Description of the project

«Reconstruction of the building lit. A of the State Non-Profit Enterprise Heart Institute of the Ministry of Health of Ukraine» at the address Kyiv, Bratyslavska St., 5-A and renovation of departments that provide medical care with the use of organ and tissue transplantation» includes the reconstruction of part of the building lit. A (cardiology building) with an approximate area of 5,000 sq. m., engineering networks (ventilation and refrigeration equipment, engineering and technological: compressors and vacuum-pumping stations, etc.), elevator equipment, server and switching equipment, IT equipment with software, etc. and renovation of departments that provide medical care with the use of transplantation. As part of the reconstruction, it is planned to re-equip and update the material and technical base of departments that provide the activities of the institution's transplant service. The impact (liability) class of the facility is CC2, the fire resistance level of the building is II. The reconstruction of the premises and equipment will allow the preservation of 449 current jobs, as well as the creation of 59 additional ones.

Description of the purpose of the project and ways to achieve it

The purpose of the "Reconstruction of the building letter A of the State Non-Profit Enterprise "Heart Institute of the Ministry of Health of Ukraine" at the address: Kyiv, Bratyslavska 5-A and renovation of departments providing medical care using organ and tissue transplantation" is to renovate the transplantation service of the State Non-Profit Enterprise "Heart Institute of the Ministry of Health of Ukraine" by reconstructing the existing building and re-equipping the departments providing medical care using transplantation to provide comprehensive medical services for organ transplantation in accordance with the needs of the population of Ukraine and modernizing the institution to the high-tech European level of a transplant center. The expected result of the project implementation is: • development and modernization of the leading specialized medical institution in Ukraine, which will allow increasing the volume of comprehensive medical services for organ transplantation, as well as the number of existing services. • ensuring the provision of the necessary and comprehensive set of medical services for organ transplantation and accessibility for the population of the entire country of high-quality medical services for organ transplantation; • reducing the level of mortality and disability from cardiovascular and cerebrovascular diseases by modernizing the institution to a high-tech European level center; • providing highly specialized transplant medical care with a high level of quality to a larger number of citizens; • increasing the complexity of transplant medical care for citizens (simultaneous transplantations) • expanding the spectrum of transplant medical care. • Preservation of existing and creation of new jobs.

Problems and solutions resulting from project implementation

Since today the transplant industry lacks a comprehensive system of needs assessment, interdisciplinary work in the provision of services and their direct focus on the patient, the State Non-Profit Enterprise "Heart Institute of the Ministry of Health of Ukraine" will strengthen its leadership position in solving these problems. The main problems that will be solved as a result of the implementation of the state investment project to reduce disability of patients with cardiovascular diseases and mortality include: • lack of effective preventive measures and educational activities based on a standardized system of population medical examination (prevention of hypertension, smoking, control of glucose and cholesterol levels), • outdated standards of diagnosis and treatment of patients and uncertainty of a single organizational approach to providing medical care to patients with cardiovascular pathology, • outdated material and technical base and shortage of equipment, which creates limited access to modern methods of treatment by transplantation and major cardiovascular diseases and associated pathologies. Implementation of the investment project "Reconstruction of the building letter A of the State Non-Profit Enterprise "Heart Institute of the Ministry of Health of Ukraine" at the address: Kyiv, Bratyslavska 5-a and renovation of departments providing medical care with the use of organ and tissue transplantation" is an urgent step towards a partial change in the situation in Ukraine. The project will also create almost 59 new jobs, which, in combination with the existing ones, will form a powerful team of more than 500 employees. This is critically important in conditions of staff turnover and shortage of medical personnel.

Оцінка незадоволеного попиту: • В Україні щороку понад 5 000 пацієнтів потребують пересадки органів, але отримують її менше ніж 20%. • Водночас майже 100% пацієнтів після трансплантації потребують тривалого медичного супроводу, а відповідної інфраструктури в Україні немає. 3. Прогнозування на основі цільових орієнтирів МОЗ: • Урядова стратегія передбачає досягнення понад 1 200 трансплантацій/рік до 2027 року. • Враховується середня тривалість реабілітації (14–21 день) та супровід (до 1 року). 4.
