Description of the project

The project involves the reconstruction of the building letter "A" without changing the geometric dimensions of the foundations for the family rehabilitation department on the basis of the State Non-Profit Society "Ukrainian Medical Center for Rehabilitation of Mother and Child of the Ministry of Health of Ukraine" (Odessa), as well as comprehensive design of engineering networks and landscaping of the territory of the institution with an area of 9.26 hectares. The project envisages the reconstruction of the existing building with its functional re-profiling in accordance with modern state building standards, in particular the requirements of barrier-free, inclusiveness and effective organization of the rehabilitation space, without changing the geometric parameters of the foundations.

The project includes:

  • Reconstruction of the building letter "A" with adaptation to a modern family-oriented rehabilitation department with an area of 2767.3 m²;
  • design of engineering infrastructure (water supply, sewage, electricity, heat supply, etc.) for the entire territory of the facility with an area of 9.26 hectares;
  • improvement of the territory with an area of 9.26 hectares, taking into account its status as an object of the nature reserve fund — park-monument of landscape art of local importance
    «Park «Arcadia».

The relevance of the project is due to the growing need for comprehensive rehabilitation of children and adults who suffered as a result of the war, in particular, families of military personnel, families of deceased Defenders, internally displaced persons, as well as civilians who survived captivity.

A feature of the project is implementation of a family-oriented approach to rehabilitation, which involves simultaneous support of the child and the adult accompanying them, with the involvement of a multidisciplinary team of specialists and individualization of rehabilitation programs.

The implementation of the project will allow creating a modern, accessible and inclusive rehabilitation space, improving the quality of medical and psychosocial services, as well as expanding the institution's capacity to provide assistance to the most vulnerable categories of the population affected by the consequences of the war.

At the same time, the project will contribute to the preservation, improvement and environmentally responsible use of the territory of the nature reserve fund object - the park-monument of landscape art "Arcadia Park", including improving its landscaping, accessibility and functionality as a safe and therapeutic environment for patients and visitors.

Description of the purpose of the project and ways to achieve it

The purpose of the project is to modernize the existing building and infrastructure of the institution to bring them into line with modern standards for the provision of rehabilitation services, as well as to improve the quality, accessibility and efficiency of rehabilitation assistance to children and adults by reconstructing the building letter "A" without changing the geometric dimensions of the foundations with its subsequent re-profiling as a family rehabilitation department. The project envisages the reconstruction of the building with a total area of 2767.3 m² and a construction volume of 15,000 m³, as well as a comprehensive renovation of the engineering infrastructure and landscaping of the territory with an area of 9.26 hectares. The specified goal is envisaged to be achieved by: - reconstruction of the building with its functional re-profiling as a modern rehabilitation space (dormitory building and rehabilitation premises); - implementation of a barrier-free, inclusive and safe environment in accordance with state building standards; - modernization of engineering networks throughout the entire territory of the institution; - comprehensive improvement of the territory, taking into account its status as an object of the nature reserve fund; - creation of conditions for the implementation of a family-oriented approach and the work of a multidisciplinary team. Currently, there is a significant gap between the technical condition of the existing building and infrastructure and modern requirements for rehabilitation institutions. The building of letter "A" is currently not used for its intended purpose due to its unsatisfactory technical condition. The structural elements and engineering systems of the building are worn out and partially unusable, and the planning solutions do not meet modern requirements for barrier-free, inclusive and functional organization of the rehabilitation space. This makes it impossible to use it effectively to provide high-quality rehabilitation services without reconstruction. At the same time, in the conditions of war, the need for comprehensive rehabilitation of children and adults has significantly increased, in particular, families of military personnel, families of deceased Defenders, internally displaced persons and civilians who survived captivity, which creates an additional burden on the institution. The implementation of the project will allow to eliminate the specified gap by creating a modern, functional and inclusive rehabilitation space that will meet current standards and ensure an increase in the quality of services and expanded access to rehabilitation. At the same time, the project will contribute to the preservation, improvement and environmentally responsible use of the territory of the nature reserve fund object - the park-monument of landscape art "Park "Arcadia", including improving its landscaping, accessibility and functionality as a safe and therapeutic environment for patients and visitors.

Problems and solutions resulting from project implementation

The key problems that the project aims to solve are the unsatisfactory technical condition of the building, the obsolescence of the engineering infrastructure and the non-compliance of the facility’s territory with modern requirements for accessibility, safety and functional use, which generally limits the ability to provide high-quality rehabilitation services. One of the main problems is the unsuitability of the building letter “A” for use due to the physical wear and tear of the structures, the obsolescence of the engineering systems and the non-compliance with modern building codes. This makes it impossible to use it effectively for the organization of a modern rehabilitation space. At the same time, the engineering infrastructure on the territory of the facility is outdated and requires comprehensive modernization. The existing water supply, sewage, electricity and heat supply networks do not meet modern technical requirements, which affects the reliability of the facility’s operation, limits the development opportunities of the facility and creates risks for the continuous provision of services. A separate problem is the condition of the territory with an area of 9.26 hectares, which has the status of a nature reserve fund object. Today, the territory is not equipped in accordance with modern requirements for landscaping, accessibility and safety, which limits its use as a full-fledged rehabilitation and therapeutic environment. The lack of a systematic approach to organizing space does not allow for the effective integration of the natural environment into the rehabilitation process. The combination of these factors leads to underutilization of the facility's infrastructure potential, limits the implementation of modern approaches to rehabilitation, in particular the multidisciplinary and family-oriented model, and also reduces the overall quality and accessibility of services. The relevance of these problems has significantly increased in the conditions of a full-scale war, which has led to an increase in the number of people in need of rehabilitation, in particular children, families of military personnel, families of deceased Defenders, internally displaced persons and civilians who survived captivity. If these problems are not resolved, the facility's ability to provide high-quality and comprehensive rehabilitation care will remain limited, which will negatively affect the health status of patients, the level of their social adaptation, and create an additional burden on the healthcare system. The implementation of the project will allow for a comprehensive renovation of the building, engineering infrastructure, and the facility's territory, create a modern, safe, and inclusive rehabilitation space, improve the quality and accessibility of services, and ensure the effective use of the territory as a therapeutic environment for patient recovery.
