General information

Description of the project

     The Roadmap for the Development of Electronic Health Care System (hereinafter referred to as the EHS) currently contains a portfolio of 100 projects for new EHS functionality. The Roadmap is approved annually by the National Office under the leadership of the Minister of Health. 

     So, for 2026 and the following years, projects are planned to be implemented in the following areas:

  • Electronic medical records (Examination functionality in the ESOH, Blood donation functionality in the ESOH, Electronic medical records on the issuance and receipt of medicines in the ESOH (medication), Electronic medical records of inpatient medical care in the ESOH (account), Electronic medical records of inpatient medical care in the ESOH (consultation), Electronic medical records of inpatient medical care in the ESOH (discharge), Electronic medical records of inpatient medical care in the ESOH (inpatient), Disease prevention, Vaccinations by pharmaceutical workers, Routine vaccination accounting in the ESOH, Transplantation).
  • Electronic prescriptions (API DRLZ, Prescription writing Paramedics) Electronic hospital records (Verification of the validity of issuing a medical certificate, Implementation of a medical certificate "for replacement").
  • Information system of the National Health Service (Contractual functionality and generation of reports through the National Health Service, Forecasting the need for medical services).
  • Integrations (ESOZ – eBlood, ESOZ – eStock, ESOZ - State Register of Medicines, ESOZ - State Register of Medical Devices, ESOZ - IS of the National Health Service (MIS HIV), ESOZ - State Register of Civil Status Acts of Citizens (in terms of reengineering/verification of the patient), ESOZ - State Tax Service (PFU) Register of the place of work, ESOZ - Ministry of Finance (authentication check), ESOZ – ELISSZ).
  • Cabinets (Immunization Cabinet (part 2), Cabinet for informing patients about services within the PMG (part 2), Patient Cabinet (part 2)).
  • Cybersecurity (SIEM (Security information and event management). System for monitoring and analyzing cyber incidents in the NHSU Data Center and the ESOH Central Database, Security of the ESOH Central Database and MIS).
  • Medical reports (Medical report on death, Medical report for obtaining a driver's license, MV for adoption processes, Medical report according to the ICF for rehabilitation and determining the disability group).
  • Patients (Reengineering of processes by person (patient registration, etc.), Registration of foreigners).
  • Systems and registers (Information and analytical system "Central 103").
  • Stable operation of the EHZ (Notifications in the eHealth system, EHZ user satisfaction assessment, Autotests, TV and TP reengineering, Continuous system availability, Centralized user support service, EHZ operation monitoring, EHZ DB infrastructure work, Data quality, Monetization model in EHZ, Documentation 2.0).
  • Tools for two-way communication between the EHZ DB administrator and employees of medical service providers and pharmacies.
  • EHZ DB infrastructure, Solutions for long-term storage of data archives on separate media.

     All of the above areas and projects in the areas will require software purchases, and accordingly, it is necessary to provide for financing such purchases. 

     The implementation of the investment project “Development of an electronic health care system” will ensure the implementation of established policies in the field of health care and related areas and will provide new opportunities to receive more accessible medical services and services to citizens of Ukraine, to exercise their rights to medical workers, and to make processes in the state work more efficiently through the introduction of new electronic tools.

The EHR is one of the largest information systems in the country, providing electronic medical information management for almost 35 million patients by doctors and healthcare institutions across the country (a total of over 400 thousand healthcare professionals and over 17 thousand healthcare institutions). The main goal of the EHR is to create and maintain electronic medical records of patients - no matter which of these specialists the patient turns to - the electronic medical record will be available.

Problems and solutions resulting from project implementation

Today, more than 17 thousand healthcare institutions of all forms of ownership and almost 400 thousand medical workers in these institutions work with the ESOH. Whichever of these specialists you contact - the electronic medical card will be available to him with your consent. The ESOH also provides a number of other processes and services for the patient, including: the opportunity to use the “Affordable Medicines” program based on an electronic prescription; obtaining prescription drugs, including antibiotics, by electronic prescription receiving services under the medical guarantees program by electronic referral; forming an electronic certificate of incapacity for work only based on a medical opinion from the ESOH; registration of newborns and receiving state services under the eMalyatko program only through a medical opinion from the ESOH; forming covid certificates in the Diya based on medical records from the ESOH; And these are processes without alternative. That is, if they somehow stop working through the ESOH, then there are no other options for providing them. This means that many vital processes in the state today depend on the functioning and development of the ESHZ. ESHZ is also used by other stakeholders, not only patients. The relationship between healthcare institutions and the National Health Service of Ukraine (NHSU) - concluding contracts, additional agreements, generating reports, making payments occurs exclusively through the ESHZ. Based on data from the ESHZ, Ukraine receives additional funding from our international partners. For example, for meeting target indicators for population vaccination. International institutions trust the ESHZ. This is confirmed by constant support in implementing new functionality in the ESHZ, in strengthening cyber protection, system security, etc. In general, decisions are already being made by the state based on data from the ESHZ. This includes assessing the current state of the healthcare sector, forecasting future needs of the population in certain services, and the need to optimize the network of institutions. The possibilities here are unlimited. When working with the EHR, the state provides and establishes standards that regulate various aspects of the EHR's work, in particular: software (use of software development policies and standards); a system that collects medical data (use of national and international classifiers, directories); a system containing personal data (application of national and international regulations for working with personal data); a system that belongs to the state and has its own regulatory framework (approval and amendments to regulatory legal acts that regulate the activities of the EHR); a system that is an object of critical infrastructure (application of all necessary measures for the uninterrupted and reliable operation of the EHR). Storage and exchange of medical information in the EHR is carried out according to the international HL7 FHIR standard.
