Description of the project

The project involves major repairs and renovation of the basement of the preschool educational institution "Malyatko" of the Novorozdil City Council at the address: Tarasa Shevchenko Avenue, 32v, Novy Rozdil, Lviv region. The purpose of the project is to create safe conditions for children and employees during emergencies by bringing the basement into compliance with the requirements of a civil defense protective structure (shelter). The project plans to: perform repair and construction work (waterproofing, repair of the floor, walls, ceiling, arrangement of entrances and emergency exits); install ventilation, lighting, water supply and drainage systems; provide the necessary engineering and sanitary equipment. Expected results: creation of a safe, functional and usable shelter for children and employees of the institution; increasing the level of community preparedness for emergencies; improving the conditions of stay in the educational institution.

The goal of the project is to create a safe, comfortable and functional shelter in the basement of the preschool educational institution "Malyatko" of the Novorozdil City Council, which will ensure the protection of children and employees during emergencies of a military or technogenic nature. The project is aimed at increasing the level of safety of the educational environment, compliance of the facility with the requirements of legislation in the field of civil protection and creation of appropriate conditions for a continuous educational process even under threat.

Problems and solutions resulting from project implementation

Key issues to be addressed by the project Lack of safe conditions for sheltering children and staff during emergencies. The basement of the preschool educational institution "Malyatko" currently does not meet the requirements for protective structures of civil defense. There is no proper waterproofing, ventilation, emergency lighting system, sanitary and household conditions and an evacuation exit. This makes it impossible for children to stay safely during an air raid or other threats. Physical and moral wear and tear of the premises. The basement of the institution is in unsatisfactory technical condition: there are traces of moisture, damage to the plaster, insufficient lighting and a lack of fire prevention measures. Such an environment poses a danger to the health of children and staff. The facility does not comply with the requirements of the legislation in the field of civil defense. According to the requirements of the Civil Defense Code of Ukraine and the relevant State Standards, all educational institutions must be provided with shelters or the simplest storage facilities. The absence of such a facility creates a violation of safety standards and a threat to the lives of participants in the educational process. Expected positive changes as a result of the project implementation creation of a full-fledged civil defense structure for children and employees of the institution; ensuring a safe environment and psychological comfort for participants in the educational process; increasing the level of community preparedness for emergencies; restoration and improvement of the technical condition of the institution's premises; ensuring the uninterrupted operation of the kindergarten even under martial law.
