General information

Description of the project

3522 people live in the village of Ropcha of the Storozhynets urban territorial community. This populated area is quite large. The village is located 7 km. from the administrative center of the community - the city of Storozhynets and 30 km. from the regional and district center - the city of Chernivtsi. The Ropcha Lyceum named after «Štefan cel Mare shi Sfint» operates on the territory of the village of Ropcha, where 327 students study and the «Giochel» preschool educational institution, where 60 children are educated, therefore the presence of all vital and socially important facilities that ensure the vital activity of the settlement is absolutely necessary. As is known, physical culture, physical education and sports are important factors in the health of the population, disease prevention and organization of meaningful leisure. However, in the conditions of information and technological development, people often lead a relatively calm lifestyle. Of particular concern recently is the deterioration of the health of children and adolescents, more than 80% of whom, according to operational data of the KNP "Storozhynetska BLIL", have health abnormalities, more than 50% have an unsatisfactory state of physical development. Unfortunately, diseases typical of people of mature age are progressing in the younger generation. The desire of residents of the village of Ropcha to engage in sports is hampered by the lack of proper conditions and  modernly equipped facilities for physical culture and sports. At the same time, in the communal property of the Storozhynets City Council on M. Eminescu Street there is a vacant plot (cadastral number 7324588000:02:002:1001), on which a sports ground with artificial turf can be placed, where not only school and kindergarten students, but also everyone who wants to, could engage in physical culture during extracurricular hours. The construction of the sports ground will contribute to the development of modern infrastructure in the field of sports, the formation of a healthy lifestyle, improving the health of community residents and increasing the level of living comfort in the territory of the village of Ropcha.

Description of the purpose of the project and ways to achieve it

Project goal: The main goal is to create a new sports infrastructure facility — a modern sports ground with artificial turf in the village of Ropcha, Storozhynetsk urban territorial community. An additional goal is to expand access of community residents to public goods, in particular high-quality sports infrastructure, which will contribute to the formation of a healthy lifestyle, improving the physical condition of the population and the development of social activity. Methods of achieving the goal: • design and construction of a modern multifunctional sports ground with artificial turf; • equipping the ground with the necessary safety elements/lighting/fence/spectator areas; • providing conditions for physical education for schoolchildren, youth and adults after school hours; • organization of systematic sports events and leisure activities for residents of the village of Ropcha The gap between the current and target state: Currently, there is no sports infrastructure in the village — the existing village stadium is not equipped at all: it has no surface, markings, equipment and does not meet safety requirements. This makes it impossible to hold physical education classes and competitions. The target state involves the creation of a full-fledged, accessible and safe sports space that will be able to cover about 3.5 thousand residents of the village of Ropcha, including at least 327 school-age children, contributing to increasing the level of physical activity and improving the health of the population.

Problems and solutions resulting from project implementation

Key problems: • lack of proper conditions for physical education and sports; • low level of physical activity among children and youth; • deterioration of the health of schoolchildren (over 80% have health problems, over 50% have unsatisfactory physical development); • lack of safe space for community residents to spend time. Expected results of implementation: • creation of a modern sports ground accessible to all population groups; • improvement of the physical and psycho-emotional health of children and adults; • increase in the level of social activity, community cohesion; • development of modern sports infrastructure in a remote settlement.

Оцінка попиту здійснювалася з використанням методології соціально-демографічного аналізу та функціонального підходу, передбачених методичними рекомендаціями Мінекономіки України щодо підготовки публічних інвестиційних проєктів. Під час аналізу враховано: • чисельність населення с.Ропча (3522 осіб), • кількість дітей ліцею і вихованців ЗДО (387 осіб), • фактичну відсутність належних об’єктів спортивної інфраструктури, • статистичні дані медичних установ щодо стану здоров’я дітей. Таким чином, попит визначався не через ринкове дослідження, а шляхом аналізу об’єктивних демографічних, освітніх та соціально-оздоровчих показників, що підтверджують потребу громади у створенні спортивного майданчика.
