementation of the project will ensure the achievement of the regulatory level of safety, reduce the risks of emergencies, protect municipal property, increase the sustainability of the functioning of the educational institution, and create safe and stable conditions for the study and work of members of the territorial community.
