General information

Description of the project

In accordance with Article 40 of the Constitution of Ukraine, all citizens have the right (regardless of their physical capabilities) to personally address state authorities, local self-government bodies, and officials and employees of these bodies. However, many buildings, including district administrations, were built without taking into account the needs of persons with disabilities and other low-mobility population groups. Barrier-free access to the district administration building for low-mobility population groups will be ensured by major repairs to the additional/reserve entrance of the district administration with the installation of a ramp for persons with disabilities. Among other services that residents turn to, the district administration building houses the voter registry department, where applicants, including persons with disabilities, apply to clarify/make changes to personal data in the voter registry, clarify their electoral address. Internally displaced persons apply with requests for information from the State Voter Registry. Also, during the period of local elections, the Territorial Election Commission is located in the district administration building. In order to comply with the requirements of the Electoral Code regarding the accessibility of polling stations, persons with disabilities and other low-mobility population groups,  and not to restrict the rights of citizens in ensuring the exercise of the right to vote, the building must be equipped with a ramp. Given the above, there is an urgent need to carry out a major overhaul of the additional entrance to the district administration building with the installation of a ramp, during which it is planned to install a ramp, equip the entrance to the building, a toilet on the first floor, doors to offices, creating appropriate conditions for access to the district administration and the ability to move around the district administration building for disabled people and other low-mobility population groups.

In order to implement this project in 2025,  design and estimate documentation for the object ’Major repairs of the additional entrance taking into account the needs of low-mobility groups of the building of the district administration of the Zaporizhia City Council on Budivelnykiv Boulevard, 19, Zaporizhia» (hereinafter referred to as the Object). The next stage is the implementation of major repairs, the expected cost of which is 399,622.18 UAH (excluding the cost of work paid in 2025 for the production of design and estimate documentation). It is advisable to carry out the work in the near future, because in subsequent years the cost of work on the object will increase due to the increase in prices for building materials, work, and additional costs for recalculating design and estimate documentation.

Implementation of this  The project and completion of work on the Facility will allow for unhindered access to the district administration building for low-mobility population groups, and the resolution of their urgent issues within the powers of the district administration.

The goal of the project is to ensure inclusiveness and equal opportunities for low-mobility population groups. The method of achieving this is, in accordance with the prepared design and estimate documentation, to carry out major repairs of the additional entrance to the building of the district administration of the Zaporizhia City Council in the Khortytskyi district, taking into account the needs of low-mobility population groups.

Problems and solutions resulting from project implementation

If the project is implemented, easy access to the district administration will be ensured for people with reduced mobility, which will allow disabled people and other people with reduced mobility to have unhindered access to the building, to move around the district administration building, to address problems to the local government body, and to ensure the exercise of their electoral rights.
