Description of the project
The main goal of the construction is to ensure safe conditions for children and employees of the institution in the event of radiation or other emergencies. The shelter will be equipped in accordance with civil defense requirements, will include ventilation systems, sanitary facilities, a water supply, places for sheltering children and staff, as well as the necessary engineering networks. The implementation of the project will increase the level of community safety and the institution's compliance with modern population protection standards.

The goal of the project is to eliminate the critical deficit of the protective infrastructure of civil defense on the territory of the Municipal Institution "Blystavytskyi Preschool Educational Institution of Combined Type No. 8 "Zolota Rybka"" by means of a new construction of an anti-radiation shelter that will comply with current state building standards and requirements in the field of civil defense, in order to ensure guaranteed protection of the life and health of children and employees of the institution during emergencies, in particular of a military nature.
Achieving the goal will ensure safe conditions for children to stay in the preschool educational institution and will create the prerequisites for its stable functioning even in conditions of increased security risks.
To achieve the specified goal, the following main methods are envisaged in the implementation of the public investment project:
Design of a protective structure:
-development of design and estimate documentation in accordance with the State Construction Code and the requirements of the State Emergency Service;
-passing the project expertise.
New construction of a radiation shelter
-construction of a protective structure of the necessary capacity to shelter all participants in the educational process;
-arrangement of ventilation, water supply, power supply and sanitary and hygienic premises.
Equipping the shelter with the necessary equipment
-installation of engineering systems, emergency lighting, communication facilities;
-ensuring conditions for the safe stay of preschool children.
Putting the facility into operation
-obtaining permits;
integrating the shelter into the institution's civil defense system.
Currently, there is a civil defense protective structure in the building of the preschool educational institution, but it does not have enough places for all participants in the educational process. The existing premises cannot be used as a radiation shelter due to non-compliance with technical, sanitary and safety requirements.
In conditions of martial law and increased risks of rocket attacks and air raids, this creates a critical threat to the life and health of participants in the educational process and actually makes it impossible for the institution to fully function.
The target level is the presence of a certified anti-radiation protective structure located directly on the territory of the institution, designed to shelter all children and employees, equipped with the necessary engineering systems and suitable for use in emergency situations.
The gap between the current state and the target level is the insufficient number of places in the shelter of the appropriate protective infrastructure, as the kindergarten shelter is also used by students of Blystavytskyi ZZSO No. 6. It is this gap that determines the need to implement a public investment project through the construction of a new shelter, since alternative solutions (adaptation of existing premises or the use of third-party shelters) do not provide the necessary level of safety, accessibility and efficiency of shelter for preschool children.
Problems and solutions resulting from project implementation
On the territory of the Municipal Institution "Blystavytskyi Preschool Education Institution of Combined Type No. 8 "Zolota Rybka"" there is no specially constructed protective civil defense structure, in particular an anti-radiation shelter that would comply with the current state building standards and requirements in the field of civil defense., which would comply with the requirements of DBN V.2.2.5:2023 "Protective structures of civil defense". The existing basement has a limited area, is not equipped with ventilation, water supply and sanitary facilities, and is not able to ensure the safe stay of all participants in the educational process in the event of an air raid or other emergency situations.
Relevance: in conditions of martial law and increased threat to the civilian population, the issue of children's safety is a priority task of the state and the community.
Consequences if not resolved: increased risk to the life and health of students and employees, disruption of the educational process, forced reduction of study time.
