Description of the project

Implementation of Air Traffic Services Message Handling System (AMHS) processing and exchange systems in accordance with modern ICAO and Eurocontrol requirements.

Achieving the appropriate level of reliability, functionality and ensuring compatibility of the ATS message processing and exchange system with global air navigation communication services and neighboring countries, which is a prerequisite for the resumption of air navigation services in the airspace of Ukraine

Problems and solutions resulting from project implementation

The existing message processing system is extremely outdated and does not meet ICAO standards and requirements. The hardware and software of the system are outdated, in addition, changes have been made to the ICAO rules governing the operation of fixed air navigation services. Therefore, to ensure sustainable communication between Ukraine and the global civil aviation community, it is necessary to replace the existing system.

    Service UnitВартість аеронавігаційного обслуговування базується на покритті витрат на його забезпечення і розраховується відповідно до принципів Євроконтролю. Виражається як ставка плати за аеронавігаційне обслуговування, яка залежить від частини повітряного простору, де ПС отримує обслуговування та його маси. У базі витрат окремі проєкти не відокремлюються, тож визначити вартість проєкту на одного отримувача послуги є неможливим. На 24.02.2022 діяла ставка плати за аеронавігаційне обслуговування у ромірі 51 Євро.
