General information

Description of the project

Ship navigation is an important component of the logistics and food system of Ukraine, as it allows for the prompt and much cheaper transportation of vessels of various classes, such as river-sea, river, passenger, cargo and other self-propelled and non-self-propelled water transport, through waterways. Currently, Ukraine lacks  training centers with equipment for training captains (navigators), as well as crew members of inland waterway vessels in short-term courses in certain types of training that meet the requirements established by the Ministry of Infrastructure, as well as the requirements of Directive No. 2017/2397 and CESNI ES-QIN standards. Establishing conditions and procedures for the award and confirmation of qualifications of persons involved in the operation of inland waterway vessels, taking into account Directive (EU) No. 2017/2397 of the European Parliament and of the Council of 12 December 2017, will allow to increase the level of training of crew members of inland waterway vessels to meet modern standards and will contribute to the process of obtaining by Ukraine the Implementing Act of the European Commission on the recognition of the new Ukrainian system of qualification of crew members of vessels. The implementation of the project contributes to the deepening of relations in the field of inland waterway transport, the access of Ukrainian crew members of inland waterway vessels to the labor market on European inland waterways;

Description of the purpose of the project and ways to achieve it

Establishing conditions and procedures for the award and confirmation of qualifications of persons involved in the operation of inland waterway vessels, taking into account Directive (EU) No. 2017/2397 of the European Parliament and of the Council of 12 December 2017, will allow to increase the level of training of crew members of inland waterway vessels to meet modern standards and contribute to the process of obtaining by Ukraine the Implementing Act of the European Commission on the recognition of the new Ukrainian system of qualification of crew members of vessels. The implementation of the project contributes to the deepening of relations in the field of inland waterway transport, the access of Ukrainian crew members of inland waterway vessels to the labor market on European inland waterways. The implementation of the project involves the acquisition of a modern simulator for the education and training of shipowners that meets the standards and qualifications in the field of inland navigation ES-QIN, which are developed by the European Committee for the Development of Standards in the Field of Inland Navigation CESNI, in accordance with Directive (EU) 2017/2397 of the European Parliament and of the Council and is a strategic investment in the human capital of the state, safety, efficiency and competitiveness. Modern training of shipowners requires the presence of multi-task simulators with polyfunctionality, to ensure a comprehensive approach to the simultaneous mastery of several competencies, thanks to one simulator - the bridge simulator. The bridge simulator combines several systems of a programmable hardware complex, which allows for a systematic approach to the automation of such processes as the collection, processing and reproduction of information for the purpose of navigation and ship control, which can only be provided by a specialist with a high level of professional training. When training shipmasters on a simulator, a full simulation approach is provided, since on the basis of mixed, augmented and virtual reality, the conditions of shipmasters' training are brought as close as possible to objective reality, ensuring ship control. At the same time, this allows for the formation of professional skills and abilities of future shipmasters to quickly make the right decisions, including in critical conditions, and to ensure the safety of navigation and the preservation of human life.

Problems and solutions resulting from project implementation
