General information

Description of the project

Before the start of the full-scale invasion, 362 children studied at the institution. During active hostilities in the village of Bila Krynytsia in 2023, 156 children remained. During the hostilities, critical, social infrastructure, and housing stock were damaged. The Bilokrynytsia educational institution was also partially damaged, work has already been carried out to restore the roof, and a working  project for the repair of the institution is available. The project is a priority for the community, as the building of the educational institution is subject to restoration and has minor damage.  In order to protect and create safe conditions for students and staff of the educational institution, the project provides for the construction of a civil defense structure with a capacity of 300 people. 280 children graduated from the 2023-2024 academic year. The construction of the shelter will provide an opportunity to study not only for children from the village, but also from neighboring settlements, where educational institutions are currently closed due to destruction.

Description of the purpose of the project and ways to achieve it

1. Purpose of the public investment project The purpose of the public investment project is to put into operation a protective civil defense structure on the basis of a gymnasium in order to ensure safe conditions for students, teaching and service personnel during emergencies, in particular threats of a military nature, as well as to ensure the continuity of the educational process in accordance with the requirements of the current legislation of Ukraine in the field of civil defense and education. The implementation of the project is aimed at: reducing risks to the life and health of participants in the educational process; implementing state and local programs for the development of a network of protective structures; creating conditions for the stable functioning of an educational institution in conditions of increased security threats. 2. Methods of achieving the goal of the project Achieving the goal is envisaged through the implementation of a set of organizational, technical and administrative measures, in particular: Completing the procedure for putting the facility into operation, namely: conducting a technical inspection of the completed construction of the structure; confirmation of the shelter's compliance with the design and estimate documentation and building codes; obtaining a certificate of readiness for operation of the facility. Equipping the protective structure with the necessary engineering and material and technical equipment. Organization of operational processes, in particular: development and approval of instructions for using the shelter; appointment of persons responsible for the maintenance and operation of the structure; conducting personnel training and briefings for students. Integration of the shelter into the emergency response system of the educational institution: updating evacuation plans; practicing algorithms for actions during an air alarm or other threats. 3. Justification of the gap between the current state and the target level Currently, construction work on the construction of the shelter has been completed, but the facility has not been put into operation, which indicates the presence of a gap between the actual state and the target level of project implementation. As a result, despite the physical presence of the structure, the gymnasium is unable to legally and safely use the shelter for its intended purpose, which limits the level of protection of participants in the educational process and does not allow achieving the project's target indicators. Putting the shelter into operation will eliminate the specified gap and ensure the achievement of the target level - the functioning of a full-fledged protective structure, ready for use at any time.

Problems and solutions resulting from project implementation

1. Lack of a commissioned protective structure The essence of the problem. Despite the completion of the construction of the shelter, the facility has not been commissioned and does not have the official status of a civil defense protective structure. This makes it impossible to use it legally and safely for its intended purpose. Relevance of the problem. In conditions of increased security threats and martial law, educational institutions are obliged to ensure the availability of functioning shelters. The lack of a commissioned facility is critical right now, when the risks to the life and health of participants in the educational process are constant. Consequences if not resolved. inability to fully restore or continue full-time education; increased threats to the life and health of children and staff; violation of the requirements of current legislation in the field of education and civil defense; risk of suspending the work of the educational institution. Expected positive changes. official launch of the shelter and the possibility of its immediate use; ensuring the regulatory level of security in the gymnasium; increasing the institution's readiness to respond to emergencies. 2. Insufficient level of protection of participants in the educational process The essence of the problem. The existing premises of the gymnasium do not provide the proper level of physical protection and do not meet the requirements for modern protective structures, and alternative solutions have limited capacity and technical capabilities. Relevance of the problem. Given the regular air raids and other threats, the issue of the safety of children and employees is a priority and cannot be postponed. Consequences if not resolved. increased risk of injuries and emergencies; worsening psychological state of students and staff; reduced parental confidence in the safety of the educational environment. Expected positive changes. creation of safe conditions for staying in the shelter; reduction of stress levels during alarms; increasing the overall level of protection of the target audience. 3. Inability to ensure the continuity of the educational process The essence of the problem. The lack of a functioning shelter limits the possibility of organizing full-time or blended learning and forces the educational institution to switch to distance learning formats, which are not always effective. Relevance of the problem. The need for a stable and high-quality educational process is especially acute during a period of prolonged security restrictions. Consequences if not resolved. deterioration in the quality of education; decrease in student academic performance; increase in educational inequality. Expected positive changes. the possibility of continuing education even during emergencies; increase in the stability of the institution's work; improvement in educational results.
