Description of the project

In 2026, it is planned to purchase 18 school buses, of which 3 school buses that meet the requirements of DSTU 7013 with two seats for schoolchildren with limited mobility for Ivanychivska, Novovolynska and Rozhyshchenska territorial communities; and 15 school buses that meet the requirements of DSTU 7013 (regular) for Holovnenska, Horokhivska, Dubechnenska, Zaturtsivska, Kamin-Kashyrska, Kolkivska, Lokachynska, Lyubeshivska, Lyubomlska, Manevytska, Maryanivska, Ratnivska, Soshychnenska, Starovyzhivska and Shatska territorial communities.

Description of the purpose of the project and ways to achieve it

The goal is achieved through the purchase of vehicles: for safe and comfortable transportation of students and teachers to educational institutions by updating the school bus fleet. The implementation of the project will contribute to equal access of children to quality education, reduce costs for maintaining outdated transport and increase the efficiency of transporting students from remote settlements. Taking into account the optimization of the network of secondary education institutions in the region, the inadequate technical condition of school buses is 28 units, the transfer of 66 school buses to the needs of the Ukrainian Rebel Forces and the need to unload routes, there is an urgent need to purchase 51 school buses.

Problems and solutions resulting from project implementation

Description of problems: 1. Network optimization: According to the New Ukrainian School reform, academic lyceums will operate from the 2027/2028 academic year. In rural areas, this means that there will be one lyceum for several settlements. Without a bus fleet, the creation of such a lyceum is impossible, since students will not be able to get to their place of study on their own. 2. Technical wear and tear and safety: More than 28 school buses have exhausted their technical resource, which leads to frequent breakdowns on routes, disruption of the educational process and poses a threat to the life and health of children. 3. Transport shortage due to the war: Due to the withdrawal of 66 buses for the needs of state defense and in order to organize regular transportation, there is currently a need to provide additional school buses for some students from remote villages. 4. Ensuring inclusion: The need to purchase specialized transport with lifts in order to ensure attendance of classes by students with musculoskeletal disorders. Expected results: 1. Ensuring access. The purchase of school buses will allow completing the stage of reorganization of the network of general secondary education institutions, transferring students to a supporting institution with a high level of material and technical support. This guarantees a sustainable transportation of 100% of students and teachers to the place of study, creating a logistical base for the functioning of the academic lyceum from 2027, where students will be able to receive education in the chosen profile regardless of their place of residence. 2. Safety and comfort: Updating the fleet will ensure that transport meets the standard that guarantees safe transportation of children in rural areas. 3. Inclusive environment: The purchase of 3 buses equipped with special places for wheelchairs will allow integrating students with limited mobility into a full-fledged educational process. 4. Economic efficiency: Network optimization and the purchase of a school bus will allow the community to save annual local budget expenses by reducing building maintenance costs and supplementing salaries in classes with low occupancy. These funds will be reinvested in the development of the material and technical base of the future specialized lyceum, ensuring high quality education according to the standards of the National School of Ukraine. 5. Sustainability of education: Ensuring stable full-time education.
