Description of the project

Dnipro Center for Vocational and Technical Education of Tourism Service (DCPTOTS). This is a state educational institution that trains specialists in the service sector (cooks, confectioners, waiters, hairdressers, etc.). The purpose of the project is to reconstruct the educational building and the educational building at the address: Dnipro, Starochumatska St., 7, which will ensure the smooth and safe functioning of the institution and the education of students.

Description of the purpose of the project and ways to achieve it

The project involves a comprehensive reconstruction of educational buildings at 7 Starochumatska St., aimed at creating a safe and innovative educational hub. Modernization of premises and equipping them with multifunctional equipment will improve the quality of specialist training and ensure social protection of students. Thanks to the introduction of thermal modernization technologies, a high level of energy efficiency of buildings will be achieved, which, together with improving learning conditions, will stimulate young people to realize their professional potential within the region. The goal of the project is a comprehensive reconstruction of educational and training buildings to create a safe, innovative and inclusive educational environment. The implementation of the project will provide students with a modern learning space that meets the requirements of 2026, increase the prestige of vocational education and provide the region with qualified personnel by modernizing the material and technical base. To achieve the goal, the following steps are planned: Technical preparation: Conducting a detailed survey of building structures and developing design and estimate documentation taking into account modern requirements for educational institutions. Modernization of educational space: Major renovation of classrooms, laboratories and production workshops with the introduction of multifunctional equipment. Thermal modernization: Insulation of facades, replacement of window and door blocks with energy-efficient ones, which will significantly reduce building maintenance costs. Engineering renovation: Complete replacement of heating, water supply, drainage and electrical networks to ensure uninterrupted operation of digital laboratories. Safety and inclusion: Installation of modern ventilation systems, fire safety and creation of a barrier-free environment for low-mobility groups (ramps, lifts, adapted bathrooms). The material and technical base of educational buildings is in critical condition and requires complete renovation. A comprehensive renovation of internal engineering networks is required: water supply, drainage, heating and electricity systems. A separate priority is the installation of a forced ventilation system and the implementation of modern interior decoration (floors, walls, ceilings). The project involves the complete replacement of window and door fillings with energy-efficient ones, as well as the implementation of an architectural accessibility plan for low-mobility groups in accordance with inclusion standards

Problems and solutions resulting from project implementation

Problems and results of their solution The condition of the premises of the educational and training buildings of the Municipal Institution "Dnipro Center for Vocational and Technical Education of Tourist Service" of the Dnipro City Council is critical. The current level of wear and tear of the material and technical base makes it impossible to create a safe and modern educational environment that meets state standards. Key aspects of the problem: Dangerousness of engineering communications: Heating, water supply, sewage and electrical systems are physically worn out. This leads to constant accidents, interruptions in the educational process and creates risks for the safety of students and teachers. Destruction and inadequate sanitary condition: Classrooms, laboratories and workshops have significant structural damage, manifestations of fungus and mold. The interior decoration does not meet the hygienic requirements for educational institutions. Low energy efficiency: Due to outdated window blocks and the lack of thermal modernization of facades, significant heat loss is observed, which causes excessive spending of budget funds on heating. Technological and safety backwardness: Lack of modern fire protection systems, notification and non-compliance of premises with the requirements of inclusiveness (DBN V.2.2-40:2018). Reconstruction of buildings will allow transforming institutions into modern, energy-efficient and safe educational spaces through the implementation of the following measures: Reliability and safety of life: Complete renewal of engineering networks guarantees uninterrupted functioning of the institution. Installation of modern fire safety systems, video surveillance and modernization of ventilation will create a protected space for learning in 2026. Comfortable educational environment: Carrying out major finishing works and redevelopment of premises will allow creating clean, healthy and ergonomic classrooms that meet sanitary standards. Energy independence and savings: Comprehensive thermal modernization (wall insulation, replacement of windows with energy-saving ones) will significantly reduce utility costs and ensure a stable temperature regime even in difficult weather conditions. Inclusivity and accessibility: Ensuring free access to educational buildings for low-mobility groups of the population, which is a prerequisite for a modern educational institution. Stimulating youth: The restored buildings will become a motivating environment for vocational education seekers, will help attract applicants and increase the prestige of working professions in the Dnipro region. Reconstruction is an economically feasible and socially necessary step that will save the buildings from further destruction and provide the region with high-quality vocational education.
