Description of the project

Modernization of the Automated Air Traffic Control System (ATS) "Strila-Alenia" of the Kyiv Air Traffic Control Center for connection to the AMHS (Air Traffic Services Message Handling System) message processing and exchange system.

Ensuring the receipt of ATC messages generated by the ATC system, their processing and transmission using AMHS. Refusal to use the analog text messaging network AFTN (Aeronautical Fixed Telecommunications Network).

Problems and solutions resulting from project implementation

The resumption of flights in the post-war and transitional period is an important component of the economic recovery of Ukraine and, as a result, the full functioning of the aviation industry of Ukraine. The development plans of the enterprise provided for the modernization of the ATC system "Strila-Alenia" of the Kyiv ATC Center to connect to the AMHS system, but due to the global viral pandemic and then the Russian invasion, the modernization failed. The modernization solves the issue of connecting the ATC system to the digital ATC message transmission network AMHS, and is also an important condition for ensuring the provision of ATC and the safety of civil aviation flights.

    Service UnitВартість аеронавігаційного обслуговування базується на покритті витрат на його забезпечення і розраховується відповідно до принципів Євроконтролю. Виражається як ставка плати за аеронавігаційне обслуговування, яка залежить від частини повітряного простору, де ПС отримує обслуговування та його маси. У базі витрат окремі проєкти не відокремлюються, тож визначити вартість проєкту на одного отримувача послуги є неможливим. На 24.02.2022 діяла ставка плати за аеронавігаційне обслуговування у розмірі 51 Євро.
